The following are minutes from the Town Council Meeting held on February 14,2024
Started: 7:00 pm
Present: Council Members: Mayor Darren Fox, LaRee Stephenson, Tamara Dallin, David Wood.
Absent: Phil Whatcott

2. Swearing In of Treasurer- Roseanne Frost was sworn in as the town treasurer by Caralee Wood, Town Clerk.
3. Approval of February 14,2024 Town Council Meeting Minutes
a. The council discussed the minutes. Small correction made of a misspelled surname.
David Wood motioned to accept the minutes for the Holden Town Council Meeting held February 14,2024. Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mayor Fox-yes
4. Payment of payroll/reimbursements and bills
a. The bills/payroll/reimbursement invoices dated February 15 -March 12,2024 were given to the council before the meeting for review.
*Clarification on the bill to Sunrise Engineering regarding the town general plan payment and how it is billed. This bill varies month to month according to what has been worked on in the plan. The funding for this project has been provided through a grant and that is the total that can be billed on the project.
*Payment to X-press bill pay. ?Do those who utilize this payment option get billed from the town for using it? No
How is the use of this type of payment option handled in other municipalities?

5. Millard High School- Girls State
Arlene Bartholomew and Pattie Carter from the American Legion Auxiliary, in Fillmore attended with Addison Ruuth who has been chosen to attend Girls State. The cost to attend is $500.00 plus additional expenses. Asking the town for a donation in behalf of Addison Ruuth to assist in her being able to attend the conference.
The town will pay $250.00 with Addison Ruuth in leu of 10 hours of community service.
Tamara Dallin motioned to donate $250.00 in leu of 10 service hours to Addison Ruuth to attend Girls State, LaRee Stephenson seconded. Roll was called; , LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mayor Fox-yes

7. Planning and Land Use- Ted Bennet
Two permits were approved by the planning board.
Todd Troseth will be adding a master bedroom onto the back of his home.
Ben Hunter has submitted rough plans and will submit his final plans as they are completed.
? How is the master plan for the town coming along? It has been a month since the mayor has been updated. The responses to the town survey have been compiled.
8. Report of Officers
a. - Roads & Landfill
*Spring Clean up - April 1 - April 6, 2024
*Upcoming road projects Ideas
-Finish unfinished projects-
Crack seal that was not finished in the fall of 2023. The company has been paid and will return to finish the job.
-Put in sidewalks on the East side of Main Street.
- Pave the parking area at town hall, in the front and or the South side of the building Thane Hillestad noted that he looked into the cost of pavement, and it was expensive but found that the US RDA would possibly give the town a 10% grant toward pavement.
The state had some extra funds that were given to the town to go toward road projects.
*Landfill-
Ben Hunters fire damaged home has been demolished and the debris taken to our landfill. The contractor was told by Mr. Hunter that as Mr. Hunter is a resident of the town that the use of the town landfill would be fee to use. As such the contractor did not add landfill costs to his bid. The council feels that due to the amount of material being dumped, that a cost needs to be applied due to the amount of time to take care of the material being dumped.(Reference Landfill resolution 2011-02, 2011-01) ( The town will get a total cost together and submit a claim to Mr. Hunter's insurance company to reclaim the costs, as well as the cost of fighting the fire.
The town needs to up-date the resolution on the landfill to include amendments for large loads being dumped.
*Created a log to track the hours and projects the backhoe is being used on.
b. Parks, Recreation and CERT
*Easter Egg Hunt- The Easter Egg hunt will be held on Friday March 29, 2024 at 6:00 pm
at the town park.
*Town Hall/ Pavilion rental- The fee recommendations presented at last month's meeting,
Will be kept. The new rates will be posted at the post office and approved at the meeting to be held in April.
*The defibrillator has arrived at the county EMS, the batteries however have not. Kim Rowell will deliver the defibrillator and train the town on how to use it once all the components have arrived.
C..David Wood - Electric
-Councilman Wood attended meetings for APPA held in Washington DC the last week of February. Items that were discussed were: Transformer availability, Transformers are now having to be constructed in a more efficient manner, thus making transformers harder to get due to supply issues with the steel required for the transformers being sourced from other countries.
The APPA board met with Utah's Senators and House of Representatives about; Greenhouse regulations that are affecting natural gas, the coal industry and the power plants. Grappling pack and CRSP (Colorado River Storage project) and not getting much power from the hydro plants, but our fixed fees have not changed. The fixed fees need to be adjusted as they are not able to deliver the amount of power agreed upon. That would lower the cost and enable us to use those funds to purchase the needed power from other sources. Looking into the FRIA implementation and see about the funding that is available for these projects. They have set it up for the projects to be completed in a year and electrical projects take longer that that.
Note: Holden Town did not pay for the trip to Washington DC, it was funded through UAMPS of which David Wood is a board member.
AMI- looking at setting up meters. In September there was an issue in town with a transformer and it affected powered items in two homes in town. With the new AMI meters they would be able to watch for voltage levels and send a warning before problems arise. The AMI project is research on the different metering systems and the feasibility of those systems. Our small municipality would be able to join with a larger one and be able to be a part of a larger purchasing group and receive better unit pricing on meters.

- Water project update- No change

-The state division of drinking water reviewed our funding package at their meeting on February 29, 2024. They have given the town a one year extension (March 1, 2025) to show progress on the water project.
*Jeff Dobson attended the meeting to present his side on the property issue regarding the proposed well site. Mr. Dobson related the history of the relations that have taken place between himself and the town, beginning in 2022 after being approached by Jim Larsen and Thane Hillestad about looking for water on Mr. Dobson's property. A site was located but Mr. Dobson felt uncomfortable with that area and suggested another piece of property on the other side of the road. Water was found at the second site. The town began to correspond with Mr. Dobson but due to health issues contact between both parties was delayed. In June 2023 the town sent Mr. Dobson a letter of Intent outlining the town's intent with the site and drilling a well for water on that site. The first part of November the Dobson's came back with a counteroffer. This offer was not accepted by the town of Holden and another counter offer was sent to the Dobsons, with the Dobson's rejecting that offer. The Dobson's have concerns regarding the well site and how it would affect their current well and springs as well as the wells of the two residents that live near the Dobsons, now and in the future. The town council will take Mr. Dobson's concerns into consideration and decide how to proceed.

*Thane Hillestad inquired about setting up a work meeting to discuss net metering.
? With the AMI meters, if the town were to go forward with the purchase of new meters, is there any grant money that would be available to the town to help with the purchase?
Councilman Wood responded that as this is a new project he is not sure how things will go with the project. We will have to wait and see.
