Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, City Treasurer Carla Farnsworth, and Council Members Paul Dastrup, Tracy Wright, Mike Sarles, and David Dodds. Council Member Cindy Stewart was absent.
Others present were Andy Black, Berkli Black, Hailey Yardley, Thomas Dodds, Maegan Cooper, Brianna Cooper, Kinsli Frandsen, Steve Garrett, and Beth Ryan.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Mayor Kim Soper conducted the opening ceremony.
ADOPTION OF THE AGENDA
Mike Sarles moved, seconded by Tracy Wright to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Tracy Wright moved, seconded by Mike Sarles to approve the minutes as corrected. The motion passed with all in favor.
PUBLIC HEARING - ADOPT THE FINAL 2024-2025 BUDGET
Mayor Kim Soper entered into a public hearing at 5:32 PM for the final 2024-2025 budget. There was no public comment. The City Council voiced their thanks to City Treasurer Carla Farnsworth for her work on the budget. Mayor Kim Soper exited the Public Hearing at 5:33 PM.
Paul Dastrup moved, seconded by Mike Sarles to approve the 2024-2025 Final Budget. The motion passed with all in favor.
ACCOUNT PAYABLE APPROVAL
Tracy Wright moved, seconded by Mike Sarles to approve the accounts payable. The motion passed with all in favor.
DONATION - FCCLA NATIONALS/BERKLI BLACK
Berklie Black stated that she earned first place at state FCCLA and she asked for a donation to help her attend FCCLA national in Seattle, Washington.
Mike Sarles moved, seconded by David Dodds to donate $500 to Berkli Black to attend FCCLA Nationals in Seattle, Washington. The motion passed with all in favor.
DONATION - GOVERNORS HONORS ACADEMY/THOMAS DODDS AND HAILEY YARDLEY
Thomas Dodds and Hailey Yardley stated that they were chosen to attend Governors Honors Academy for nine days at SUU.
Tracy Wright moved, seconded by Mike Sarles to donate $500 each to Thomas Dodds and Hailey Yardley to attend Governors Honors Academy. The motion passed David Dodds abstained.
DONATION - 6TH GRADE CLASS TRIP TO WASHINGTON DC
Brianna Cooper and Kinli Frandsen stated that their sixth-grade class has 37 students going to Washington DC and they need to fundraise $31,450.
Tracy Wright moved, seconded by Paul Dastrup to donate $4000 to the sixth-grade class to go to Washinton DC. The motion passed. David Dodds abstained.
TEMPORARY BEER PERMIT - OLD SKOOL MOTORCYCLE RALLY
Paul Dastrup moved, seconded by David Dodds to approve the Old Skool Motorcycle Rally's temporary beer permit. The motion passed with all in favor.
PENDING BUSINESS/DEPARTMENT REPORT
Nuisance Letters - Nuisance notices have been sent out for complaints.
SB91 - SB91 requires a public hearing and an ordinance for increases to employee pay.
Dog Pound - Council Member Paul Dastrup will work on finishing the Dog Pound Plans so that City Manager Mat Houston can work on getting bids to build the facility.
Softball Field - The infield needs to be taken down a few inches to add the infield dirt.
Landfill Expansion - Council Member David Dodds stated that he would contact the BLM to see where the landfill expansion stands.
Innovation Hub - Food trucks will be using the Innovation Hub kitchen.
Panguitch Lake Dam - The water level is below the crack in the Panguitch Lake dam.
Seasonal Employees - An application has been picked up, but no one has applied for the job yet.
Secondary water - The secondary water schedule has started.
ADJOURNMENT
David Dodds moved to adjourn the meeting at 6:10 PM.
