The South Valley Sewer District (the 'District') provides wastewater infrastructure and services for portions of Salt Lake County and Utah County, Utah. The District's collection system is comprised of approximately 1,100 miles of sanitary sewer lines. The District owns and operates a 15 MGD membrane bioreactor wastewater treatment plant known as the Jordan Basin Water Reclamation Facility (JBWRF). The JBWRF is located at 13826 South Jordan Basin Lane, Riverton, Utah. South Valley Sewer District Offices are located at 1253 W Jordan Basin Lane, Bluffdale, Utah.
This Invitation to Bid is for hauling dewatered sludge/biosolids from JBWRF to a landfill for disposal. The intended period is from July 2024 through December 2024, with the heaviest periods of hauling between July and September.
BIDDING PROCESS. This Invitation to Bid invites timely written bids from qualifying service providers. Inquiries about this Invitation to Bid may be submitted to the District through Sciquest.com on or before close of business Thursday, June 20, 2024. Bidders shall submit hard-copy (paper) bids to the District on or before 10:00 a.m. on Friday, June 21, 2024, and bids will be opened at 11:00 a.m. on Friday, June 21, 2024.

GENERAL DESCRIPTION OF WORK. The District seeks bids from qualified service providers for hauling dewatered biosolids to a landfill for disposal. JBWRF operates a thermal drying unit and has an existing agreement for hauling dried solids, but the Facility will be taking the unit offline for maintenance and process work and will require wet cake hauling. The initial maintenance and hauling period will run from July 2024 through December 2024, with the heaviest period from July to September.
The District reserves the right to award all hauling services to one bidder, or split the award between two or more bidders. At the end of the 2024 term, the agreement(s) may be extended for additional terms as follows: four(4) one (1)-year terms, not to exceed a total of five (5) years.
SPECIFICATIONS: JBWRF has a 40 ft. long truck bay for filling trailers. Contractor must be able to provide a trailer capable of hauling 60,000 lbs. and no longer than 42 ft. in length. The weight of each load may vary as solids content and operating factors fluctuate, but the maximum weight of 60,000 lbs. is required.
JBWRF is currently hauling dewatered sludge to Intermountain Regional Landfill (IRL), located approximately 27.9 miles from the Facility near Fairfield, Utah. It is anticipated that the contractor will continue hauling to this site, though the District may consider alternatives proposed by the contractor. The average dry solids content of the sludge is currently between 15% and 16%, and so adequate means of offloading from the trailer is required.
The District owns a yard truck and will be responsible for moving trailers in and out of the building. The driver will only need to hook up to the full trailer, dispose of its contents at the landfill and drop off the empty trailer at JBWRF without moving the trailer into the building.
DELIVERY SCHEDULE. The District can fill and haul at least 3 loads per day to the landfill. The first load will be ready to haul at 6:00 a.m., with the last load leaving by 1:00 p.m., as IRL closes at 3:00 p.m. Hauling will be Monday - Friday, with one potential load needed on a Saturday. IRL closes at 12:00 p.m. on Saturday, so the single load would be filled on Friday and ready to haul Saturday morning.
This is the tentative schedule; times may need to be adjusted due to the operational needs of the Facility. Any change to the schedule will be communicated in writing to the contractor with at least 24 hours' notice.
QUANTITIES. It is estimated that JBWRF will be hauling continuously from July 2024 to September 2024, 3 loads per day averaging 25 tons per load. Monday - Friday is approximately 375 tons per week, or 1500 tons per month. Due to the fluctuating weights and potential for more or less loads per day, the District would prefer a 'per load' rate if possible.
