The following are minutes from the Town Council Meeting held on May 8, 2024 Started: 7:00 pm Present: Council Members: Mayor Darren Fox, LaRee Stephenson, David Wood, Phil Whatcott Excused: Tamara Dallin Staff; Caralee Wood, Rod Dastrup Visitors: Ted Bennett, Molly Stevens, Alison Robinson, Mark Stephenson, Clair Harmon, Jess Peterson 1. Pledge: Phil Whatcott Prayer: LaRee Stephenson 2. Approval of April 10, 2024 Town Council Meeting Minutes a. The council discussed the minutes. No comments or corrections were made. Phil Whatcott motioned to accept the minutes for the Holden Town Council Meeting held April 10,2024, David Wood seconded. Roll was called, LaRee Stephenson- yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes 3. Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated April 11 2024- May8, 2024 were given to the council before the meeting for review. Add bills for approval- American Title $350.00 For a partial report on a title search regarding the proposed well site property. Centra com- Council will be notified when the bills are received. LaRee Stephson motioned to pay bills/payroll/reimbursement invoices dated April 11, 2024- May 8, 2024 Phil Whatcot seconded. Roll was called; , LaRee Stephenson- yes, David Wood- yes, Phil Whatcott- yes, Mayor Fox-yes 4. Petitions, Remonstrance and Communications 5. Planning and Land Use- Ted Bennet Meeting is next week, May 14, 2024 6. Report of Officers a. - Roads & Landfill Absent- Nothing to report. b. Parks, Recreation and CERT *Park bathrooms being unlocked during the day. - A citizen living across the street from the town park has inquired about the park restrooms being unlocked during the day. They are having people asking to use their restroom due to the park restrooms being locked. Town has concerns about damage and vandalization if the restrooms are left open during the day. This was the reason for the restrooms being locked during the day, with the exception of pavilion rentals and public activities. The town will open them during the day on a trial basis, and put signs up explaining such. *Defibrillator- County is still waiting for the case. *Puncture weed spraying around town. Can we hire someone to spray the weeds as has been done in the past? Clair Harmon, in attendance at the meeting was volunteered and will be paid to spray the puncture weeds along the roads throughout the town. He will have access to the town's 4-wheeler and tank to accomplish the job throughout the summer months. C..David Wood - Electric *The Hunter power plant has had no power for us for the last couple of months. Pacific Corp has extended the life of the Hunter and Huntington power plants. Hopefully that will help with the cost of power, but coal supply will determine that. *The rate study is progressing. A meeting will be set up with the mayor to go over some of the areas they have questions about. The rate study will also be addressing cost projections for the coming years. d.Phil Whatcott -Fire Department *Haystack fire West of Town- Stack was a total loss *The Holden fire department hosted a dinner for the Millard County Fire district meeting on April 17, 2024. *May 10, 2024 The fire department will host a fire house open house lunch from 2-4. Smoke detectors will be available for those in need of them. Water The new water rates approved in October of 2023 will be going into effect for overages in Mays billing cycle. Water rates have been posted on the post office window since October 2023. The water flow has increased to 270 gal a minute. *Water Project- Set up a work session to go over the status and design for the project. A title search was done on the well site property to make sure that it is a clear title for the town to purchase if the well proves positive. A land survey has been done at the well site, a cultural study will be done and will have a 30 day review/ comment period. The landowner, Jeff Dobson met with Mayor Fox to go over the location that Willow stick determined to be the best spot for water and how the town purchasing of the one acre will affect his land. Mr. Dobson does not want to be left with an odd shaped piece of property. Sunrise will come up with a couple of different exhibits that Mr. Dobson can choose from. e. Mayor Darren Fox *Cemetery fees- The fees for plots and interments have not increased since 2011. The town needs to look into raising these fees as well as burial fees on the weekend and holidays. The town fees at present are well below other towns and cities. In the coming months the town council needs to look into a new cemetery fee schedule. *May 16, 2024 is the Millard County Economic Development Association meeting. The mayor will be out of town is anyone else available to attend. Phil Whatcott will attend *June 2024 Town Council meeting needs to be changed from the second Tuesday, June 12 to a later date. Two of those on the board will be out of town for a conference. Tentative meeting scheduled for June 19, 2024. *Budget meeting needs to be scheduled toward the end of May, so the budget can be finalized at the town board meeting in June. 7. New Business *Dogs running loose in town- Had a couple more instances this past month. The town will be enforcing the dog ordinance. If residents have an issue with a dog, pictures are helpful but not always obtainable. In the event of a dog issue town residents need to contact the sheriff's office for documentation and make the Mayor aware of the issue. *Vacated Street North of 280 North 200 East (Justin Johnsons) Years ago the town vacated some of the streets in town that weren't being used or developed. One such piece located at 280 North 200 East had an issue at the recorder's office, which wasn't discovered until now. Mr. Johnson was not in attendance so this matter will be tabled until next month. *GIS Hosting- Sunrise Engineering has been hosting the towns' GIS data in the Sunrise cloud. Ezri a big GIS software company has changed their policy as such that Sunrise is no longer able to host the towns GIS data. The town will have to host the data directly on Ezri's site. The town can continue to contract under Sunrise and they will manage the data through a contract with Ezri. Ezri charges more than what Sunrise was charging for the services, increasing the cost an addition six hundred dollars, bringing the total cost to $1150.00. These services include our water, electrical and cemetery systems. The cemetery information is made available to the public, water and power are not made available due to possible terroristic actions against the infrastructure. Phil Whatcott motioned to contract with Sunrise Engineering through Ezri to support the towns GIS data for water, power and cemetery systems. LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes **Disclaimer- David Wood and Darren Fox work for Sunrise Engineering in different areas than the GIS department. 8. Outstanding Business *Town plan- Daniel Jensen, who is working on the town's general plan has some questions and is working on getting the answers to those questions. When the plan is complete it will be reviewed by the Planning and Land Use committee and then the town council. *The led and Copper project is progressing. Kelly Gillins with Sunrise has been working on the project. 9. Public *Jess Peterson in attendance from 6 Regional Council (formerly 6 County), to let the council know they are available to support the town council with any needs they may have. 10.
