Report on Ice Rescue Training and Proposal to Purchase Submersible Drone, Bucky Whitehouse The incidence of Ice Water Emergency Events on our local bodies of water in Tooele County has increased over the past several years. Data from the Tooele County 911 Dispatch Center (years 2020-2024) identified an average of 12 emergency calls per year, that are reported to their center. With the increase in this type of response, our local public safety-first responders have been required to deploy to these areas to rescue victims who fall through the ice and are unable to self- rescue. These types of events are complex in nature, creating an extremely dangerous situation for our first responders, posing an additional life safety risk for all those involved. Emergency Services is requesting to present a summary of recent activities conducted in Tooele County to improve training for Ice Water Rescues. Staff will also be presenting a proposal to purchase a submersible drone to be used in water rescue scenarios. The use of submersible drones will improve responder safety, providing quicker resolution to ice rescue events when they occur in any of the bodies of water in the county. B. Fee Schedule Changes at Deseret Peak, Corey Bullock With the addition of the Festival Grass Area, we have updated our fee schedule at Deseret Peak. In addition to the new festival area fees, we have added a requirement of paying half of the rental fee to secure dates for non-hourly rentals. We have also added a discounted rate for set-up days. Amending (Increasing) the 2024 Budget, Alison McCoy - PUBLIC HEARING Resolution 2024-05 General Fund by $121,959 Public Health Fund by $155,782 Attachments 1. Res 2024-05.pdf 5. Contracts A. Purchase, Chip Seal Oil, Jed Bell Sole Source Purchase Approval with Idaho Asphalt. Purchase approval is for Chip Seal Oil (PMRE) product to be placed on various county roads by the Road Department Personnel. Idaho Asphalt is the only supplier of PMRE in Salt Lake County and PMRE is what's required per County Specifications APWA. The estimated total expenditure from Idaho Asphalt is $320,000.00. The Roads Department has budgeted $340,000.00 for Chip Seal Projects in 2024. Attachments 1. Idaho Asphalt PMRE.pdf B. HVAC Remodel Contract - KHI Mechanical and Tooele County, Nathan Harris This is the contract for the remodel of the HVAC system at the County Administration Building. This was put out to bid and approved in the County budget for completion this year. There will be three phases that will allow the building to be occupied by County employees and therefore will hopefully have as little of impact on County services as possible. Attachments 1. Boiler Replacement - Tooele County Detention Center, Jason Sparks This contract is for emergency replacement of both boilers at the Tooele County Detention Center. After soliciting bids from four separate HVAC contractors, we feel that, given the exigencies of the situation, this represents the optimal choice for replacement. Attachments 1. Jail Boilers.pdf 6. Discussion Items A. Dozer Lease Agreement Discussion, Corey Bullock During the budget review, Parks and Recreation was unaware of the dozer's repairs. With the increased usage of the motocross track, the current dozer, which was a surplus item from the roads department, is revealing numerous repair needs. In response, Parks and Recreation would like to propose adding a lease option for a new dozer to this year's budget. B. Review of HB36 - Open and Public Meetings Act Amendments, Scott Broadhead 7.
