4. APPROVE OR AMEND BUDGET OPENING MINUTES OF APRIL 03, 2024 DECISION.
Motion made by Councilmember Radine Murphy, seconded by Councilmember Brandon Grossman to Approve Budget Opening Minutes of April 03, 2024. All in favor, Motion passed.
5. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OF APRIL 03, 2024 DECISION.
Motion made by Councilmember Adam Palafox, seconded by Councilmember Brandon Grossman to Approve City Council Meeting Mintes of April 03, 2024. All in favor, Motion passed.
6. DEPARTMENT UPDATES
A) POLICE DEPARTMENT - MICHAEL CONNIN
Police Administrator Micheal Connin went through stats. Connin brought to attention Cemetery Vandalism that has continued going on at cemetery. Connin let the council know he is in the process of getting upgraded cameras for better footage and more storage space. He hopes to have an update on the findings at the next council meeting. Sgt Brent Groth is out on workers' comp but will be able to return to PD with light duty requirements. Groth will be heading to Las Vegas for training, the training is a light conference training so he will be fine to attend. Connin does have plans for Groth to return and sit aside trainee Police Officer Jeffery Snelten. Connin had let council know that he will be receiving 2 applications for newly graduated Police Officers certified from POST he plans to review and possibly hire on reserve officers. New placement of radio in new police car should happen middle of May since radios placed in Dodge vehicle were wrong.
B) FIRE DEPARTMENT - TONY GONZALEZ
Fire Chief Tony Gonzales went through stats. Tony introduced Tooele County Fire Marshall Anthony Bott and Director of Emergency Services Bucky Whitehouse. Anthony and Bucky introduced themselves to City Council and updated them on services that they have been motoring Tony on. Anthony went through presentation as far as fee services to additionally be added in for Business's while during inspections. The inspection would go into details as far as updating of Utah state codes that need to be passed on, Chemical Inspections for hazardous materials, completing room by room Hotel/Motel inspections for Fire Hazard as well as helping businesses be brought up to Utah State Code this would benefit City as far as liability and Owner Safety. Anthony and Bucky informed Council they have provided Tony with a service called 'First Due' which will help Tony be able to process and complete inspection & call out reports. Mayor Dennis Sweat informed Anthony & Bucky they would like to better overlook fee schedule and add to agenda at later time to review.
C) UTILITY- BILLY FREEMAN
None.
7. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES.
Wendover High School students Cora Stewart and Benjamin Ortiz spoke to the council regarding donations they are asking to be able to attend the National Leadership Conference for FCCLA. The funds they need to complete is $2,000.00 for each Cora and Benjamin. Cora informed the Council they have tried fundraising as far as bake sales but have not have much luck getting those funds to come in. The conference will be from June 28th, 2024, to July 03, 2024. Councilmember Darlene Trammell asked how much we gave last year. City Treasurer Sasha Palafox informed council approval of $600.00 donation was given year of 2023. Mayor Dennis Sweat asked if we could double to give $600.00 each student requesting. Sasha informed yes, we can. Motion made by Councilmember Darlene Trammell, seconded by Councilmember Adam Palafox to approve donation of $1,200.00 to Wendover High School FCCLA to attend National Leadership Conference.

Local Resident Carlon Thomasson spoke to Council regarding the request to use City land to use as storage to place an old torn apart mill which would be large abouts of steal. Mayor Dennis Sweat asked City Administrator Glenn Wadsworth if he has any idea of a location Carlon can use as storage. Glenn recommended back location near New City Shop closest to mountain edge near freeway. Carlon stated he would only need about 2 acres, and he would fence the whole location off with closing. No motion of approval was made. Mayor Sweat and Glenn informed Carlon it would be fine to set up near the location said by New City Shop. Carlon also requested a contract me done. Mayor Sweat requested amount of time contract would be for and agreed with Carlon to start off with 2-year contract and if needed longer will review when contract time ends.

8. APPROVE OR AMENDA RESOLUTION 2024-01: A RESOLUTION TO AUGEMNT THE CITY OF WENDOVER 2023/2024 ANNUAL BUDGET (#2). DECISION.
Motion made by Councilmember Darlene Trammell, seconded by Councilmember Radine Murphy to Approve Resolution 2024-01: A Resolution to Augment the City of Wendover 2023/2024 Annual Budget. All in favor, Motion passed.

9. DICUSSION PERTIAINING TO LEASES #151230 OFFICES AND #151231 HANGER. .
City Administrator Glenn Wadsworth went into detail as far as receiving letter from Utah National Guard that they would like to lease hanger property from City. Glenn and Mayor Dennis Sweat has confusions whether is the property belongs to the City or Tooele County. Jim Peterson attended the Council meeting and stated.
10. UPDATE IN REGARD TO RELOCATING OF OLD SHOP BUILDING.
City Administrator Glenn Wadsworth informed the council of an update he had from Wells Rural Electric as far as electricity being complete in New City shop. Glenn had spoken to City Inspector James Short as far as the process of moving the old city shop to an already cemented plot near new city shop. James said it would be hard to pass inspection on old shop as everything would completely have to be renewed to bring up to Utah State Coding. Mayor Dennis Sweat asked City Treasurer Sasha Palafox if she would be able to reach out to James and see when would be the next time he can come out to review Old shop and Mayor Sweat would like to attend inspection review with him.
11. APPROVE OR DISSAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENATL DATES. DECISION.
City Treasurer Sasha Palafox went through requested community building rental applications. 4 Applications were received with 3 being requested of all fees to be waived. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell to Approve all requested community building dates being May 16th Movie Night hosted by Wendover Women's Center Group, June 13th Movie Night hosted by Wendover Women's Center Group and All month of July to Nevada Behavior & Autism be waived. All in favor, Motion passed.
12. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.

13. CITY ADMINISTRAOT GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
City Administrator Glenn Wadsworth informed the council of a new motor for the sewer grinder that he purchased through JWS for $1,000.00. Glenn spoke to Wells Rural Electric regarding the dropping of a new transformer to new city shop being done hopefully the following week due to WREC crew being in Kansas for training. Glenn hopes to give an update at the next meeting. Glenn let the council know he will be calling a meeting on May 13th, 2024, at 6: 00p.m for second CDBG hearing.
14. CITY ATTORNEY, DALLIN LITTLEFIELD UPDATES AND PENDING MATTERS. DICUSSION/DECISION.
A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS.

15. UNFINISHED BUSINESS:
Councilmember Darlene Trammell asked if there have been any updates on Sacred Circle. City Treasurer and City Administrator Glenn Wadsworth stated they have not heard anything. Sasha is to reach out for an update.
