Mayor Burdette Weston welcomed those present and called the meeting to order at 7:00pm on Wednesday, June 05, 2024. Those present are as follows: Mayor Burdette Weston, Council Members Thad Willis via Zoom, Brandon Willis, Kris Hodges, Delora Wight and Clerk Alice Jackson. Those present in the room: Planning and Zoning member Duane Robinson. Members of the community present are Michael Rickert and Scott England. Jordan Gomez arrived at 7:02pm. Jeff Brimhall arrived at 7:30pm. Jordan left at 8:00pm, Michael Rickert left at 8:00. Duane left at 8:30pm.
OPENING CEREMONY: The mayor conducted the opening ceremony and Kris led the pledge of allegiance.
ACTION: Mayor called for the agenda to be approved. Motion made by Delora seconded by Brandon. The motion carried unanimously.
ACTION: Meeting Minutes: Mayor asked for a motion to approve the May meeting minutes. The motion was made by Kris and seconded by Brandon. The motion carried unanimously.
MAYOR OPENED THE MEETING FOR QUESTIONS AND COMMENTS: None
ITEMS OF BUSINESS:
- New Business Licenses
o Michael Rickert is here applying for a Laketown business license for carpentry and a contractor's business. This was approved.
o Brandon Willis will defer until next month
- Zoning Questions-Utah Property Rights Ombudsman-This was discussed at the end of the meeting.
Brandon led this discussion regarding recent legislation. The question was posed if a town could have a zone that dictates the following: Within a subdivision so a percentage of the homes need to be primary residence homes. Can we have a zone like this? Brandon asked if we can send a letter to the Ombudsman to ask them this question.
*Action Item-Brandon will draft the letter.
Action Items From Previous Meeting
- Delora to contact Sunrise Engineering to update Maps. The mayor spoke to Scott and they do not have the location of all meters. They have line locations.
- Mayor to FU with Troy Peterson RE: pictures of water tank. Mayor to FU
- Public Hearing RE: increase in water fees and timeline for increase. Public hearing needs to be held this month. *Action Item Alice- Public Hearing scheduled for June 26th at 6pm*Alice to post. Ask Kendall if we need an ordinance or resolution
- New builds-water rights/shares/wells. This should be addressed within P&Z. Delora asked if Laketown should have an ordinance that does not allow wells to be drilled within Laketown.
- Mayor-how will new builds buy into the system. Not done
- Delora-Meter Lids. Need to put money into the 2025 budget. Will transfer funds within water accounts
- Resetting of the water tank-addressed below
- Timeline for payment of Courtney. Pay in August
- New Council Member. Will hold off until July meeting
Jordan Gomez- Activity Committee Update: Kaleb Austin Concert is on track for 22 June. Cody and Jordan will pick up the stage. Jordan will speak to Dennis about using the skidster. Jordan needs an announcer for the concert. She has contacted Dale Lamborn. They will announce who the sponsors will be along with the band. The mayor will accept being the announcer. Dale Lamborn is not available.
Need to put cones in place. Delora and Kris to help with tickets.
* Action Item-Kris to contact Joey for review of ticket process.
Kris questioned her responsibilities for the rodeo arena and Park. Queen content is on June 8th. Mayor will pick up the saddle on Friday. *Action Item: Kris to contact Brian to work the arena. *Action Item: Alice to call CentraCom to turn the rodeo internet back on.
COUNCIL BUSINESS:
Planning & Zoning Commission- Chairman Duane Robinson
- Duane to provide map of Bradshaw property-Done
Leroy Gomez came in for a hi tunnel. 24X38. No permit required.
Building Permit Clearance Form signed for Adrian Baird.
Duane noted that the transferring of the water share is harder than it needs to be. Once they turn in a water share/right and if the building permit is not issued then the share/right cannot be retransferred and the person will lose it. Duane has the Baird water share in hand. Duane suggests that we ask the attorney about cleaning the process up regarding taking the fees, and signing the clearance form before
the town receives the water share. The impact fee should be paid before getting the building permit. Before the water is connected the water share should be turned into the town.
Duane passed around the Baird building plans. It is a manufactured home. The certificate for a water share was returned to Mr. England during this meeting due to the above information.
ACTION: Brandon made the motion to approve the Baird clearance form. Kris Seconded. Motion passed unanimously.
Craig Price's current home is on his own property by 22 feet. He is supposed to be 30 feet per our set back requirements. It was discussed that we should consult with our attorney. *Action Item-Brandon to contact Justin Baer.
Water Updates - Delora Wight
Regarding the storage tank- one pump ran for 10 hours. The other pump may have some issues. Mr. Fuhriman is ready to have his water hooked up. He wants a 2 inch line. Delora suggests we don't start allowing folks to have a 2 inch line. Brandon said if he wants a 2 inch line, he will have to pay the increase in fee. Discussion regarding what the impact would be on the neighbors that are on the same system. Mayor suggests that for residential we stay with our current size.
Jeff installed a new electronic meter today at Mike Mattson home. His old meter was running a gallon a minute. *Action Item for Delora is to ask Cody to check the read on the new meter as soon as possible. Discussion took place regarding our contractors moving a meter and water lines without council approval. This can be an expense to the Town. The Fuhriman example is a lesson learned.
Roads & Streets Updates - Brandon Willis
Advertisements for the bids are out. Consultants will review and then present to the mayor and council. Brandon asked for a special meeting on Tuesday the 11th when the bids open. Brandon will be available. Wednesday the 12th of June we should all get on the phone at noon. *Action item-Brandon to set up a zoom call for everyone.
Regarding Mr. Fuhriman's road-Brandon has drafted a letter to send to Mr. Fuhriman. Someone has cut across the Laketown road. He should have requested a permit and paid a fee. It may have been Rocky Mountain Power that made the road cut.
Kris brought up the issue of motorcycles and side by sides driving too fast in town.
Delora asked about signs for a school zone.
Park & Recreation Updates - Thad Willis
Cody will be doing weed prevention spray. Someone else is spraying for bugs. Courtney is working on the ball park. Utah Power and Light was called to fix an issue. Ball league starts this week.
Rodeo & Arena Updates - Thad & Kris
Queen contest starts on Saturday. Eldon was going to turn on the water. Kris to get Eldon's concession key. Burdette to ask Eldon to meet with Kris, Jordan and Alice at the rodeo grounds.
*Action Item-Alice to send letter for rodeo sponsorship to Brandon. Alice to order trophies for Muttin Bustin. Rachael is ordering rodeo shirts.

UPDATES FROM CLERK'S OFFICE
- C&E Landscaping-This is a fairly new business operating out of Garden City. No Laketown Business License is needed
- Rich County Fair. We do not sponsor this
- House Bill 384. Letter circulated to the mayor and council. *Action item-Alice to send to Tyler
- Emergency Manager-Mayor to FU
BUDGET REVIEW-No comments
APPROVAL OF BILLS ACTION: Brandon made motion to pay the bills seconded by Kris. Motion carried unanimously.

ADJOURN Delora made the motion to adjourn. Seconded by Kris. Motion carried unanimously. Meeting adjourned at 10:04pm.
