Meeting Minutes SANPETE CONSERVATION DISTRICT Monday, February 5, 2024 Time: 11:00 A.M. EPHRIAM CITY HALL -Basement LOCATION: Ephraim, Utah ATTENDANCE: SURPERVISORS: Mike Larson, Scott Mower, Scott Sunderland, Bruce Christensen and Thomas Blackham CLERK: Magen Pike Utah Department of Agriculture and Food (UDAF): Tracy Balch Watershed: Jay Olsen Natural Resource Conservation Services (NRCS): Wade Ingram CD Employee: Jason Krebs SUMMERY OF DISTRICT ACTIONS A) A motion to approve minutes from January 8, 2024. Pg. 1 B) A motion to approve meeting agenda for February 5, 2024. Pg. 1 C) A motion was made to bring any outstanding bills forward and be paid. Pg. 1 D) A motion was made for all debit card purchases. Pg. 1 E) Motion to approve reimbursement for meetings by SERA funds. Pg. 1 F) A motion was made to adjourn the Sanpete CD meeting. Pg. 2 SANPETE CD MEETING - CALL TO ORDER Mike Larson called the meeting to order at 11:00 a.m. Meeting Minutes: a) Approve of meeting minutes December 18, 2023. A motion was made by Scott Sunderland to approve, second by Thomas Blackham. b) Motion to approve agenda January 8, 2024 with additional changes. A motion was made by Scott Sunderland to approve, second by Bruce Christensen. Financial Business: c) A motion was made by Scott Sunderland to approve, second by Bruce Christensen to bring any outstanding bills/invoices before the board for consideration and discussion. a) Tree Deposit 40.00 and 60.00, 02/05/2024. b) Shared CD Planner deposit of 962.38 from Sevier CD. c) Sinclair equipment repair 1050.88, debited 990.88, Cash 60.00. reimbursement to CD planner for 60.00 cash by check. d) Equipment gas Thomas Service 46.51 and 46.80. e) RJ BBQ for Soil Health Field Day 1097.50 paid by check. f) CD Contract to pay Clerk for February $250. g) A motion made by Scott Sunderland to approve, second by Bruce Christensen to pay all bills/ invoices. Board Business: Board Members a) Motion moved by Bruce Christensen and second by Thomas Blackham to approve SERA Funds can be used for the following: -Local Work Group (Fremont River, Piute, Sanpete, and Sevier). Tuesday, January 30, 2024 from 10-12 at the USDA Service Center in Richfield. -Soil Health Conference February 6-8, 2024 in St. George, Utah -Zone Meeting March 5, 2024 from 10-3 at the Quality Center in Richfield -Utah Water Users March 18-20, 2024 in St. George, Utah b) Motion moved by Scott Sunderland and second by Thomas Blackham to approve SERA Funds can be used for February 21, 2024 at Snow College -Soil Health Field Day UDAF Business: Tracy Balch a) Equipment Insurance for the CD information on flyer. b) Zone Meeting in March 5th, 2024 c) Soil Health Conference d) UCC Meeting on January 25th. e) NPS Grant applications deadline March 1st 2024. f) New Transparency report for FY 2024 g) Went over the different grants h) Upcoming board members up for nomination Scott Mower, Thomas Blackham, and Bruce Christensen. Watershed Business: Jay Olsen a) We need reup contracts b) NPS grant reappropriate funds c) River Tour for the parts that need to be fixed. d) Point of contact BreeAnn Bloomfield and Mike Allred. e) Need to spend water quality funds by July. f) Help producers with projects in Fountain Green and Chester areas. g) Attend Water Conservation meetings NRCS Business: Wade a) SFP will be put into the Tool this week. b) There are 75 EQUIP application for Sanpete. c) The NRCS in 2025 is going to 100% SFP Strategic Funding Plan, must be measurable goal and a detailed plan. d) There are new practices that must be climate smart to use the Inflation Reduction Act (IRA) funding. e) Obligated 4.4 million dollars under the EQIP in the four counties. The whole state gets 26 million to obligate. ARDL Business: JP Contreras a) Rapped up applications, taking a closer look at the water rights. CD Employee Business: Jason Krebs a) Soil Health Field days at Snow College 2/21/2024 5pm to 8pm a. Door Prizes/Ball Caps b. Food b) Working with producers on applications c) Range drill repair A motion was made to adjourn the meeting made by Scott Sunderland and second by Scott Mower meeting at 1:00 p.m. The next Sanpete CD meeting will be March 11, 2024, at 11:00 am.
