COTTONWOOD HEIGHTS CITY COUNCIL AGENDA Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at 7:00 p.m. on Tuesday, October 25, 2011, at Cottonwood Heights City Council Chamber located at 1265 East Fort Union Blvd., Suite 300, Cottonwood Heights, Utah. 7:00 p.m. 1.0 WELCOME/PLEDGE/ACKNOWLEDGEMENTS 2.0 CITIZEN COMMENTS (Please note: In order to be considerate of everyone attending the meeting and to more closely follow the published agenda times, public comments will be limited to three minutes per person per item. A spokesperson who has been asked by a group to summarize their concerns will be allowed five minutes to speak. Comments which cannot be made within these limits should be submitted in writing to the City Recorder prior to noon the day before the meeting) 3.0 REPORTS/PRESENTATIONS/PROCLAMATIONS 3.1 Proclamation Recognizing Alternative Fuel Awareness (The Council will proclaim the month of November as Alternative Fuel Awareness month) 3.2 Standing Monthly Reports 1. Monthly Financial Report – Finance Director Steve Fawcett (The finance department will provide a report of the city budget as of September 30, 2011) 2. Unified Fire Report – Assistant Chief Mike Watson (Report by Assistant Chief Watson of medical and fire calls responded to in Cottonwood Heights during the month of August as well as other informational items from the Unified Fire Authority) 4.0 ACTION ITEMS 4.1 Consideration of Resolution No. 2011-42 Consenting to an Appointment to the Historic Committee (Council will consider Resolution No. 2011-42 appointing Dean Smart to the Historic Committee) 4.2 Consideration of Resolution No. 2011-43Approving an Interlocal Cooperation Agreement with Salt Lake City for Work on the East Jordan Canal 5.0 DISCUSSION ITEMS 5.1 Consideration of Petition for Disconnection by Cottonwood Estates Development (The Council will discuss the Petition by the developers of the Tavaci property to disconnect from the city in preparation for voting on the petition at the Council meeting on November 1st.) 6.0 CONSENT CALENDAR 6.1 Approval of September 20 and September 27, 2011 Minutes 7.0 ADJOURN BUSINESS MEETING AND RECONVENE WORK SESSION IN ROOM 250 PUBLIC COMMENT PROCEDURE At each City Council Business Meeting any person wishing to comment on any item not otherwise on the agenda for public comment may address the City Council during the Public Comment period. Any person wishing to comment during the citizen comment period shall request recognition by the Mayor and upon recognition, approach the microphone and state their name and address the body. Any person wishing to comment shall limit their comments to no more than three (3) minutes, unless additional time is authorized by the Mayor. Citizen groups will be asked to appoint a spokesperson, who shall limit their comments to no more than five (5) minutes. All comments shall be directed to the Mayor and City Council. No person addressing the City Council during the comment period shall be allowed to comment more than once during that comment period. Speakers should not expect any debate or dialogue with the Mayor, City Council or City Staff during the meeting. The Council may choose to limit the amount of time allotted to public comment on a specific issue. In such cases, special procedures for determining who will be allowed to speak and the order of such speakers will be determined by the Council. On Monday, October 24, 2011, at 2:30 p.m. a copy of the foregoing notice was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was faxed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder. The Agenda was also posted on the City’s website at www.cottonwoodheights.utah.gov and the State Public Meeting Notice website at http://pmn.utah.gov DATED THIS 24TH DAY OF OCTOBER Linda W. If a Council Member does participate via telephonic communication, the Councilmember will be on speakerphone. Prior to the Work Session a closed meeting will be held from 3:45 p.m. – 6:00 p.m. 6:00 p.m. 1. Closed Meeting to Discuss the Character and Professional Competence or Physical or Mental Health of an Individual 6:45 p.m. 2. Review of Business Meeting Agenda (5:00) 3. Public Relations Specialist Report (20:00) a. Media Coverage (Public Relations Specialist, Stephanie Archibald, will provide a report on media coverage of city events) b. Valley Journal for November (A review of the final proof of the Valley Journal will be reviewed along with a discussion of content for future editions) 4. Public Works Report (30:00) a. Landscape Maintenance Agreement (Staff will discuss the tentative budget for the contract with Cottonwood Heights Parks and Recreation for maintenance of city property) b. Update on Big Cottonwood Canyon Trail (Public Works Director Mike Allen, will report on the status of the trail project) c. Sanitation Board Meeting (Staff will report on the October 24th meeting) 5. Planning Department Report (60:00) a. Cottonwood Corporation Building Proposal (Staff will report on the new buildings and site plan being proposed at the vacant parcel in the Cottonwood Corporate Center acquired by Cottonwood Corporation from Blue Cross Blue Shield) b. Union Park Avenue Landscaped Median Project (Planning Staff will update the Council on the Union Park street improvement project) c. Mountview Park (Staff will provide an update on progress on Mountview Park) d. Report on Planning Commission Meeting held October 19th (The Planning Commission Meeting on October 19th reviewed the newly proposed Canyon Residential Development Zone. The Planning Dept. Manager, Brian Berndt, will provide the Council with a report) e. Conditional Use Permit for Cell Phone Tower at St. Thomas More (The city has received some complaints regarding the CUP for the new Verizon Cell phone tower proposed on the St. Thomas More property. The Planning Dept will provide an update on its status) 6. Public Safety Reports (20:00) a. Unified Fire Authority (Report from Assistant Chief Mike Watson on events of the week) b. Police Department (Report from Chief Russo on noteworthy events of the week) 7. City Manager’s Report (45:00) a. Homeland Security Grants Council Meeting (A general meeting of October 20th will be reported) b. Report on Salary Survey Progress (A salary survey has been underway for months to evaluate the pay to city employees relative to market. A report on progress of the survey will be provided) c. Review of Final Redistricting for County and State (With all redistricting completed, the Council and City Manager will review the effect of the redistricting on Cottonwood Heights). d. Report on SL County Committee on the Future of Salt Lake County (City Manager, Liane Stillman, attended the Committee meeting on the future of Salt Lake County and will provide the Council with a report of that meeting) 8. Mayor/City Council Reports (30:00) a. Volunteer Appreciation Banquet – Mayor Cullimore (The City held an appreciation dinner for volunteers on October 21st and the Council will review the event) b. Valley Emergency Communication Committee – Councilman Thomas (Councilman Thomas will report on the October 20th VECC meeting) c. Cottonwood Heights Parks and Recreation Meeting – Councilman Peterson (Councilman Peterson will report on the monthly coordination meeting with CHRC held October 20) d. TRCC Advisory Board Meeting – Mayor Cullimore (Mayor Cullimore chairs the County Tourist, Recreation, Cultural and Convention Committee, or TRCC, that advises the County on how to utilize TRCC taxes collected by the County.
