Wellington City Council Minutes Meeting held June 26, 2024 at Wellington City Hall Located at 150 West Main Street, Wellington, Utah at 6:00 P.M. Present: Councilmember Bill Juber, Councilmember Barney Zauss, Mayor Brad Timothy, Councilmember Larry McKinnon, Councilmember Andrew Pehrson, Councilmember Jack Clark Absent: City Staff: Rebecca Evans, Tom Kosmack Attendees: Barbara Clendennen, Wyatt Hansen, Bethany Perea, Brandi Davis, Tyrca Jaramillo, Matt Perea Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes At 6:00 pm, Mayor Timothy opened the meeting by stating that everyone was present. Motion: Councilmember Zauss made a motion to approve the past meeting minutes. Councilmember Clark seconded the motion; followed by Councilmember Juber, Councilmember McKinnon, and Councilmember Pehrson. Agenda Item #2 Public Comment Period Bethany Perea wanted to thank the city council for doing a great job. That she appreciates the team and everyone involved with the city. Agenda Item #3 Fire Department Employee Status Change - Tyrca Jaramillo Fire Chief Perea is requesting to move the employment status from applicant to probationary volunteer fire fighter. Motion: Councilmember Zauss made a motion to move Tyrca's employment status from applicant to probationary volunteer fire fighter. Councilmember Clark seconded the motion; followed by Councilmember Juber, Councilmember McKinnon, and Councilmember Pehrson. Agenda Item #4 Fire Department PIO Email The fire department as a PIO email that was set up outside of the city's email network. The department is requesting that they have an email on the network to keep it aligned with the wellingtonutah.gov emails. Motion: Councilmember Pehrson made a motion to approve the fire department's request to receive a wellingtonutah.gov email for their PIO team. Councilmember McKinnon seconded the motion; followed by Councilmember Juber, Councilmember Clark, and Councilmember Zauss. Agenda Item #5 Sandy Palmer - Cemetery Concerns Sandy Palmer had some concerns regarding the purchase of a cemetery lot from 1980. There is not much that the city can do in terms of helping her. At this time, she has been directed to Mitchell Funeral Home. Motion: Agenda Item # 6 David Greener - Concerns/Complaints Mr. Greener was not present for tonight's meeting. Motion: Agenda Item #7 Secondary Meter Project Project Manager Motion: Agenda Item #8 Housing Construction - Old Wellington Road Attorneys are now involved. A VAC truck is being brought in to try and locate the line and the path it runs. The line might have to be moved. The exact location of the line needs to be determined before the city can make a decision on how to proceed. Motion: Agenda Item #9 5th of July It was discussed that with the 4th of July being on a Thursday, employees can choose whether they work or not on Friday. If the employee chooses not to work, they must submit paid time off. Motion: Agenda Item # 10 Water Filling Station A contingency plan needs to be put in place if the water is ever shut off for an extended period. The 10 year plan would be a good time to discuss this plan. Motion: Agenda Item #11 Tiny Homes The city needs to figure out options for affordable housing. This is a task for planning and zoning. Motion: Agenda Item #12 General/10-year Wellington City Plan This topic has been tabled until the next meeting. Motion: Agenda Item # 13 Kennel License Ordinance This topic has been tabled until the next meeting Motion: Agenda Item #14 Communication Towers Councilmember McKinnon plans to set up a zoom meeting to further discuss what options he city has regarding the communication tower. Motion: Agenda Item #15 Resolution 2024-01 A RESOLUTION SETTING THE FINAL RECEIPTS AND EXPENDITURES OF WELLINGTON CITY, UTAH FOR THE FISCAL YEAR JULY 1, 2024 TO JUNE 30, 2025 FOR ALL FUNDS Motion: Councilmember Zauss made a motion to go into public comment period. Councilmember Pehrson seconded the motion, followed by Councilmember McKinnon, Councilmember Juber and Councilmember Clark. Councilmember Zauss made a motion to adopt Resolution 2024-01. Councilmember Pehrson seconded the motion, followed by Councilmember McKinnon, Councilmember Juber and Councilmember Clark. Agenda Item #16 Resolution 2024-02 A RESOLUTION AMENDING THE PROPOSED RECEIPTS AND EXPENDITURES OF WELLINGTON CITY, UTAH FOR THE FISCAL YEAR JULY 1, 2023 TO JUNE 30, 2024 FOR ALL FUNDS Motion: Councilmember Zauss made a motion to go into public comment period. Councilmember Pehrson seconded the motion, followed by Councilmember McKinnon, Councilmember Juber and Councilmember Clark. Councilmember Zauss made a motion to adopt Resolution 2024-02. Councilmember Clark seconded the motion, followed by Councilmember McKinnon, Councilmember Juber and Councilmember Pehrson. Agenda Item #17 New Building Update There will be a meeting with Sunrise Engineering the second week in July. Motion: Agenda Item #18 Councilmember Reports Councilmember Pehrson discussed that with the personnel policy, former mayor Paula Noyes will be helping the city transition to the new one. Mayor Timothy discussed that Pioneer Days is around the corner and that the committee is working hard to get everything put into place. Motion: Agenda Item #19 Unfinished Business Agenda Item #20 Possible Executive Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual. Motion: Councilmember Zauss made a motion to move into an executive session at 8:43. Councilmember Clark seconded the motion, followed by Councilmember McKinnon, Councilmember Juber and Councilmember Pehrson. Adjourn Motion: Councilmember Pehrson made a motion to adjourn. Councilmember Zauss seconded the motion, followed by Councilmember McKinnon, Councilmember Juber and Councilmember Clark. Meeting adjourned at 9:27pm Next meeting will be July 10, 2024 at 6:00 P.M. at the Wellington City Hall.
