Town of Goshen Council Goshen Town Hall February 15, 2024 Town Board Meeting 7:00 PM A. Pledge of Allegiance- JC Reynolds B. Prayer - Steven Staheli C. Disclosures- N/A D. Public Input, Non agenda items- Gregg and Kim Warnick introduced themselves and mentioned that they collaborate with communities to enhance celebrations, events etc and they help with food and drinks things like that. They help promote and engage for them if we ever need any help in the future. Edna Okelberry asked about the Spanish classes that were mentioned before at prior meetings, if they were going. The classes will start end of March of this year here at the town hall. Levi Hannah introduced himself, he is the owner of a lot on the border of town that he has been currently hauling sand out of. He was informed of a few complaints residents have had in and around the street of which the trucks are hauling on from his property. Residents have voiced their concerns about the weight load of the double trailer semis and double passing on the road 350 South, worried of the shoulders of the road giving way and or damaging the current road for the residents and those who live here. Another concern was the working hours and the mud and debris they are leaving. Levi spoke with the council about these concerns in front of public, some of which were here to voice their concerns; Van Bond was one of them. His home is right off the road where they are running the trucks. His concern was the mud, and the damaging of tax payers dollars. Dave Okelberry was another concerned citizen wondering about permits. But it is out of Goshen limits, it would be Utah County Permits. Levi mentioned he would work with them and the concerns. And that he already spoke with the office staff and is currently telling the trucking companies not to run so early in the morning, not in the school zone hours for crosswalks, and not running double trucks (passing each other) on that road. He would clean the mud and stuff off the roads and keep that up better. All of this will be discussed with the trucking company. Steven and council noted that there currently are not any regulations for the public roads here in town and that it will need to be worked out on a 'good neighbor' policy. Be mindful of the residents and the roads, keep it clean and up kept. When Randy asked Levi what he was doing, Levi said that he is hauling sand out to level his property to build barns etc in the future. 1. Approval of Minutes- Alisha motions to approve, Randy seconds, all in favor, Randy absent. 2. Awarding of the 2024 Goshen Water Share 10.5 Lease Bids- Opening started, first envelope was Daniel O with $250/share, 2nd was Bob B with 2,005.00/share, 3rd was Duane C with 225.00/share. Some concern and questioning was had in regards to Bob's bid. Phone calls were made to try and clear up the confusion of the writing. This was later cleared with Bob calling and saying it was not that about but rather 205.00/share. Which then Bob would fall last of the bids. Bid was awarded to Daniel O. If for any reason he doesn't want all the shares, it would then go to Duane C. 3. Council updates- JC-Central Utah 911 is having a hard time making a quorum for a meeting. Water and all is on hold until spring 4. Celebration- Celebration will be held 3rd weekend in July so, July 18-20th and JC will hold a meeting first part of March for the Committee if available. Work Session- Shari Phippin from MAG came and talked about Annexation Policy with us. She will get us links to some trainings and state legislative laws for the council. She gave the council a brief run down of some does and don'ts that can be done within the council. Some are as follows, NO conversations in emails, texts etc with group messaging. They can however have a group email with all of them, but they need to reply individually or one. Social events are okay and are not violations of having three together without proper postings. She will send the staff information for minutes (do's and don'ts) and good ideas. Utah League of Cities and Towns have a new book and she recommended we get it. As we go onto our ordinances for town, some are dictated codes and some are dictated by state codes, we need to know those instances. Annexation Policy Plans, this process is defined by state. We have a plan and a map, but we also want to make sure that it goes with the codes of the state as well as our plan, and she mentioned the council to discuss other additional things that they want to add to fit Goshen. When/if we annex, it needs to be discussed in a consideration of cost benefit analysis and service to add it. She said we should have the applicant know that they need to go through the process even if the end result is denial, its good policy. The town has a broad authority to say no to annexations. But if it's inside the boundaries already, we do not have that same authority. The question came up with two cities/towns can overlap their maps of the zones, and ultimately she said that the owner has the end right to decide which town/city they want to put their property in at that point. She is working on our annexation policy to update it, and she needs Goshen to give her any other information and other factors they want into the annex policy. She can add cost evaluation into it for us to. She also mentioned that the Subdivision ordinance needs to be redone, state code has changed since, and she also mentioned that the accessory dwelling ordinance, secondary living, needed to be looked at, and that with that people can have a 15' common wall or 20' space between. Shari mentioned a few for instances that can be added and the wording she said could be tightened up. (can take out who they have living there, family vs strangers etc. Regulations are in right to not allow detached ones/ sheds etc. If they are building it needs to include building permit, and before converting additions state they need a permit as well. She will revisit when the time comes. Council update revisit- Alisha- snack shack proposals again, are we allowing it again or not. And council mentioned that yes, they can do that again for the balls games and other nights. E. Adjournment- JC motions, Jon seconds, all in favor.
