April 2, 2024 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE TO REISSUE A UPDES PERMIT PURPOSE OF PUBLIC NOTICE THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE STATE OF UTAH'S INTENTION TO REISSUE A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT UNDER AUTHORITY OF THE UTAH WATER POLLUTION CONTROL ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE ANNOTATED 1953, AS AMENDED. SAID 'PERMIT' REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS (INCLUDING TOTAL MAXIMUM DAILY LOADS (TMDL'S)) IF APPLICABLE, AS PER SECTION 303(D) OF THE FEDERAL CLEAN WATER ACT (CWA)]. PERMIT INFORMATION PERMITTEE NAME: Jordanelle Special Service District (JSSD) FACILITY NAME: JSSD Water Reclamation Facility MAILING ADDRESS: PO Box 519, Heber City, UT 84032 TELEPHONE NUMBER: 435-940-0475 FACILITY LOCATION: 5400 North Old Hwy 40, Heber City, Utah UPDES PERMIT NO.: UT0025747, UTL-025747 PERMITTED OUTFALLS: 001, 002, 003, 004 OUTFALL LOCATIONS: 001: latitude 40 34' 24' N and longitude 111 25' 28' W 002: latitude 40 34' 04' N and longitude 111 25' 39' W 003: latitude 40 34' 24' N and longitude 111 25' 40' W 004: latitude 40 34' 20' N and longitude 111 25' 42' W RECEIVING WATER: Timpanogos Canal, Wasatch Canal, Provo River BACKGROUND The Jordanelle Special Service District Water Reclamation Facility (JSSDWRF) is a domestic wastewater treatment plant that has a maximum average design flow rate of 1.0 million gallons per day (MGD) and a daily maximum design flow rate of 1.2 MGD. The JSSDWRF facility was built in 2008 to serve the future developments in the areas of the Jordanelle Reservoir and north of Heber City in Wasatch County, Utah. JSSDWRF only recently began operating and discharging in September of 2020 after remaining idled since new in 2008. The JSSDWRF treatment system consists of the following process; raw influent enters the facility and passes through fine screens, and then through a series of anaerobic and aerobic tanks (as a biological aid in the removal of phosphorous), then through a membrane bio-reactor (which includes the addition of alum and/or other chemical treatment for further phosphorous removal), and finally through an ultra violet (UV) disinfection system before discharging via the permitted Outfalls. The JSSDWRF solids waste handling consists of an aerated solids handling basin and belt press for dewatering with all biosolids sent to an approved off-site disposal facility. This permit will once again authorize effluent discharges from JSSDWRF during the next five years as appropriate. PUBLIC COMMENTS During the public comment period provided under Utah Administrative Code (UAC) R317-8-6.5, any interested person may submit written comments on the draft permit and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in UAC R317-8-6.12. Public comments are invited any time prior to the deadline of the close of business on May 2, 2024.
