- HIGHLAND CITY LEGAL NOTICE Summary of Ordinances of the Highland City Council On July 2, 2024, Highland City Council adopted the following ordinances: O-2024-11 through O-2024-15 Amending the Highland City Development Code 3-612 Related to Fence and Retaining Wall Regulations. These ordinances involve: General Clean-up, Definition of Fence, Fences Along Short Trail Corridors, Fences Along Trail Corridors Near Public entity or Public Utilities, and Athletic Complex Fencing.
