Motion made by Mike Braegger to approve minutes from March 13, 2024. Joe Stuart seconded the motion. Motion carried.
Business
Hargis Hill drainage issues- The bids are CRB- $57,625, AAA- $62,182.75, Braegger & Sons- $77,370, Ormond Construction $78,267.50
Motion made by Jay Thackeray to accept CRB's bid at $$57,625. The motion was seconded by Joe Stuart. Motion carried.
Mike suggested one drainage box with the west side sloped toward the box.
Pearson Canyon- Josh spoke to the people about the fencing but haven't heard anything back from them. Joe Stuart and Josh Braegger will follow up with the fencing bids.
Cooks Canyon: Jay Thackeray and Josh Braegger looked at the it has been cut down about 10 feet. It looks ready for Spring and storm runoff.
Grates are missing from Cooks canyon. Joe Stuart will go measure the grate and replace it. Joe will get a bid from Nate Warren and Joel will be a bid from Nate Warren
Motion made by Mike seconded by Joel to replace grate. Motion carried;
North Cooks canyon: Josh Braegger and Zach with Jones & Associates suggested the road that goes up to use it to send the water across the canal and dump into a shallow detention basin in North Cooks canyon. Mike Braegger is concerned about the large boulders that could potentially cause problems, if we are not careful. Possibly have a debris basin above the canal and below the canal.
Build up the lower part and berm taken care of so spring run-off doesn't cause any issues.
The Flood Control board needs to speak with Jake at Parsons. Josh will set up a meeting and go over the plans with them.
Long term maintenance/Detention basins: The Flood is on the schedule for spraying.
Ormond's Construction has the only equipment to clean the detention basins. Willard Peak Estates and Pettingale Estates need attention. Motion made by Mike Braegger to clean the detention basins that need attention. Seconded by Joe Stuart. Motion carried.
Willard Creek has some trees that would cause issue if we have a big spring run-off. Leafler tree removal has been working on cleaning it out the trees. They are also removing trees that are cracked. The bill from Leafler is $7,600. Told Leafler's to keep the grate off and put a warning. The plan is to widen the path and put a box culvert.
Jay Thackeray wondered if a forester would possibly walk through the creek and remove any trees that will cause a problem. The Flood control will be diligent about checking the creek after any storms.
U-dot: On 750 North they are looking for a way to tie into Willard Creek.
Willard detention basin: Kenny said he is very close and almost done cleaning out the silt.
Bob Davis potential detention basin- Willard City is talking about annexing into Willard City. Jones and Associates is looking into grant money. Possibly FEMA or parks and rec grants.
