Laketown Town Council Meeting Minutes May 01, 2024 Laketown City Office 10 North 200 East Laketown, Utah Mayor Burdette Weston welcomed those present and called the meeting to order at 7:00pm on Wednesday, May 01, 2024. Those present are as follows: Mayor Burdette Weston, Council Members Thad Willis attended by Zoom, Brandon Willis, Kris Hodges, Delora Wight and Cari Sieverts (taking minutes). Those present in the room: Planning and Zoning Chairman Duane Robinson arrived at 6:58 pm. Jeff Brimhall arrived at 7:12 pm. Craig Floyd arrived at 6:55 pm. Craig asked the mayor how to change his name on a water bill. Mayor stated he needs to fill out the form for the name change and pay the $150. He said 'I'm not paying that.' He wants to put it in Patrick Floyds name instead of his. He left before the meeting started. OPENING CEREMONY: Brandon Willis conducted the opening ceremony and Delora Wight led the pledge of allegiance. ACTION: Mayor called for the agenda to be approved. Motion made by Delora Wight seconded by Kris Hodges. The motion carried unanimously. ACTION: Meeting Minutes: Mayor asked for a motion to approve Town Council Meeting Minutes from April 3rd, the motion was made by Brandon and seconded by Delora . The motion carried unanimously. There were two typo's on the following names: Dennis Hodges and Nielson that need to be corrected. MAYOR OPENED THE MEETING FOR QUESTIONS AND COMMENTS: None ITEMS OF BUSINESS: - Conex Type Containers Permit-Brandon developed a permit. The individual(s) requesting to use these containers will need to fill out the permit for approval. There will be requirements for setbacks. If the individual(s) want to use the container for over a year then it requires P&Z permission. ACTION: Motion was made by Brandon seconded by Kris. The motion carried unanimously. - Retrieve Maps of Laketown from Sunrise Engineering (for water lines, meters etc.) The maps were reviewed by the board. Valves, meters, and water lines including the size of each line is documented. * Action Item-Delora will call Sunrise and have them update it. Mayor suggested that they get an updated Platt of each person's property. Action Items From Previous Meeting - Mayor to speak to the county RE Plot of land in Laketown with no road access - not addressed. - Mayor to FU with Troy Peterson RE: Pictures of water tank- he has to grout out more and finish the seal. Then they can take pictures and turn it in. Troy P can't do it until it's warmer. Mayor to FU with Scott Archibald RE: Water Fees. The Mayor read the letter sent by Scott Archibald. ( refer to letter). Mayor suggested $55-60 base. Lower usage and include a cost of living increase. Brandon suggested that we should explain why the water increase is necessary and get public input. When will this take place? (at what meeting). - The mayor suggested we review the current market and see what we can buy water shares for. We have 23 extra hookups with the tank on top of what we have. If you buy property you need to turn over the water shares or you don't build. Brandon read the policy. Duane stated that currently, a few of people that are currently building do not have water shares. 11.25 shares are banked plus some water in the well. Duane stated, 'do we have control over a person that has a well to provide water to a neighboring person?' Duane wondered if we had a say in this. This person with a well that may be feeding 2-3 lots may be undercutting Laketown. The state may be able to prevent this. Brandon asked if the shares are tied to land? No. - Duane brought up that if a new person comes into Last Chance do they need to bring water in? The ones that have been built now are already on it. Anyone new would be on the new code. The hook ups are on the property, but they have not paid their hook up fees. The lot comes with the connection, but they have to pay the hook up fee and provide the share. It needs to be fair across the board. Duane has a person coming next month that wants to know what they need to do. They need to pay the hook up fee $5K $16K impact and bring a water share or water right. They do not have the option to buy the water share. Mayor stated that we need to be able to let some people buy into the system. He needs to do some research. Discussion took place regarding when the increase should take place-the beginning of the fiscal year in July so the Sept bill will show the increased rate. The public hearing should be in June to address the higher charge on water. What do we want to charge for bills, overage, amount, and inflation cost? The Second issue is buying into the system vs bringing water. The next quarterly billing starts in July, but the bill doesn't come out until September. Delora to speak with Bryce Nelson RE: Calling Tree- we are on wait/hold - Letter to Last Chance HOA-Brandon-(Alice included in letter with May Water Bills) - Delora-Meter Lids have already been delivered. The mayor stated we will need to open a budget and put some money in for that if it's due before the end of the year. Dan may have the invoice. Water fund expenditures will be taken out before the end of the year. They will do some shifting of money to cover them. Dan is working on Cemetery and Fuhriman home lines. Problems with water tank tried to reset it and it has not reset. This afternoon didn't know if it was working or not. - New Council Member-The letter won't be sent until Thad knows for sure what they are doing. Probably in the June meeting. - Jordan Gomez-Activity Committee Update- was not present. COUNCIL BUSINESS: Planning & Zoning Commission- Chairman Duane Robinson - Duane to provide map of Bradshaw property-didn't address - He has a water share they would like to keep. - Do we have a hard copy of the ordinance update? Specifically, Section 10 - Duane requested that we get a hard copy. - He is working on definition of 'Primary building' researcher has not gotten back to him. - Water Updates - Delora Wight Nothing to report Roads & Streets Updates - Brandon Willis-The contract just got signed for the roads. Contracted with Jones & DeMille for the engineering. They will get the bids. Park & Recreation Updates - Thad Willis. Remind Alice that a check will be needed to get the bleachers ordered. Rodeo & Arena Updates - Kris Hodges-She talked to Courtney regarding the ball diamond. It needs upkeep. He has a list of items needed that total $1075. Brian will do the field and he will coordinate with Courtney. Courtney will do the ball diamond dirt and Brian will do the rest. $2385 in budget to cover this. Courtney was asking about $750 paid last year he was paid $700. They need to start the end of May on the field. Get with Alice for payment. He will purchase the athletic paint himself. Has also $200 for nail drag may not need. Mayor said to pay Courtney $750 instead of $700. Discussion took place regarding ways to earn money for the city via the park. Some suggestions were Sept/Oct night of league ball? Tournaments? Little League? Kris spoke to Mike Leonhardt about tournaments. The Chamber of Commerce could help with advertising. Little league and a movie night in the park were discussed. Rental of the ball diamond was discussed, and the fees would be whatever the park charges. Queen contest from Cache County June 8th. Working on shirts. Planning on Concessions, ordering tickets soon and working on shirts. Long sleeve shirts are required in the Rodeo Arena. MAYOR REPORTS: - Bear Lake Regional Commission Report -North Eden project fix roadway where the pipe comes under the road put on 1/2 pipe and no drop off. To help the lake trout and cut throat. They are going to drill a well so they can irrigate the farms instead of using the creek. Nat'l Wildlife Refuge getting rid of trash fish. A summer legislative rendezvous will take place. The attendees will tour the lake via boats to show the improvements. A presentation will be given after the boat tour that will cover assistance on the lake and tourism that will outline that there is an impact here. The marina expansion will also be discussed. UPDATES FROM CLERK'S OFFICE - Rodeo Chute and Sponsor Letters have been sent- Quinn wants one - $1500 for the Crows nest. Utah Power and Light might need new banner. - Back in Office on 13 May BUDGET REVIEW-need to have budget ready to review in June meeting. Special meeting to adopt the budgets (2 separate meetings?) APPROVAL OF BILLS- All signed. ACTION: The mayor asked for a motion to approve the bills. Delora made the motion. Second by Brandon. The motion carried unanimously.
