Notice is given that the Stockton Town Council will hold a regular meeting as identified below in the Town Council Chambers at the Stockton Town Hall 18 N. Johnson Street, Stockton, Utah. In compliance with the American Disabilities Act, any individual who may need special accommodations including auxiliary communicative and services during this meeting shall notify the Town Clerk at (435) 882-3877 at least 24 hours prior to the meeting. The order of Agenda Items may be changed if deemed appropriate by the Mayor or Town Council. Time limits, if any listed for Agenda items are approximate and may be accelerated or delayed.

6. Department Reports:
a. Sheriff's Report - 3 details 1 arrest 7 citations domestic violence incident January 27 male offender assaulted a female and a child.
Introduce Madison Aviles- Wasatch front regional council-(town manager)?? Help with whatever the town needs. Local admin support to small cities and towns. Determine priorities.
Intent- is to build capacity in towns. Funded through the state, no cost to cities. Works directly with mayors and staff. Help writing Grants
Nick- Rocky Mountain Power- Franchise agreement, Stockton has 1 circuit. 33 miles over head, 7 underground. Working on identifying problems and fixing them. Protect wildlife. When there's a problem, we can fix it, with the agreement. Dave, Motion to approve as written. Shyla 2nd All Approve
b. Stockton Fire Dept - Documents for the new truck are being worked on. Bringing on 2 more people this month. All are in school now. Having a town employee meeting to go over Emergency Management. What do we need as a town? Trainings are available on line. ICS 100 and 700 fema website Training in Vernon this week. Cab and Chassis will be here soon. Another truck from TEAD coming available possibly. Have $ in the budget.
c. Mayors Report- Raising certain fees to residents that live in outlying places?? Working on CAP facilities plan. Water Flow testing will happen soon. Some hydrants won't allow enough water to fight fires. Check monitoring and make it more accurate. $400000 from the county to fix roads. $3 million Grant to put in a new well. Getting it all worked out to send out invitation to bid. Current water table is dropping every year. Town needs two water sources. 2008 (loan) well put in saved the town. Possibly will have some left over. Still want to use spring water, treatment plant needs worked on or a new one. My allegiance is to the current residences. Don't want to open doors for a new development. Don't have enough water to fight fires. Looking at extending moratorium. Well will take a few years to complete. hired hydrologist last year said the well would be best near the water treatment plant. Some water lines need to be replaced.
Emergency Management is mandated by the state. Truth in Taxation is being evaluated soon.

10. Ordinance EPA cleanup discussion, lowered the led standard to 400 ppu to 200 ppu. EPA has cleaned up as far as commercial not residential. Talked to health Dept - before you get a building permit they have to have a sign off from Health Dept.
