1. CALL MEETING TO ORDER. Mayor Dennis Sweat called meeting to order at 6:30pm. 2. ROLL CALL Mayor Dennis Sweat Councilmember Manuel Carrillo Councilmember Adam Palafox Councilmember Brandon Grossman City Administrator Glenn Wadsworth City Attorney Dallin Littlefield (PHONE) City Clerk/Recorder Liliana Soriano City Treasurer Sasha Palafox EXCUSED: Councilmember Christian Pantelakis, Councilmember Darlene Trammell ATTENDANCE: Radine Murphy, Jeremy Godfrey 3. APPROVE OR DISAPPROVE APPOINTMENT OF RADINE L. MURPHY AS CITY COUNCILMEMBER FOR TWO (2) YEARS. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve appointment of Radine L. Murphy as City Councilmember for two (2) years. All in favor, Motion passed. 4. SWEARING IN OF RADINE L. MURPHY, COUNCILMEMBER, AND JEREMY GODFREY, POLICE OFFICER. City Clerk Liliana Soriano sworn in Councilmember Radine L. Murphy as well as Police Office Jeremy Godfrey. 5. ROLL CALL Mayor Dennis Sweat Councilmember Manuel Carrillo Councilmember Adam Palafox Councilmember Brandon Grossman Councilmember Radine Murphy City Administrator Glenn Wadsworth City Attorney Dallin Littlefield (PHONE) City Clerk/Recorder Liliana Soriano City Treasurer Sasha Palafox EXCUSED: Councilmember Darlene Trammell 6. PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Councilmember Radine Murphy. 7. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OFJANUARY 03, 2024 DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve City Council meeting minutes of January 03, 2024. All in favor, Motion passed. 8. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin went through stats. Connin informed council he has hired a new reserve who has retired after 25 years. He is familiar with Wendover and would like a Part time to be able to keep certifications. Connin also is awaiting applicant for another reserve officer. Council was given an update regarding new Police vehicle Dodge Durango it is still at premier, there is a very long listing of vehicles in premier shop awaiting to be worked on. Connin informed Council he is thinking about just having premier to the inside work and finding an additional location to do graphics on outside to get done faster. B) FIRE DEPARTMENT - TONY GONZALEZ Fire Administrator Tony Gonzalez went through stats. Tony updated council that he is working with Fire Marshall out of Tooele to get system going for inspection reports for all businesses including food trucks. Tony is hoping this will bring some more income into Fire Department. As well as for inspections of businesses is high as we are just starting to oversee this. Tony also asked council about getting a phone for himself to use during accidents as he is having to use his personal. City Administrator Glenn Wadsworth commented he will help him find resource through his budget income for the phone. C) UTILITY - BILLY FREEMAN Public Works Supervisor Billy Freeman gave council update on work they have been doing. They has a huge water leak on base that they got fixed. Billy let City Council know of burial tomorrow that plot has been dug already. Police Administrator Michael Connin asked Billy if there was an update for new shop. Mayor Dennis Sweat asked City Administrator Glenn Wadsworth for update as Glenn mentioned Water and Electrical has been put in. 9. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. None. 10. YOUTH RECOGNITION AWARDS BY WENDOVER PREVENTION GROUP. DEEANNA CROASMUN Wendover Prevention Specialist Deeanna Croasmun introduced youth award. Benjamin Ortiz who was recognized for his outstanding act of service. Lizbeth Landeros was awarded for her incredible put together of food drive for Thanksgiving. Both youths were awarded with a certificated as well as a Wendover Prevention bag full of coupons and other things. 11. RATIFY MOTION MADE ON DECEMBER 06, 2023 BY COUNCILMEMBER BRANDON GROSSMAN, SECONDED BY COUNCILMEMBER CHRISTIAN PANTELAKIS TO SURVEY PILOT PEAK CITY PROPERTY IN THE AMOUNT OF EIGHT THOUSAND DOLLARS ($8,000.00) MORE OR LESS TO BE PERFORMED BY JOE RICHARDSON LAND SURVEYOR. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve motion Ratify Motion made on December 06, 2023 by Councilmember Brandon Grossman, seconded by Councilmember Christian Pantelakis to survey Pilot Peak City property in the amount of eight thousand dollars ($8,000.00) more or less to be performed by Joe Richardson land surveyor. All in favor, Motion passed. ROLL CALL: Councilmember Manuel Carrillo, Councilmember 12. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. City Clerk Liliana Soriano went through community building rental applications. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve the Per-Scheduled Community Center Rental Dates. 13. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Mayor Dennis Sweat brought to attention every January of New Year a new City Council Liaison needs to be appointed for Planning and Zoning. Councilmember Brandon Grossman asked to not continue as City Council Liaison. Councilmember Adam Palafox was appointed as new 2024 City Council Liaison of Planning and Zoning Board. Mayor Sweat asked to approve BID that was made at 6:00p.m in the amount of $2,000.00 for the 2010 Crown Victoria to David Beachem. Motion made Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo to approve BID amount of $2,000.00. All in favor, Motion passed. Mayor also addressed from last meeting the Gentleman Robert Van Dyke from Springville that presented a low income Housing to be built on Conley Acre property he would like Council to continue thinking about this for Wendover City. 14. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERE TO. City Administrator Glenn Wadsworth informed Mayor Dennis Sweat and Council that he has put in the CDBG application in the amount of (Three hundred thousand dollars) $300,000.00 for additional water lines to be placed. Glenn notified council he won't have answer for approval until the end of April. 15. CITY ATTORNEY, DALLIN LITTLEFIELD UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS. No Updates. 16. UNFINISHED BUSINESS: None. 17. NEW BUSINESS: City Administrator Glenn Wadsworth asked Council to review any roads that they want to be resurfaced. Councilmember Manuel Carrillo and Councilmember Brandon Grossman all suggested Moriah needing to be done as well as Mayor requested Aria Blvd pot holes be filled. 18. EXECUTIVE MEETING. None. 19. NEXT SCHEDULED COUNCIL MEETING: MARCH 06, 2024 @ 6:30 P.M. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve March 06, 2024 City Council meeting at 6:30p.m. With also being a BID starting at 6:15p.m. All in favor, Motion passed. 20. ADJOURNMENT Motion made by Councilmember Radine Murphy, seconded by Councilmember Brandon Grossman to adjourn City Council meeting on February 07, 2024 at 6:58p.m. All in favor, Motion passed.
