Salt Lake City Public Utilities Advisory Committee Meeting Minutes May 23, 2024 The Public Utilities Advisory Committee (PUAC) meeting was held at 7:30 am on Thursday, May 23, 2024. Committee members present were Alex Lovell (Chair), Kathryn Floor (Vice-Chair), Chris Shope, Tom Godfrey, Browne Seabright, Ted Boyer, Roger Player, and Dani Cepernich. Salt Lake City Public Utilities employees present were Jesse Stewart, Jason Draper, Austin Tingey, Ryan Draney, Tammy Wambeam, Lisa Tarufelli, Bernard Mo, Rusty Vetter, Dustin White, Michelle Barry, Chloe Morroni, Tamara Prue, Jesse Killinger, and Janine Calfo. Others present were Mark Kittrell with the SLC Attorney's Office, Nikola Lindsey, Megan Yuill and Tim Cosgrove from the Salt Lake City Mayor's Office; Steve Brenchley with Brown and Caldwell; Jordan King with Kimley-Horn; and Robert Hussey with Architectural Nexus. Welcome and Introductions Jesse Stewart welcomed everyone to the committee meeting. Approve Minutes of April 25, 2024, Meeting A motion was made and seconded to approve minutes of the April 25, 2024, PUAC meeting. All members voted to approve. Monthly Financial Report Lisa Tarufelli, Finance Administrator Lisa Tarufelli gave the financial report for March and April 2024. A copy of the presentation is attached. March 2024: Water Fund: Operating revenues are 84.5 percent of budget. Operating expenses are 61.22 percent of budget. Capital expenditures and encumbrances are 54.22 percent of budget. Bond funds at the end of March consisted of $54 million in 2022 proceeds. Sewer Fund: Operating revenues are 80.32 percent of budget. Operating expenses are 63.17 percent of budget. Capital expenditures and encumbrances are at 85.84 percent of budget. 2022 Bond funds remaining are $99.7 million. Stormwater Fund: Operating revenues are 86.23 percent of budget. Operating expenses are 56.35 percent of budget. Capital expenditures and encumbrances are 52.63 percent of budget. Bond funds at the end of March consisted of $927,000 in 2020 proceeds. Street Lighting Fund: Operating revenues are 77.22 percent of budget. Operating expenses are 84.24 percent of budget. Capital expenditures are 45.71 percent of budget. Overall, operating revenues are 82.79 percent, operating expenses are 61.86 percent and capital expenditures are 79.25 percent. Delinquent billings are 2.59 percent. Customer service took ~7,200 calls. April 2024: Water Fund: Operating revenues are 89.14 percent of budget. Operating expenses are 68.52 percent of budget. Capital expenditures and encumbrances are 55.74 percent of budget. Bond funds at the end of April consisted of $50.72 million in 2022 proceeds. Sewer Fund: Operating revenues are 90.25 percent of budget. Operating expenses are 69.95 percent of budget. Capital expenditures and encumbrances are at 85.94 percent of budget. Bonds funds remaining are $61 million. Stormwater Fund: Operating revenues are 96.14 percent of budget. Operating expenses are 62.40 percent of budget. Capital expenditures and encumbrances are at 68.26 percent of budget. There are 2.76 percent remaining of Bond Funds through the end of May. Street Lighting Fund: Operating revenues are 85.63 percent of budget. Operating expenses are 92.11 percent of budget. Capital expenditures are at 47.20 percent of budget. Overall, operating revenues are 89.88 percent, operating expenses are 68.94 percent and capital expenditures are 80 percent. Delinquent billings are 2.06 percent, down from the previous month. There were just over three thousand notices mailed to customers. There were no bankruptcies reported. The rate mailers have gone out to the customers. The impact fee study and facility plans are in progress. The FY2025 budget data has been finalized for the City. Tom Godfrey reported that the Metropolitan Water District of Salt Lake and Sandy's property tax has been approved. Revenue Bonds Series 2024A is a State loan for Lead service line replacement and has been sent to the Mayor's office and City Council for approval. Most funds of this bond are forgivable. Alex Lovell asked if there was a way to calculate the cost per call and efficiency of customer service calls. Lisa responded that the department customer service will take calls for other applications within the City and there are some metrics that are being tracked. She will explore getting a report on those metrics. Lead and Copper Program Dustin White, Regulatory Program Manager Dustin White gave a presentation of the Lead and Copper program. A copy of the presentation is attached. Dustin provided a brief overview of lead in drinking water and the lead and copper program. Please refer to the attached Lead and Copper Program presentation slides. Public Utilities received a $100K grant from the Utah Division of Drinking Water State Revolving Fund (SRF) to develop our inventory of lead service lines. There have been over 30,000 service records reviewed. The Lead and Copper rule requires identification of all 'unknowns'. Almost half of the 'unknowns' have been identified since the beginning of the project. There was a short review of the online survey available to consumers. Public Utilities has implemented a tremendous public education and outreach program. City Creek Water Treatment Plant Update Michelle Barry, Senior Water Treatment Process Engineer Michelle Barry presented on the status of the City Creek Water Treatment Plant project. Please refer to the attached presentation slides for addition detail. Michelle provided a brief history of the City Creek Water Treatment plant. The facility was built in 1953 with the first major upgrades in 2004. A structural condition assessment was made in 2016 that showed evidence of deterioration. The project will upgrade the existing treatment plant and improve resilience. There is a FEMA BRIC grant of $36.7Mthat will fund some of the project. Construction to build the new facility should start in mid-2024 through 2027. Public Comment Chloe Morroni mentioned that Director Laura Briefer received the Distinguished Service Award for an Appointed Official from the Utah Chapter of the American Society for Public Administration. Other Business Meeting adjourned at 9:02 am. Next meeting will be June 27th at 7:30 am
