- ULCT's factual information on constitutional amendments on the November ballot and the Political Activities of Public Entities Act (PAPEA)
1) Discussion question: ULCT staff intends to distribute this 'factual information' to membership about the constitutional amendments and PAPEA. Are you comfortable with this approach?
- 2034 Winter Olympics
1) Discussion question: Gov. Cox and the Legislature have asked for municipal priorities for 2034. Team ULCT has also discussed Olympic engagement opportunities with Olympic leaders. What do you think about a ULCT effort, that reports to the Board, that a) prioritizes challenges, opportunities, and 'big asks' for 2034 and beyond; b) unites host venue cities and others, and c) identifies community engagement options?
- Commission on Housing Affordability: Utah State Housing Plan forthcoming
1) Discussion question: the Board gave us direction in November about the Utah State Housing Audit. Should we still proceed under that direction?
a) State Housing audit, ULCT written response, ULCT Board response from November, and next steps
b) Key issue: right balance between state objectives, regional approaches, and local flexibility
c) Examples: Station Area Plans, Unified Transportation Plan, Wasatch Choice, HTRZ/FHIZ/HOPZ
d) New concept about land use preemption for small lots with some deed restrictions, 'MIHP safe-harbor,' external ADUs, parking, etc.
2) Future discussion question: what are cities willing to do, within our sphere of influence, to promote housing units that are affordable and owner-occupied?
a) Membership feedback (LPC, LPC-CHA subgroup, etc.)
