3. Approve Minutes from February 14, 2024, meeting.
a. Motion To approve David Lee

4. Marji Rycewicz is the local Administrative Advisor and works for Bear River Association of Governments ( BRAG). Is here to help smaller municipalities fill in where needed such as helping change to .gov and helping with finding grants for the town.

5. Sheriff's Report

Need to change truck speed limit sign with weight on it.
Somebody can call in to write a ticket for things like applying engine brakes, Running bus stop sign.
6. Fireworks West report Fireworks are setup for July the 19th.
7. Amalga Days Celebration Update. Mechanical Bull Has been ordered. Talked to the Fire Department for the parade and the spray. Food Truck has been reserved Honey Bre BBQ.
8. Council reports:
a. Paul Hansen
i. Youth council is going to the conference up at USU this weekend.
ii. March 30th town Egg Hunt at 10. Schreiber's will have theirs after ours at 1. $300 Budget Youth council will be hiding the eggs and will use Paul's Bunny Costume.
iii. Sheriff will be coming in next month for town council meeting.
iv. Turned in our grant papers for the Rapz tax, asking for 12,000 for shade sails over the playground and new equipment for the playground. Need to add markers for the Rapz tax for the pickleball court and the frisbee golf
v. Watched some of the youth messing around at the park with the potential of vandalizing. Once they messed with the doors of the storage talked to them and gave them a warning for the year.

i. We have added water Quality report to the town website.
ii. Planning and zoning meeting
1. Shane Perkins came in for a zoning clearance for a shed.
2. Talked about the upcoming workshop with the community to address the town regulations which is set for April. Announcement will be sent out with the water bill as an insert. on April 12th. Read the draft for the upcoming insert.
3. Dave will start working on SB174 which is an update to our subdivision code, and it will need to be updated by December 31, 2024.
4. Did add Privacy Policy to our Website

i. Put Food Drive flyer on Facebook For the coming weekend.
ii. We do have a report for our water quality reports. The report must be in two different spots. One is on our website and will be referenced on this months water bill the other is on the bulletin board on town hall.
iii. We have until June 1st to have a systems operator to be in compliance. Mark is working on becoming certified. We need to plan ahead for in four years. We are one of the few small towns in the state where this position is an elected position. Therefore, we should look into separating this from the elected position.
iv. Nitrate samples we have one due by the end of March. From well number 3. We missed a test in 2022 so we have to test quarterly. Friday March 15 Dave Wood, Dave Lee and Mark Cowley will go over to the wells.
d. Colette Dursteler
i. In touch with Smithfield Fire Department, they are interested in presenting to us an emergency plan contact Brian Potts to help develop a CERT team. Will come to April Council Meeting
ii. Water bill delinquent accounts, would be good to include resources to help pay utilities we could contact households that are one to two months behind.
iii. Maybe offer once a month a community educational resource.
9. Mayor's report
a. Dog Clinic Saturday March 16th. We are putting the information on Facebook and will put signs out for reminders.
b. Meeting with Waste management on March 14th to discuss how to do green waste in our community.
c. March 18th Mayor's will get together to discuss the CCOG Projects
d. Utah Trust sent Dan Bingham out to assess the towns assets and took pictures.
