1. OPEN COMMENT PERIOD
The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org.
The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
2. CONSIDER APPROVAL OF RESOLUTION 2024R-14 SUBMITTING AN OPINION QUESTION TO CLEARFIELD VOTERS REGARDING THE IMPOSITION OF A LOCAL SALES AND USE TAX TO ASSIST IN FUNDING ITEMS RELATED TO PARKS, ARTS, RECREATION, AQUATICS, AND/OR TRAILS (PARAT)
BACKGROUND: The Parks Arts Recreation Aquatics and Trails (PARAT) tax is a sales tax initiative first approved by the voters in 2014. The PARAT Tax was approved for a ten-year period ending this year. Over the course of the past ten years, the PARAT Tax has generated approximately $2.5M in revenue for the City in sales tax on items purchased in Clearfield. The tax is $0.01 on every $10 spent in Clearfield. These funds have been used to fund a large number of projects that represent important upgrades to the amenities and programming provided by the Community Services Department. To continue to impose the tax the Council must pose the question to the voters.
RECOMMENDATION: Approve Resolution 2024R-14 submitting an opinion question to Clearfield voters regarding the imposition of a local sales and use tax to assist in funding items related to Parks, Arts, Recreation, Aquatics, and/or Trail and authorize the mayor's signature to any necessary documents.
