Welcome Chairman: Les Wilberg
1. Approval of Minutes: Jan 2024, motion to approve made by Les, seconded by Teri. Motion passed.
2. Discuss letter response to Littles Creek mountain bike trail. Comment period with the Forest Service is open. Discussion on members of the trails committee responding in support of the project. Comment period closes on Feb 22.
3. Discuss Trails Forum attendance. This year's conference will be regional and include Idaho, Wyoming and Colorado. It will be in May. We typically send four people up and are looking for trails committee members who are interested in attending.
4. Discuss Reports of the Following:
a. BLM- Jaydon reports the BLM matching contributions with Backcountry Horsemen to finalize their grant. OHV compliance in the area they are working has been greatly improved thanks to the Backcountry Horsemen, BLM, the trails committee, and the county. Discussion on travel management for The Swell moving forward, meeting with cooperating agencies, releasing preliminary alternatives, and working on reports and route forms. This will all be published for review by Feb 22 on 'E Planning', and then open public comment will be open for 45 days in April or May.
Blake reports SUWA starting work April 1st in the Goblin Valley area. They received a grant to work on boundaries, barriers, trailhead construction, structure/trash removal, signage. They will be only implementing things approved by the BLM. The BLM received a grant to install 4 bathrooms, 40 tables and 40 fire rings at The Wedge. Meeting with a landscape architect and engineer to plan the location of these structures. Hoping for an environmental assessment for this area completed by October. There is potential for up to 100 sites varying in type. A grant has been received for traffic counters that will be used in many wilderness access points to measure visitors. Another grant for an equipment trailer to transport the trail cat. Little Cedar Mtn EA is still being reviewed at the state office and should be back with suggested revisions this month. Trying to identify points of interest and road names on BLM land that was provided to the committee. Reminder for submitting names for the bike trailheads so that they can be considered.
Discussion on trailcat, trainings, and progress in preparation for upcoming work including that for other machines. Discussion on a few trails that will soon need maintenance. Discussion on repairing the roadway near Grimes Wash as well as the parking lot and other areas.
b. Forest Service- Myron reported getting a little snow on the mountain and being able to use the new snowblower to keep restrooms accessible. Little's Creek project is making progress, met and had good discussions with permittees. Trail work continues with the warm weather, crews have been working on the Blue Trail in Ferron Canyon. Thanks to the county for helping the Forest Service in working on grants to improve local recreation sites. Discussion on Snow College working to hire a trails crew to work on the forest, now working toward applying for grants to fund this effort.
c. State Parks-
d. Committee Member- Big Mountain Lodge will be sponsoring two jamborees this year, the Swell Jamboree on April 25-26 (and Castle County OHV Association poker ride on April 27th), and the Arapeen Jamboree in September.
Discussion on accessibility of OHV trail through Mounds Campground.
MECCA mountain bike festival will be held April 26-28 at Buckhorn RV Resort. Registration online should be open by March 1st.
Discussion on working on the Behind the Reef trail while equipment is down near Goblin Valley.
e. Commission-
f. Travel Bureau and Public Lands- Discussion on booths at SLOREX coming up this year. We are compiling a maintenance list of any trails that need attention to be able to keep a running account of where efforts are needed. If anyone knows of an appropriate trail for the list, email AnnDee so that she can put it on the list to be discussed at the next meeting. As long as the trails grant is approved in commission, the trails grant will be opening up applications soon.
