8. Beginning at 6:10 pm conduct public hearings in the following order;
a. The Council shall receive public input with respect to the issuance of revenue bonds for funding of the drilling of a new well, a well house and the potential economic impact that the project for which the bonds pay all or part of the cost will have on the private sector, pursuant to Section 11-14-318 of the Utah Code Annotated 1953, as amended.
b. The Council shall receive public input, then with a recommendation from the Planning Commission consider for approval resolution amending Title 9, Chapter 1 and Title 11, Chapter 3 to clarify and confirm the requirement for available water before the issuance of a building permit.
