City of Aurora City Council Meeting May 20, 2024 Page 1 CITY OF AURORA CITY COUNCIL MEETING AND PUBLIC HEARING MAY 20, 2024 FINAL The Aurora City Council came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the city council meeting had been given. Then moved to the City Council Meeting. Jim Harrison gave an opening expression of choice, and the Council recited the Pledge of Allegiance. PRESENT: Mayor: Daven Quarnberg Council Member: Jim Harrison Council Member: Bryan Sprague Council Member: Parker Vercimak Council Member: Andy Rasmussen Council Member: Kelly Mason Maintenance Manager: Jordon Bosh STAFF PRESENT: Clint Johnson, City Recorder EXCUSED: VISITORS: Lora Fielding- Salina Sun, Stuart Reid - Aurora City Police Officer City Council Meeting- 1- APPROVAL OF MINUTES- The City Council reviewed the minutes of the April 15, 2024 Council meeting. City Council Member Bryan Sprague moved to accept the minutes of the April 15, 2024 meeting. City Council Member Kelly Mason seconded the motion. The motion was approved by members: Harrison, Rasmussen, Mason, Sprague and Vercimak City of Aurora City Council Meeting May 20, 2024 Page 2 2- OPEN SESSION- No one who was not on the agenda came before the Council. 3- CIB ROAD PROJECT UPDATE- Engineers from Jones and DeMille were not in attendance at the meeting but Mayor Quarnberg stated that Aurora City had closed on the CIB financial package on May 7th. Bills can now be paid for the project, Mr. Johnson stated that he wanted Pelorus to help him set up the project on the software program so that it would all be accurate. 4- REGIONAL GROWTH SUMMIT- Members of the Aurora City Council were asked attend the regional growth summit the next day. Each of the Council members have signed up for the summit and stated that they were willing to attend. 5- BUDGET REFINEMENTS- Mr. Johnson explained that next month is where the budget changes are going to take place and the next year's budget will be approved. In preparation for the budget hearing, Mr. Johnson asked for direction as to where to place priorities. The Council determined that any extra money could be place with the Fire Department as well as future property purchases. 6- JULY 4TH PREPARATIONS- Council Member Parker Vercimak explained the progress he has made with he 4th of July committee and the preparations for the annual event. Dinner on July 3rd will begin at 5:30 pm and go until 8:30 pm. The community will have a talent show and there will be a band play until the fireworks at dark. Mr. Vercimak stated that they would like to hold a National Anthem contest to find a great singer to sing the National Anthem at the event. Mr. Vercimak also explained that he has ordered ducks for the duck race and will get the prizes for the games ordered soon. City of Aurora City Council Meeting May 20, 2024 Page 3 7- PREPARATIONS FOR THE VETERANS CAR SHOW- Mayor Quarnberg announced that the Car Show preparations were well underway and that the show will be held at the Aurora City Park on Saturday June 15th beginning at 10:00 am. Mr. Bosh stated that he would have the Park prepared for the event and will turn off the water the Tuesday before so that there isn't any track marks left on the lawns. 8- TWIN D BID PROPOSAL- Mr. Bosh provided the Council with a bid from Twin D to clean a third of the sewer system each consecutive year along with pumping out the lift station. The cost of the bid was $10,860 per year to do the 1/3 sewer cleaning as well as the lift station. Council Member Andy Rasmussen moved to accept the bid from Twin D and allow them to clean the city sewer lines. Council Member Jim Harrison seconded the motion. The motion was approved by members: Rasmussen, Harrison, Mason, Vercimak, and Sprague. 9- DEPARTMENT REVIEWS- Jim Harrison- Mr. Harrison informed the Council that the buildings and court were all doing well and Ms. King is also doing a good job. Kelly Mason- Mr. Mason informed the Council that NS Recreation hired an assistant recreation director to help keep things organized and going with the recreation department. Mr. Mason also discussed the possibility of installing a pickle ball court behind the city building with some excess funds from the ARPA program. The Council agreed to meet on Monday June 10th to discuss the project and look at where a good area could be. Andy Rasmussen- Mr. Rasmussen informed the Council that there was a car stolen last month and the need to remind everyone to lock their vehicles. Officer Reid informed the Council that they were working on removing trailers in the foothills above Aurora. He also stated that he needed to get the radar gun recertified. Bryan Sprague- Mr. Sprague explained that he had met with Muddy Paws and the Sevier County Animal Shelter to discuss animal control issues in Aurora. He stated that Salina City and Richfield City use the Sevier County facility to remove unclaimed dogs. City of Aurora City Council Meeting May 20, 2024 Parker Vercimak- Mr. Vercimak stated that the Fourth of July plans had already been discussed. He made some corrections to the Emergency Plan that was send out last month. 10- REVIEW OF WATER USE REPORTS, BUDGET, FINANCIAL STATEMENTS, REVIEW OF THE CHECK REGISTER AND SAVINGS ACCOUNTS The City Council reviewed all of the reports. 11- ITEMS FROM MAYOR QUARNBERG- Mayor Quarnberg stated that he had been in contact with Greg Harwood and the North Sevier Youth Court was requesting a $250 scholarship for one of the members of the Youth Court. Council Member Kelly Mason moved to donate $250.00 to the North Sevier Youth Court scholarship fund. Council Member Bryan Sprague seconded the motion. The motion was approved by members Mason, Sprague, Harrison, Rasmussen and Vercimak. 12- ADJOURNMENT- The Council completed their business and the meeting was adjourned at 8:54 pm with Clint Johnson offering a closing expression of choice.
