Welcome - Ms. Soul welcomed everyone; the meeting was called to order at 11:37am. 2. Review of Public Comments - No public comments. 3. Action Item: Approve April 25, 2024 and May 23, 2024 meeting minutes. A Quorum wasn't present, so couldn't vote on meeting minutes. Will vote at the next meeting on approving the minutes. 4. Annual Open & Public Meetings Training - Craig Wangsgard This was done at the last meeting, mistakenly placed on this agenda. 5. Abravanel Hall Master Plan and Update on Downtown Sports, Entertainment, Culture, and Convention District - Matthew Castillo, Robin Chalhoub Mr. Castillo emailed the link for the Board members to access the Master plan prior to this meeting. This plan was presented to the SL County Council and the 300-page study is on our website for the public to view. Ms. Chalhoub gave on overview to the Board about how the 2023 Master Plan came into being. In 2016 the County partnered with the Utah Symphony on a plan for maintenance and/or upgrades to Abravanel Hall. Some of those things were implemented, but not all. We didn't have the funding for all of them. The Utah Symphony did their own Plan in 2021 as well as UMOCA, and the County has been conducting an HVAC study for the Salt Palace. In 2022 we approached the County for funding to have an updated master that was a collaborative and intentional plan around this facility. We wanted a strategic plan, a plan that would be a culmination of several different plans that is why we requested the Master in 2022. Mr. Gwilliam advised the Board in the 2016 Utah Symphony Master plan the maintenance issues were known, but some were left out of that plan, but they are now included in the 2023 plan. Mr. Castillo advised the Master plan was compiled over 1 year ago (2023) before the emergence of the Downtown Sports, Entertainment, Culture and Convention District proposal. Contributions were made by Sparano-Mooney Architecture, Theatre Projects, Kirkegaard Acoustics, SL County Facilities Management, SL County Community Services and Arts & Culture, extensive outreach efforts for Community input, and Utah Symphony & Utah Opera. Key findings: Acoustics, connectivity with Salt Palace & UMOCA, perceived not exclusive for community, venue outdated need to meet ADA standards, support space for front and back of house, building systems need to be updated, outdoor plaza underutilized and technologies and production capabilities. Patron circulation is outdated, and the plaza is underutilized given its prominence as a downtown public space. The study done in 2023 was in response to the changing landscape of live events, and to address the pressing facility infrastructure, accessibility, support space design, system and technology needs. This analysis gave detailed recommendations for the future of Abravanel Hall. He went over the scope of 5 areas for renovation: building systems, performance hall, front-of-house, back-of-house and site and plaza and explained how we could do this project in phases. Costs for renovations are estimated to be between $200 million to $216 million. We don't know if rebuilding Abravanel Hall would be cheaper or more expensive, a study would need to be conducted. Below is a summary of the recommendations: Building systems: install fire suppression system to meet code requirement; update HVAC systems and disconnect portions from Salt Palace based on study, modernize access controls to address significant safety and security issues, and upgrade lighting throughout the building to energy efficient LED fixtures. Performance Hall: update accessibility to current ADA standards, add forestage lifts and seat wagons to significantly improve speed and reduce costs of turnovers, upgrade production infrastructure and capabilities, integrate retractable curtains in the auditorium, lightly modify walls and proscenium zone to improve hearing conditions. Front-of-House: Update and increase restroom facilities, add new elevators for improved accessibility, expand and reconfigure lobby to improve accessibility and pedestrian flow, reorganize service counter to allow for alcohol service, add and expand ancillary event spaces, improve overall visibility and community connection. Back-of-House: reconfigure loading dock and fix noncompliant floor, update and expand back of house support spaces to better accommodate musicians, guest artists, chorus, etc., update and expand A & C venue staff and Resident office spaces. Site and Plaza: Improve production and programming capabilities of the plaza, improve east landscaping, and provide places for informal activities, introduce connectivity to the Salt Palace from Abravanel Hall (including an addition of a shared event space on the roof of UMOCA), improve overall visibility and community connection of campus. Smith entertainment Group initiated the planning process, utilizing a bill that the Utah Legislature passed to create a downtown revitalization, this happened because of the announcement of the NHL team that came much earlier than expected. This has significantly accelerated the timeline of discussions around Abravanel Hall, UMOCA, and the Salt Palace. They approached SL City Mayor Mendenhall and SL County Mayor Wilson with the proposition of the new Delta Center District Plan: Sports, entertainment, cultural and convention district, that includes Abravanel Hall, UMOCA and SL County Salt Palace. Smith Entertainment Group wants to keep Abravanel Hall and the Utah Museum of Contemporary Art in its plan, but it is still undetermined if the buildings would be torn down and rebuilt or renovated. Also, the funding part has not been identified. Salt Lake City needs to move quickly on a proposed tax increase for this project, it needs to be voted on by July 2024 in order for the Legislature to include it in the next year's tax proposal. The mayor has been saying that we have time to discuss and plan, and those conversations are taking place. Right now, no decisions for the future of County facilities have been made - we will take the coming months to make the most well-informed decision. We will carefully weigh all factors- public input, legacy of the Hall and its acoustics, challenges with the facility, costs to renovate, benefits of rebuilding, funding opportunities. The County is working diligently on a design that allows Abravanel Hall to remain in its present form. All stakeholders are asking questions and listening, they want to build a plan that takes everything into consideration to support the success of our capital city. A question-and-answer period ensued; all questions were answered. Mr. Castillo and Ms. Chalhoub assured the Board that as decisions are made by all parties involved, they will ensure the Board has the most current information moving forward. Mr. Castillo invited the Board members to contact him with any questions. 6. Art Event Discussion- no time 7.
