REQUESTS FOR STATEMENTS OF QUALIFICATIONS FOR ARCHITECTURAL/ENGINEERING SERVICES FOR THE ASHLEY VALLEY WATER AND SEWER IMPROVEMENT DISTRICT 1500 SOUTH OFFICE AND SHOP BUILDING REQUEST FOR PROPOSAL: Ashley Valley Water Improvement District (AVWSID or District) is accepting statements of qualifications from qualified firms (firm) which have five (5) years or more experience in providing municipal architectural/engineering services as outlined in the Scope of Services section of this request. OBJECTIVE: The District intends to enter into a contract for architectural/engineering services, as outlined in the Scope of Services section of this request. The new building will be located on a parcel owned by the District located at 1753 East 1500 South where the existing shop is located. The project will include utilizing the existing building where possible and relocation of some site improvements as needed to facilitate the building upgrades. A possible new layout of the proposed building is provided as an attachment. The selected team will be expected to work closely with the District to determine priorities and final layouts based upon the design process with associated cost estimates. The proposed budget for the project is $2M, with final budget to be determined in the design process. Possibilities like future growth of the District needs in this building, a second floor, office and conference room spaces, flow of customers and customer and staff experience will all be considerations that will need to be addressed in the design process. The District intends to obtain construction funding in February 2025 with a construction timeline in 2025. The District will expect design to be completed by January of 2025. SCOPE OF SERVICES: Through this statement of qualifications the District may request all or part of the municipal engineering services relating to the 1500 south office and shop building, further identified below: a. Provide programming assistance to determine the scope, size, inclusions, alternatives and priorities for the 1500 south office and shop building. b. Provide boundary and topographic surveys of the site to assist in the design of the site and building including but not limited to existing property lines, existing site improvements, topography and other relevant survey data. c. Facilitate obtaining an geotechnical evaluation of the site to be used during the design process. d. Complete a preliminary design of the proposed site and building based upon the programming and input from the District. e. Conduct 30%, 60% and 90% review meetings and provide cost estimates of the project at the each of these milestones. f. Receive input from the District at each of these review meetings and incorporate the required changes as requested and provide value engineering options as needed. g. Provide recommendations on bringing in contractors for assistance during the design process and to assist with estimating the cost of the project during the design process. h. Facilitate gathering input from contractor(s) in providing cost feedback and value engineering options at the different stages of the design process. i. Prepare final drawings and specifications including contract documents and bidding documents j. Assist in bidding process k. Provide construction administration and observation services. STATEMENT OF QUALIFICATIONS CONTENT: Each statement of qualifications must include, as a minimum, the following information: a. Name, address, email and telephone number of firm/team submitting the proposal along with the name of the contact person responsible throughout the contract duration. b. The size of the firm's staff (including team partners) and services available to be provided. c. A list of City, County or State references for whom the firm/team has worked in the last 5 years including names, addresses, and phone numbers of at least 3 individuals or organizations familiar with the firm/team's performance. d. Identification and role of key individuals on the architectural/engineering team. A short resume for each member of the architectural/engineering team should be provided. e. A description of completed municipal building projects that demonstrate the firm's experience providing engineering services as outlined in the Scope of Services. f. An example of at least 2 similar municipal buildings completed by the firm/team in the last 5 years. g. A work plan and scope showing what your firm/team would provide the District in a Programing meeting and through the design process. Include in the work plan and scope how your firm/team will ensure that the needs of the District will be implemented into the plans through the design process and how reviews of during the design process (including cost reviews) will be incorporated into the work plan. The work plan should include estimated hours to complete each task. h. A Firm Fee Schedule. Statements of Qualifications will be accepted at the Ashley Valley Water and Sewer Improvement District Building located at: 609 W Main Street Vernal, Utah 84078 Through 2:00 PM July 10th. 5 paper copies of the SOQ, and one digital copy on a thumb drive should be submitted in a sealed envelope. Envelopes should be labeled clearly: Ashley Valley Water and Sewer Improvements District 1500 South Office and Shop Building Statement of Qualifications 609 W Main Street Vernal, Utah 84078 It is anticipated that an Architectural/Engineering firm/team will be selected in either July or August 2024 depending on the need for interviews and a contract executed in the following month. Evaluation Criteria All statements will be evaluated and ranked according to the following point system. A. Firm History & Qualifications (25 POINTS AVAILABLE) B. Related work experience and sample projects/designs (25 POINTS AVAILABLE) C. References (20 POINTS AVAILABLE) D. Work Plan (30 POINTS AVAILABLE) Notes & Disclaimers: AVWSID reserves the right to reject all proposals. Attachments: For reference, a preliminary draft layout of the proposed building is being provided.
