Town of Goshen Planning & Zoning Meeting Goshen Town Hall January 16, 2024 Planning and Zoning Meeting 7:00 PM C. Disclosures- None D. Public Input/ Reports (limited to three minutes) Non- agenda items: Steven Staheli brought up that this is an unofficial meeting, due to a couple board members resigning, or leaving their chair position. He said they are currently looking for other volunteer members to join. Richard Wolf asked about a couple items in reference to fire department, which is not a planning and zoning topic, he was asked to bring it back to council, then added if the town could post/advertise for more members to be on the board. 1. Approval of minutes-Due to a non-quorum, this was tabled. 2. Revisiting Okelberry's Subdivision play map that was recommended to council- change the plot size etc.- Chelsea ended up cancelling, but a brief run down on purpose of revisit is due to them wanting to do fewer lots and develop less of the land. Richard asked what min size for lots are, and they explained 1/3 acre to 1/2 acre IF county approves for septic and it passes all perc tests. Bruce mentioned that there is a grandfather lot they can keep 1/3 acre but all new is 1/2 acre. Dave Okelberry asked about the animal ordinance and if they can have horses on those lots due to that. He said it was mentioned in our master plan that there were stipulations on animals to lots. This was done with the help of MAG, board and Staheli had said, and that specific item, animals, was not to be decided yet. 3. Logan Moffett- discuss options of property he purchased 61:081:0052- He presented maps and plans and said that they are running a few options in mind. Storage units, some more homes if possible with permits and septic. They want to pave the roads and put a small park in the middle area for the kids to play, and do the other options on the back 3 acres of land. They need to use it and are trying to figure out a use suitable for everyone. Dave asked about an agreement with previous owners and the town that were supposedly done years ago stating that they couldn't build or do anything with those 3 acres of land. Steven noted that time change, and so can things after being talked about. There is still a water connection Logan said to the back, and look at rezoning. Gregg mentioned if storage units, he would have increase in traffic through the park and would need to be paved for the traffic and would it not be more of a threat for the kids in the park. Logan mentioned a crash gate in that has been done in Santaquin for fire trucks and safety vehicles if that's a concern. Gregg added maybe a one Way Street in stead of the current U shape is an idea. Steven mentioned no matter what they would need to put in another fire hydrant for sure. Richard asked what the policy and insurance on it for it a kid gets hit, and if they have anything like that. Logan noted that they do. Rachel asked if they put a road in, does it defeat the purpose of the trailer court at that point and would it make it just a regular street with residential lots, answer was no, because it was still a private loop road. Non Agenda Item: Andy Drury has a lot that can be split in to two lots for each of kids, has enough frontages and each would be 1/2 acre. He was advised to bring it back for a formal presentation when the board can make a quorum. The office would let him know when that happens, but to plan for next month. Adjournment - Non formal meeting was adjourned for next time.
