1. Welcome and Roll Call
Mike Barnhill welcomed everyone to the meeting and asked everyone to introduce themselves. Everybody introduced themselves for the record.
2. Approval of previous meeting minutes.
2.a Approval of April 17, 2024 Minutes
Mike asked if everyone had a chance to review the minutes and if there are any changes. Nobody had any changes and David Hales made a motion to approve the minutes. Annie Bommer seconded the motion. It passed on a 9-0 vote.
3. Agenda Items
3.a Open and Public Meetings Act Training Reminder
Mike gave an overview of the training that was provided at the last meeting for those who were not in attendance at that meeting. Highlights of the training were that decision making cannot be in emails, they must be made in Commission meetings.
Transactional work can be in emails but members need to make sure that Jennifer Jastremsky is copied on everything so the City has a record of what was discussed. We need to keep what we talk about in emails, not text. Mike recommended going through the information that Jennifer sent out on the training.
3.b Draper Historical Society Meeting
Nancy Nichols received a thank you card from the Historical Society for sharing the home tour videos with them last month. She read it to the Commission. They talked about the Heritage Banquet and they are having a hard time with tickets being sold online. Dave Ferre with the Historical Society stated he was concerned that they don't have information on the tickets being sold online.
Jennifer will check in on what is going on with that and ask if it is being advertised. Nancy will send Jennifer Dave's info from Historical Society so that she can get him in touch with the City's Communications team on ticket sales.
3.c National Register Nomination and Fitzgerald Cabin Plaque
Mike said the meeting for the Enniss Auto nomination approval is tomorrow. He will be attending. Mike passed out the latest writing for the historic plaque on the Fitzgerald Cabin and House for everyone to read and make comments on. Wendy Atzet asked what park Pioneer Park was referencing, the Pioneer Park in Salt Lake City or Draper City Park? Nancy asked if this is actually the oldest brick house. Jason Wiggins suggested looking at the Intensive Level Survey to find out. They discussed some minor spelling changes. David asked if they knew what shop the Fitzgerald's had. It was mentioned that the Burnham house is the same age as Fitzgerald house. Mike asked for a motion subject to revisions discussed.
Corina Pace made a motion to approve the Fitzgerald historic plaque language subject to the revisions discussed during the meeting. The motion was seconded by Annie and passed with a 9-0 vote.
3.d. Reconnaissance Level Survey
Jennifer said she got everything to the Draper Purchasing Agent and they are working on it.
3.e Draper Days and Visual Arts Tour
Jennifer stated that the City is not sure if the visual arts tour will be happening. Jennifer confirmed the date of the tour was moved back to July 16th and the time is set for 5- 7pm. The date was written wrong in the announcements. The Commission discussed including Draper Historic Park in the tour. They could bring the painting of the Old Draper Fort to show people. The tour can include the houses done in last years tour, the historic park, the Sorensen house, and the two houses across the street from it.
The Commission discussed who will be attending the tour, as that will impact how many homes they can do. Those that will be there: Annie, Nancy, Christa Hutchinson, Angie Olsen. Bryn Johnson said she would like to go but may have a council meeting that night. David and Jason Wiggins said they would try to go.
The Commission discussed how to dress for the tour. Bryn and Angie explained how they dressed last year and where they got their costumes. Some based it on the year the house was built and others just wore normal clothes.
The Commission would like photos of the tour taken. Jennifer will ask if Communications can take some photos of tour or if Josh Carter knows someone who could take photos for the Commission.
Jennifer stated that for Draper Days the City needs to know where the starting point is so they can advertise it. The Sorenson Home and Draper Historic Park could be the starting point and people can go to what houses they want to go to.
The Draper Forward will have everything for Draper Days. The last day to submit information for it will be June 12.
3.f Walk-through Video Tour of Historic Homes
Nancy and Jason toured the Burnham/Enniss home and met with the Wares. They are excited and want to feature the restoration and heritage of the home.
Nancy stated the Draper Neighbor magazine has a feature on history and includes the walk-through video tours in this months addition. It was shared with the Commission.
The Commission went over the budget for next year and they only have money for two video tours. Nancy said the Historical Society was suggesting the Crossgrove House and Sherrie Smith house on Relation for the next tours. Jennifer has a contact for the owners of the Crossgrove House and will get that to Nancy.
3.g Walking Tour Addition
-Isaac Stewart House
Jason talked about the write up that had been reviewed at the last meeting including the inclusion of the Native American story. There were questions about the Native American part. The write up doesn't spend much time on the women of the house, but the homeowner's stories are about family and the women who lived there.
Jennifer stated that the City was contacted by a resident who asked if the Sorenson Home could be added to the historic sites map on the City's website. She found a writeup on the walking tour app and will use that.
3.h Women's Historical Contributions to Draper
Jason talked about how annoying Pioneer era write ups are and their dismissiveness of the wives and their contributions. Jason went to the Historical Society to look in the People of Draper books. The Intensive Level Surveys point to prominent men in Utah. How does the Commission include women and how do we find the history?
Wendy asked about text on websites as it is more flexible, Mike said it was hard to find anything on Agnes Fitzgerald and a little on Perry Fitzgerald as well. Nancy recommended the Historical Society or Church History Library. Jason said he looked a bit at the Isaac Stewart family. Christa stated journals and diaries for women were often the only place for records for women. Nancy stated that FamilySearch.org has books and memories that people can upload. The librarian at Daughters of the Utah Pioneers
was mentioned by David. Wendy asked if the Historical Society has diaries. Nancy said she saw some there. Obituaries were also mentioned as a possible source.
3.i Native American History
- Tour of the archaic period site along the Jordan River
- Research found
Wendy reported that the Commission has the option to do a group tour of the archaeology site and monuments near Ikea. Both are well documented. Wendy will pursue a tour. She looked into the settlement era. Is there a way to add interpretation to what Caralyn Buehner said on the video of the Stewart House story of annual Native American visits. We need robust info and context.
Jason and Annie talked about how to get information without the Commission interpreting. Annie suggested working with the individual Native American Tribes. Wendy thinks it will take intellectual work. She thinks we should develop a few ideas and then have the organizations look at it.
What are the next steps? If owners are aware of how things are related, we can work some of it into walking tours or videos. Like why they were coming once a year. We could talk to people who might know and could point us in the right direction, prototype it and try to make it better. We could draft simple attempts and then evaluate it with people who may know more.
Wendy stated the information could be reviewed with the Utah Division of Indian Affairs and Cultural Affairs. The Utes were moved out of the area so that could complicate things. David stated that he thought this area was a rendezvous area for other tribes as well. Salt Lake valley was a shared resource area with Goshute, Shoshone and Ute tribes. Wendy said Utah Valley was the area for the Utes. Ogden was Shoshone.
Jason said we could try some ideas on the Stewart house. Nancy said to take the info we were given and put on the Do You Remember page on Facebook to see if anyone knows.
The Commission discussed creating a richer write up in general for Draper that can then be reference with smaller scale things like individual house write ups. This could include things like what South Willow Creek's meaning is to the tribes. The riparian area is important. The Commission can provide links to the larger write up when tribes or individual Native Americans are referenced in stories.
Diaries of women may include stories as well. What would require archeology research before building? Jennifer will check if the Parks and Recreation Department is doing anything with Native American research.
3.j Draper Ethnic and Minority History Research David stated he has nothing to report.
3.k School Walking Tour Field Trip
Nancy has been coordinating with teaches on tours and said one of the teachers is too busy for a tour. She is still working on a day for the other teacher for a short 45 min class. She will tell her May 24th for a tour if she is available.
3.l Widowmaker Research
Jason stated he is not ready to discuss this item and asked that it be kicked to next month.
3.m Religious Building Documentation
Jennifer pulled up the webpage for the Marriott Library's Utah Religious Architecture Photograph Project. Wendy had shared it with the Commission via email. Jennifer showed how one could view the pictures of the buildings. Wendy shared with everyone that the library is trying to document religious buildings in the state. The Commission discussed that this link could be shared with the schools as it may be a fun activity for photography students. Wendy mentioned the teacher at Juan Diego High School. Bryn suggested the photography teacher at Corner Canyon High School. It would be a good project for them. It was suggested that the City's Communications team could share the link on social media. Jennifer will get with them about it.
4. Review Action Items for Next Meeting
a. Jennifer to look into Heritage Banquet ticket sells.
b. Nancy to get Jennifer Dave Ferre from the Historical Society's contact info.
c. Mike to make a few changes to the Fitzgerald plaque language.
d. Jennifer to check with Communications if someone could take photos of the walking tour on Draper Days.
e. Jennifer to email Nancy the contact for the owners of the Crossgrove House.
f. Jennifer to get Communications the Sorenson Home write up.
g. Wendy to schedule a tour of Native American archaeology and monument sites.
h. Jennifer to get with the Parks and Recreation Department about any research on Native Americans that they may have done.
i. Jennifer to see if Communications will share the link on religious buildings documentation on social media.
j. Nancy to contact the Corner Canyon High School teacher about a walking tour for May 24th.
k. Jason to continue to work on Stewart home write up.
l. Wendy, Jason, and Annie to work on larger Native American write up.
David asked that the brochures be placed on the next agenda.
