MINUTES Joseph Town Council March 7, 2024 @ 7:00 pm 25 E 100 N Joseph UT, 84739 PRESENT:Mike Naiser, Peggy Smith, Ed Payette, Tyler Timmons, Dillon Kotter, Gene Gestring, Steve Healey, Nikole Campbell, Jared Campbell, Doug Nowell, Marty Anderson, Terry Balch, Sierra Alexander, Vic Middleton, Kathryn & Ralph Brown, Haley Obray PRAYER: Doug Nowell PLEDGE OF ALLEGIANCE MINUTES: Doug motioned to accept minutes as read, Marty seconded the motion all were in favor. MAYOR UPDATES: -There was vandalism on one of the new picnic tables. A report has been filed with the county. The town will try to get restitution. It was recorded on camera. Jared asked Steve to move them into the shed for now. -The town contacted a company up North that can spray an area one time per year in the fall and it should stay dormant all year as long as it's not disturbed. It needs to be sprayed before it rains. It would be $3500 to cover 45 acres. Doug made a motion to spend $1,000 towards the spray, starting on the cemetery, and see where it gets us. Terry seconded the motion. All were in favor. -Tyler had an update on the CDBG grant. The town ranked 2nd. He's hopeful. He also wanted to briefly talk about the CIB list to see if there are projects the town is looking at. Jared said water & roads would be the first thing to look at. Tyler said it would be beneficial to have a work meeting with the council instead of during the council meeting. -Mike Hansen sent an email updating the town that he would contact us when there were any changes with the legislature senate bill 174. It is changing the approval process of subdivisions. The state allocated funds to help towns with this change in their amendments to the subdivision ordinance. -Ralph Brown came to the meeting to ask for support. He is running for one more term as county commissioner. WATER: -Doug made a motion to pay the county $500.00 towards mosquito abatement. Marty seconded the motion. -Mike Naiser submitted an application for the master plan update for the town. The town is under the average of 80% MAGI. So the town should get a $40,000.00 grant. -EQWAG is fighting back the town as to what they can use their grant money for at Cold Springs. They don't think we can use it to redevelop the spring. Still waiting to hear back. This is Mike's last meeting. He has taken a job with UDOT. PLANNING COMMISSION: -The Privacy Policy for Website Ordinance and Electronic Meeting Ordinance were passed around to the council to review. Marty motioned to accept the Privacy Policy Ordinance as proposed, Troy seconded the motion. Marty motioned to accept the Electronic Meeting Ordinance, Troy seconded the motion. -A recording device and computer is needed for the planning commission to record their meetings and also transcribe the minutes. -The PC has concerns about allowing more homes to connect to the town's water system outside of the town. The mayor stated that the town needs healthy growth because the water system is just that, a system that has revenue and expenditures that go in and out. The only way to keep it going is to have funding coming in. He said there is water that is coming in and running into the ground. That extra growth/money helps keep our water bills low. Ralph stated that he didn't think water should be sold to anyone outside of the town unless they are annexed into the town limits. -Dillon Kotter purchased 30 acres East of the town. As per county process he would like a letter stating the town is not going to annex him into Joseph so he can build a home on his property. He wants to keep 27 acres as farm ground and build a house on 3 acres. He would prefer to be denied annexation. Doug motioned not to annex the Kotters, Terry seconded the motion. -Sierra Alexander would like to build a 12x16 ft shed in her backyard. -Marty motioned to accept the building permit Doug seconded the motion. All were in favor. ROADS: -Bob Watts from the county road department brought updated Road Maintenance Interlocal Agreements to have the council sign. The agreement hasn't been changed, it just needs to be resigned. It shows what roads the county is responsible for in the town. Marty motioned to adjourn the meeting Troy seconded the motion. All were in favor.
