The public hearing came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the public hearing and city council meeting had been given. Parker Vercimak gave an opening expression of choice, and the Council recited the Pledge of Allegiance.

Public Hearing- Mayor Quarnberg opened up the public hearing to discuss changes and refinements to the Aurora City budget. These changes are made during the year when unforeseen income and expenses occur.

1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the January 23, 2024 meeting. A few corrections were made.

Council Member Andy Rasmussen moved to approve the minutes of the January 23, 2024 meeting as corrected. Council Member Bryan Sprague seconded the motion. The motion was approved by members: Rasmussen, Sprague, Harrison, Mason and Vercimak.
2- OPEN SESSION-
No citizens came forward to speak in the open session.
3- DONATION FROM WESTERN AG CREDIT-
Loan officer Scott Reeve from Western Ag Credit attended the Aurora City Council meeting to offer a $2000.00 donation to the Aurora City Fire Department. Fire Chief Matt Long accepted the donation and thanked Western Ag Credit for their generosity. The City Council also thanked Mr. Reeve for his donation
4- VISIT FROM SEVIER COUNTY COMMISSIONER RALPH BROWN-
Sevier County Commissioner Ralph Brown attended the City Council meeting to discuss different issues facing Sevier County and Aurora City. Commissioner Brown discussed support for county fire departments, EMS, volunteers and economic development. Mr. Brown stated that the role of Sevier County is to assist cities with their projects. He also stated that there will be some work done on new bike trails, water projects and economic development in the future. Mayor Quarnberg thanks Mr. Brown for his help on the Community Impact Board to get Aurora City the funding they needed for the road project.
5- DONATION TO THE SALINA CITY LIBRARY-
Ronda Huntsman approached the City Council to request the annual donation from Aurora City to the Salina City Library. Aurora City has donated to the library for many years and was thanked by Ms. Huntsman.
City Council Member Parker Vercimak moved to donate $1300.00 to the Salina City Library. Council Member Kelly Mason seconded the motion. The motion was approved by members: Vercimak, Mason, Harrison, Rasmussen and Sprague.

6- DONATION REQUEST FROM MISS NORTH SEVIER PAGEANT-
Mr. Johnson stated that he had received a donation request from the Miss North Sevier pageant. He stated that Aurora City typically donates $250.00 each year to the pageant.
City Council Member Bryan Sprague moved to donate $250.00 to the Miss North Sevier Scholarship Pageant. The motion was seconded by City Council Member Andy Rasmussen. The motion was approved by members: Sprague, Rasmussen, Mason, Verciamak and Harrison.
7- APPOINTMENT OF NEW CITY PROSECUTOR-
Mayor Quarnberg stated that he had visited with Aurora City Prosecutor Casey Jewkes and Mr. Jewkes stated that he has been too busy to fulfill the duties of the Aurora City Prosecutor. Mr. Jewkes has a full schedule being the Sevier County Attorney so he has suggested that Aurora City appoint his helper, Randy Lofgren. Mayor Quarnberg stated that he has visited with Mr. Lofgren and he is willing to accept the appointment for the same compensation as Mr. Jewkes.
City Council Member Jim Harrison moved to appoint Randy Lofgren to the position of Aurora City Prosecutor. The motion was seconded by City Council Member Bryan Sprague. The motion was approved by members: Harrison, Sprague, Rasmussen, Mason and Vercimak.
8- INTERLOCAL AGREEMENT BETWEEN AURORA CITY AND SEVIER COUNTY ROAD DEPARTMENT-
Mayor Quarnberg provided the Council with an interlocal agreement prepared by the Sevier County Road Department. The agreement showed the roads that Sevier County would maintain and the roads that are to be maintained by Aurora City. Mayor Quarnberg asked the Council to approve the agreement.
City Council Member Bryan Sprague moved to approve the interlocal agreement with Sevier County. Council Member Kelly Mason seconded the motion. The motion was approved by members: Sprague, Mason, Rasmussen, Vercimak and Harrison.

9- CIB ROAD PROJECT UPDATE-
Mr. Vercimak informed the Council that the road project was progressing and that it should be going out to bid in the near future. Mr. Johnson provided the Council with documentation from the Community Impact Board discussing the project and the financial aspect.
10- MOTION TO APPROVE CHANGES TO THE CITY BUDGET AFTER THE PUBLIC HEARING DISCUSSION-
Mayor Quarnberg informed that Council that a motion was now necessary in order to make changes to the 2023-24 city budget. All of the changes made would be minor and would reflect on next month's budget.
Council Member Kelly Mason moved to approve the changes to the FY2023-24 budget. Council Member Jim Harrison seconded the motion. The motion was approved by members: Mason, Harrison, Vercimak, Rasmussen and Sprague.
11- ITEMS FROM THE SIX COUNTY ASSOCIATION OF GOVERNMENTS-
Shay Morrison was unable to attend the city council meeting but sent a few items to the Council for consideration.
1- The regional growth summit will be held on Tuesday May 21, 2024 at the Sevier Valley Center from 4:45-9:00 pm.
2- A new CIB survey should be submitted soon with any new projects that Aurora City would like to add. The Council determined that they would hold off on any new projects for now but eventually would seek funding for a new fire truck.
3- Hazard mitigation plan.
4- Utah Outdoor Recreation Grant application due March 15. Council Member Bryan Sprague stated that he would like to see the recreation grant and perhaps submit it for Aurora City. Mr. Johnson informed Mr. Sprague that he would have Mr. Morrison get in touch with him to get the application.

The City Council members reviewed all of the reports.
13- ITEMS FROM THE RECORDER-
Mr. Johnson asked the Council for their approval to host the 3rd annual Easter Egg Hunt at the West Park. Mr. Johnson stated that the event has grown in popularity and that he would like to purchase more eggs for the event. The Council expressed their approval and committed to help with the hunt on Monday April 1, 2024 at 6:00 pm. Mr. Johnson also stated that he had randomly received a bill from Sevier County for summer mosquito abatement. He stated that usually Sevier County contacts the city to discuss the mosquito abatement program but now that Aurora has a bad relationship with Sevier County, things will probably be done in this manner.
14- CLOSED SESSION NEEDED-
Mayor Quarnberg informed the Council he would like to go into a closed session to discuss a personnel matter.
Council Member Andy Rasmussen moved to have the Council Meeting go into a closed session. Council Member Bryan Sprague seconded the motion. The motion was approved with the following vote:

The Council then went into a closed session meeting.

The Council completed their business, and the meeting was adjourned at 8:24 pm with Bryan Sprague offering a closing expression of choice.
