Electronic Meeting Determination
Consistent with provisions of the Utah Open and Public Meetings Act, Utah Code Ann. ยง 54-2-207(4), Mitch Stock, Chairman of the Grand County Service Area for Castle Valley Fire Protection issues this Determination supporting the decision to convene electronic a meeting of the Fire Commission via Conference Call without a physical anchor location. Due to the COVID-19 pandemic Meetings at the anchor site may present substantial risk to public health and safety. Taking into consideration public health orders limiting in-person gatherings. This determination expires 30 days after the day on which the Chairman has made the determination. Call to Order of Regular Meeting: 6: 05 pm
1. Public Comment: none
2. Approval of Minutes of February 2024 meeting
a. Motion to approve by Bob, seconded by Mitch who asked that the amount of the Mays' donation be corrected to $4,000.
3. Administrative Issues
- Leta said that all required signatures were now on the 2024 Community Preparedness Fire Plan. She will make copies.
- Mitch asked if our existing insurance policy covers death. Bob will check policy and inquire further if needed to get death covered in policy
- Bob talked with potential volunteers and they have asked if they would get paid for responding to call outs. If we did that, need to consider tax increase.
4. Chief's Report: Ron Drake
- One call out for vehicle fire at mile 14 on UT 128, in front of Red Cliffs Lodge.
- Mark Simons working is on repairs to the water tender
- Pallet of water from Anheuser-Bush donation delivered last month
- On February 28th attended an evacuation discussion in Moab
- Provided medical assist on Castleton Rd.
5. Treasurer's Report: Bob Russell
- Expenses: Ron reimbursed for renewal of web site and purchase of new videos for training
- Grants-one a carryover from 2023
- At 17% of total income of budget
6. Discussion and possible action re.: Funding Possibilities
- Bill noted that the State Fire grant would open soon; we need to think about items for putting in the application.
- Difficulty in getting registered for federal grants because of documentation requirements.
7. Discussion and possible action on long term planning, fire dept. needs, priorities, vision and policies: development of standard operating guidelines, policies and procedures.
- Need to talk to users, including Emery Telecom, of Lot 13 once the department starts doing training on the lot.
8. Closed Session (if necessary): personnel matters, awards; recognition program, etc.
