Welcome LaRee Stephenson and Tamara Dallin, new members of the town council.
2. Approval of December 13,2023 Town Council Meeting Minutes
a. The council discussed the minutes. Clarifications were made, no corrections.
LaRee Stephenson wondered about Phils comment on the water budget supplies and Maintenance being over budget and why. There have been hydrants and some water lines that needed to be fixed that were not expected. The Mayor explained that we will keep an eye on that area of the budget but it does not mean that the entire water budget is over, just that one area.
Tamara Dallin wondered about the subdivision code update. The state is mandating that every municipality update their subdivision code, with the state providing the funding. Sunrise will be handling this project including it in with the towns general plan update. The town needed to approve a work release for Sunrise Engineering to work on the subdivision code update.

3. Payment of payroll/reimbursements and bills
a. The bills/payroll/reimbursement invoices dated December 15, 2023- January 8, 2024 were given to the council for review before the meeting.
Phil Whatcott motioned to pay bills/payroll/reimbursement invoices December 15 2023-January 8, 2024 LaRee Stephenson seconded. Roll was called, Tamara Dallin- yes; LaRee Stephenson - yes; Phil Whatcott - yes; David Wood - yes; Mayor Fox-yes.
4. Petitions, Remonstrance and Communications
5. Planning and Land Use- Ted Bennet
No new business. Howard Shaw's plans for home addition have been submitted, approved and permit given.
6. Report of Officers
a. - Roads & Landfill- Tamara Dallin
The landfill permit is up for renewal for another ten years. Rod Dastrup has begun gathering the information to renew the permit. Rod has acquired the post closure bids and they have gone up about 10 thousand for clean up costs. As part of the landfill certification the town needs to have funds set aside for the funding of the cleanup should the landfill need to be closed. The town has the funds in place should the need of a cleanup arise.
b. Parks, Recreation and CERT - LaRee Stephenson
LaRee will look into the defibrillators that past council member Josalyn Stevens had started. The town will acquire one for now to be placed at the fire station. A training will be needed so town residents will know it is at the fire station and how to get in to obtain the defibrillator should the need arise.
c. Electric - David Wood
Power is running about thirty percent higher than it has been in the past.
David questioned the reason for two employees reading the electrical meters in December- Rod responded that his hip was still healing and so Danny was doing the physical work to and from the homes.
David addressed the high utility delinquent amount of $6000.00, and what can be done about it. The board members discussed following the town's delinquent policy and reminding those delinquent via letters of the towns policy and sending disconnect notices.
d. Fire Department- Phil Whatcott
*Fire department officers- The fire department held department officer nominations at their monthly meeting on January 9, 2024, they voted as follows; Chief- Jason Christensen, Assistant chief- Paul Johnson, Captain- Dan Stevens, 1st Lieutenant- Dan Thomas, 2nd Lieutenant- Riley Christensen, 3rd Lieutenant- Cade Hunter, 4th Lieutenant- Patrick Grogan, Chairman- Ben Hunter, Secretary- Courteny Stephenson, Treasurer- Wade Butterfield.
Phil Whatcott motioned to accept Jason Christensen as fire chief, Darren Fox seconded. Roll was called, Tamara Dallin- yes; LaRee Stephenson - yes; Phil Whatcott - yes; David Wood - yes; Mayor Fox-yes.
Water
- Water project update- Nothing new to report. The town is still in negotiations with the landowner where the well would be located.

7. New Business
- Dog Tags- The cost of the dog tags has been going up the past few years and are now at around ninety dollars for 100 tags. The town only uses about half of those. Do we find a way to use past leftover tags or purchase the 100 for the year 2024?
Mayor Fox said to order the 2024 tags as there is not a good way to modify tags left from past years.
Rod Dastrup has been given approval to attend the annual Rural water conference in Southern Utah. This conference is held for one week at the end of February. Councilman Phil Whatcott would like to have Danny Thomas attend also and re-take the water operator test to certify as an operator.
The conference is a week long so both town employees will be out of town that week.
*Thane Hillestad- Has gathered information from other towns regarding their net metering policies and has put together a revised proposal. Thane would like to have a work meeting with the council to follow up and finalize a net metering policy. The focus would be on residents being able to put solar on their homes, as well as other electrical options.
Tamara Dallin- Under the impression from being the town clerk years ago that because of the age of Holden towns electrical systems, that our current electrical system can't hold up to power re-entering the grid. Is that still the case?
David Wood- Other towns he has spoken with don't pay residents for the power their solar generates and/ or they don't allow push back onto the towns electrical systems. They are their own entity and can do solar on their own but no push back onto the town.
Mayor Fox- Over the years there have been a lot of changes in technology and how the solar interacts with the electrical grid. It is something that we need to look into.
David Wood inquired if Thane knew of others in town interested in solar. Thane is aware of one other resident in town who would be interested. It is expensive to put in and not feasible for most. But with the talk of electricity rates increasing with no decrease in sight, Thane would like to see another power source.
Those residents living in the county can have solar, but they are under Rocky Mountain Power.
Mayor Fox agreed that a work meeting would be the best place to continue the conversation of the net metering proposal. Set up a work meeting going through Thane's proposal, look at the questions and get a policy in place.
David Wood- Town also needs to look into the legal ramifications. A year ago the town kept experiencing brown outs that were caused by the solar farm west of town. That also needs to be taken into account of how to eliminate that from happening in town.

*Holden town histories- The town had the Holden History book reprinted years ago, but those have all been sold. There has been interest in those wanting the history. Would the council be open to having the book re-printed again for sale to those interested
8. Outstanding Business
The lights that were broken at the entrance to the cemetery have been replaced and are now working. Thank you to the donor who helped get those lights repaired. The lights on the North side of the town hall have also been repaired. Those using the town hall for events are now utilizing the front, South and North sides of the building for parking. Thank you to Thane Hillestad for fixing the parking area to make that possible.
