Wellington City Council Minutes Meeting held May 08, 2024 at Wellington City Hall Located at 150 West Main Street, Wellington, Utah at 6:00 P.M. Present: Councilmember Bill Juber, Councilmember Barney Zauss, Mayor Brad Timothy, Councilmember Larry McKinnon, Councilmember Jack Clark, Councilmember Andrew Pehrson Absent: City Staff: Rebecca Evans, Tom Kosmack, June Rich, Kelten Larsen Attendees: Brittnie Anderson, Barbara Clendennen, Nick Parker Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes At 6:00 pm, Mayor Timothy opened the meeting by stating that everyone was present except for Councilmember Pehrson and Councilmember Clark. Motion: Councilmember Zauss made a motion to approve the past meeting minutes. Councilmember Pehrson seconded the motion; followed by Councilmember Juber, Councilmember Clark, and Councilmember McKinnon Agenda Item #2 Public Comment Period Agenda Item #3 Kelten Larsen - Oath of Office City Recorder Rebecca Evans swore in Officer Larsen. Motion: Agenda Item #4 James Thayn - Meter Location Concerns James has concerns about the location of his meter for his culinary water. Mr. Thayn wants to make sure that where it has been cut, he is not going to be responsible for the splice in the line. Public Works Supervisor June plans to circle back with Mr. Thayn to take an onsite look at the property the following day. Mr. Thayn also brought up his concerns about trucks that are parked throughout town. He wants to ensure that they're not parking illegally. Mayor Timothy plans to check in on it. Motion: Agenda Item #5 Nick Parker - Annexation, Utility Billing Concerns & Secondary Line/Meter Repairs Nick wanted to bring up his annexation process and find out how we go about getting that completed. City Recorder Rebecca Evans plans to call the Lieutenant Governor's office to figure out why the city has not heard back regarding the submitted paperwork. Mr. Parker also had concerns about his grandmother getting billed for secondary water despite him taking that connection to his property. The council determined that Diantha Hadden should receive a credit for the secondary water she has paid and to stop billing her immediately. Motion: Agenda Item #6 Wellington City Preliminary Budget The city's consultant Barbara Clendennen discussed the preliminary budget and let the councilmembers have a copy to review before it is finalized at the end of June. Motion: Agenda Item #7 Kennel License Ordinance There were some changes made to the document since the last time this topic was visited. Councilmember McKinnon would like the individual council members to go through the document before a decision is made. Once there is approval from all, he plans to take it to law enforcement to go through the next steps of the process. Nick Parker spoke up and explained that American Legal Publishing is a great resource for things like this. Councilmember McKinnon plans to investigate that and we will discuss it further during our next council meeting. Motion: Agenda Item #8 Credit Card Policy Councilmember McKinnon wanted to clear up some confusion that was brought to his attention regarding the employee spending form that was discussed in previous meetings. He reiterated that the form would just be filled out at the end of the month to explain the reason for the purchases. Motion: Councilmember Zauss made a motion to approve the amendment of the Wellington City Credit Card policy for distribution. Councilmember Clark seconded the motion, followed by Councilmember Pehrson, Councilmember Juber and Councilmember McKinnon. Agenda Item #9 Personnel Policy This topic has been tabled until the next meeting. Agenda Item #10 Councilmember Reports Councilmember McKinnon brought it to the attention of the other councilmembers that the city has been contacted by two different cell tower companies inquiring about our cell towers. He is unsure of what they're asking for or what they are wanting, but he plans to find out and follow up. Mayor Timothy discussed how he has been meeting with different companies to get some ideas of what our options are regarding remodeling or building a new City Hall. It is something that the city hopes to get done quickly, but it likely will take a couple of years. Agenda Item #11 Unfinished Business Agenda Item #12 Possible Executive Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual. Adjourn Motion: Councilmember Clark made a motion to adjourn. Councilmember Pehrson seconded the motion, followed by Councilmember Zauss, Councilmember Juber and Councilmember Meeting adjourned at 7:58pm Next meeting will be May 22, 2024 at 6:00 P.M. at the Wellington City Hall.
