1. CALL MEETING TO ORDER. Mayor Dennis Sweat called meeting to order at 6:30p.m. 2. ROLL CALL Mayor Dennis Sweat Councilmember Radine Murphy Councilmember Manuel Carrillo Councilmember Darlene Trammell Councilmember Adam Palafox Councilmember Brandon Grossman City Administrator Glenn Wadsworth City Clerk Liliana Soriano City Treasurer Sasha Palafox EXCUSED: City Attorney Dallin Littlefield 3. PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Councilmember Darlene Trammell 4. APPROVE OR AMEND PUBLIC AUCTION MINUTES PERTAINING TO FORD CROWN VIC AND CHEVROLET SUBURBAN OF FEBRUARY 07, 2024. DECISION. Councilmember Brandon Grossman asked for update on what will happen to the Chevrolet Suburban that was not sold. Police Administrator Michael Connin informed council he was going to ask about making an equal trade with the Suburban to a transportation van to be able to transport arrests to Tooele jail. Mayor Dennis Sweat asked City Administrator Glenn Wadsworth is this was able to be done as far as trade. Glenn stated he would check with City Attorney Dallin Littlefield. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve public auction minutes pertaining to Ford Crown Vic and Chevrolet Suburban of February 07, 2024. All in favor, Motion passed. 5. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OF FEBRUARY 07, 2024 DECISION. Motion made by Councilmember Adam Palafox, seconded by Councilmember Radine Murphy to approve City Council meeting minutes of February 07, 2024. All in favor, Motion passed. 6. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin went through stats. Connin updates council on status of newly purchased Dodge vehicle for the Police Department has now been installed with equipment and is awaiting wrapping and stenciling to be done. A quality control test will be done prior to arrival of new vehicle to make sure all newly installed equipment works accurately. Radios have been purchased for Police Department and are on their way, Connin has stated he will await for Dodge to arrive before installing Radio equipment into vehicles so all can be installed at once. Connin presented new Police Officer Jeffery Snelten, Jeffery is from Murray, Utah he enjoys visiting Wendover and is 25 years experienced with Utah Laws enforcement. Mayor Dennis Sweat welcomed Jeffery to Wendover City. B) FIRE DEPARTMENT - TONY GONZALEZ Fire Chief Tony Gonzalez was excused from meeting. C) UTILITY - BILLY FREEMAN Not present. 7. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. None. 8. APPROVE OF DISAPPROVE DONATION OF BUDGETED $400.00 TO WEST WENDOVER RECREATION DISTRICT EASTER EGG HUNT. DECISION. Motion made by Councilmember Darlene Trammell, seconded by Councilmember Radine Murphy to approve donation of budgeted $400.00 to West Wendover Recreation District Easter egg hunt. All in favor, Motion passed. ROLL CALL: Councilmember Radine Murphy aye, Councilmember Manuel Carrillo aye, Councilmember Darlene Trammell aye, Councilmember Adam Palafox aye, Councilmember Brandon Grossman aye. 9. DISCUSSION PERTAINING TO UTILITY EMPLOYEES TERMINATING COMPANY CELL PHONES USE AND USE THEIR PERSONAL CELL PHONES FOR CITY USE AND RECEIVE A CREDIT (TO BE DETERMINED)? City Treasurer Sasha Palafox went through numbers as far as what City pays for Public Works phones. It was determined a minimum between $35 to $40 would be efficient for each Public Works crew member to receive a credit back to use personal phones based on monthly payment of billing. Sasha mentioned these numbers were based off of what comes out of water, sewer and garbage funds as far as billing with the exception of cell phone service for City Administrator Glenn Wadsworth and City Custodian Manuel Flores to continue usage of City phones. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell to approve the amount of $35 be credited back monthly to Public Works employees. All in favor, Motion passed. ROLL CALL: Councilmember Radine Murphy aye, Councilmember Manuel Carrillo aye, Councilmember Darlene Trammell aye, Councilmember Adam Palafox aye, Councilmember Brandon Grossman aye. 10. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve the (2) two applications for Community Building request with fees being waived for both events. All in favor, Motion passed. 11. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Mayor Dennis Sweat updated Council on status of City Attorney Dallin Littlefield, Dallin has also now been hired to service as a City Attorney for Grantsville City. Grantsville City and Wendover City share the same days of City Council meeting dates. Mayor Sweat has stated that Dallin will still service as City Attorney just will not be able to attend all meetings. If needed he will make it out or can be available over the phone. Mayor Sweat also informed council about markings being done for new cemetery and Police Headquarters Monument work has begun as well. Mayor asked Council to pass by to take a look when they have an opportunity. 12. CITYADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERE TO. City Administrator Glenn Wadsworth updated Mayor and Council on newly adjusted invoice from Wells Rural Electric Company in the amount of $9,204.27. The invoice was adjusted do to amp size going from 200 amp to 400 amp. 400 amp will be able to service New City Utility Shop as well as another building if placed on already cemented area a 10 foot right-of-way from the pole to the building and add 3 transformers. Mayor Dennis Sweat made a comment that new city shop has been awaiting these for a long time now so he would like to see it get done. Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo to approve invoice in the amount of $9,204.27 to WREC with the 10 foot driveway placement also being done and Mayor Sweat to execute the right-of-way. All in favor, Motion passed. ROLL CALL: Councilmember Radine Murphy aye, Councilmember Manuel Carrillo aye, Councilmember Darlene Trammell aye, Councilmember Adam Palafox aye, Councilmember Brandon Grossman aye. Glenn also informed council that military has arrived for training at airport location. Military is requesting 3,000 gallons of water on daily to be used for portable showers. Glenn mentioned he informed military it would probably be best to do this as a hydrant meter rental so better tracking of usage is done and it would be easier for them to connect to hydrant meter closer to the Enola Gay hydrant rather than the delivery on daily of water. Glenn is awaiting status on what they decide to do as far as hydrant meter connection. Military has also asked City on handling disposal of grey water from portable showers to be done (2) two times a week and will be disposing of grey water out at sewer lagoons just as similar to last year. Glenn updated Council on a LTA on status of Employee Ignacio Vera who was injured a couple weeks ago, Ignacio has been checked out and will be having to get surgery so he will possibly be out for 2-3 months. Glenn let council know he will be receiving update on $300,000.00 CDBG grant in April. 13. CITY ATTORNEY, DALLIN LITTLEFIELD UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS. Not Present. B) UPDATE ON SACRED CIRCLE'S DEVELOPMENT ON PARCEL NO. 19-002-0-0004. Not Present. 14. UNFINISHED BUSINESS: None. 15. NEW BUSINESS: City Clerk Liliana Soriano swore in new Police Officer Jeffery Snelten. 16. EXECUTIVE MEETING. None. 17. NEXT SCHEDULED COUNCIL MEETING: APRIL 03, 2024 @ 6:30 P.M. DECISION. Motion made by Mayor Dennis Sweat to Schedule next Council Meeting in April 3rd at 6:30pm 18. ADJOURNMENT Motion made by Councilmember Radine Murphy, seconded by Councilmember Brandon Grossman to adjourn City Council meeting of March 6, 2024 at 6:52p.m.
