Planning and Land Use- Ted Bennet *No new building permit applications * Reviewed the towns general plan and found it to have no reference to building specifications or land use. The general plan does refer to a 1/2 acre but that is an outdated amount of land for building. Lot sizing no longer goes by square footage, it is now calculated by frontage and depth. The plan didn't address the specifications now in place. Mayor response- The plan is not yet finished and should have the correct specifications in the next draft. Mentioned the dog problem in town and dogs running loose. Recently there was a dog bite victim, the owner of the dog was contacted personally and by letter and the owner is to let the town know his plan for the dog in writing. 6. Report of Officers a. - Roads & Landfill 1-Town landfill proposal to amend landfill resolution Councilwoman Dallin has looked into the cost of maintaining the landfill. At present the town charges residents (those getting an electric utility bill) a $16.00 fee for garbage, of that fee $12.00 goes to the county for the use of the garbage dumpsters and $4.00 remains with the town. Councilwoman Dallin will review past costs for the landfill to see if a fee increase in warranted. Councilwoman Dallin would also like to amend the landfill resolution, to include that loads equal to or greater than 2 10 wheeler sized vehicles be charged to use the town landfill. Concerns were brought up that a 10 wheeler dumping would be a lot of material. What would the cost of handling those materials be? What of vehicles greater than 10 wheels? A survey will be conducted to determine if residents are wanting to keep the landfill and are they willing to an increase of the garbage fee. The town needs to determine if we re-apply to the state to keep the towns landfill. *Spring clean up was a success 2-Possible upcoming road projects- Paving the parking lot at Town Hall Estimates were received from Hales Sand & Gravel with an estimate of $50,279.00 and Rasmussen excavation with an estimate of $48,000.00 The paved area would be the front of the town hall and the south side to the fire hydrant. Rod would like to put in curbing as well but will do the work himself. No decision was made, just getting an idea of what the cost would be. 3- The crack seal that was uncompleted in the fall of 2023 was finished this week. (April 9,2024) 4- The turbo on the backhoe is beginning to fail. The cost for a refurbished turbo would be approximately $2890.95 with a two year warranty. This cost would be divided between water, landfill, cemetery, and Roads. Tamara Dallin motioned to spend $2890.95 to replace the failing turbo on the backhoe with a refurbished two year warranty turbo. LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes 4-Town History book re-print Councilwoman Dallin would like to re-print the Holden Town History Book to be made available before Memorial Day. In regards to the USF rate study. The town does not show any assets or values for the equipment at the fire station or the town equipment. We need to get USF the values for these items. **Councilman Whatcott said that some of the equipment the fire department has does not belong to the fire station, it is on loan for the fire department to use. These trucks cannot be sold when the fire department no longer has a use for them, they have to be given back to the government. 2- In July look at the electrical rate to see if it has balanced over the year and can be reduced. 3- Net metering is still in the research phase. d.Phil Whatcott -Fire Department 1- The fire department voted to purchase candy for the upcoming parades from the Millard Teen Council for $193.00 2- Fire Chief Christensen applied for and received a grant to receive a new wildland truck. They will need the room to park the new truck and would like the town to move the equipment (4 wheel trailer, tractor and mower..) parked behind the fire station. Upon town agreement to Mr. Dobson's terms, Mr. Dobson would allow the town to drill a test well to see if the property is viable for a well site. Mr. Dobson is asking $50 thousand, to lease the property with lease amount increasing each year, and connections to the well. The town has offered Mr. Dobson two options as leasing the property and connections can't be done. 1- The town can purchase the land for a one time fee of $50 thousand or 2- go to court with imminent domain.
