Sheri called the meeting to order at 7:07pm
Sheri made a motion to accept the minutes from the last meeting. Paul seconded it and the motion passed.
Bret stated that in the last work meeting, the commission talked about the different commercial zones and industrial zones and their different purposes and permitted uses. The planning commission was supposed to go over the zoning ordinances to see how that is all set up. Bret had some copies for everyone. Bret said that in our current land use ordinance, it lists the purpose, the permitted uses, the accessory uses, home occupation, conditional uses, etc. Bret read the commercial purpose and permitted uses. It is a really basic and simple definition. He said that they have talked about removing veterinarian services from the commercial zone. Bret wants some feedback from the commission on how they want it in the general plan. Do they want a big long list of all the things that are permitted or a smaller list of the things that aren't permitted? The list they give is by way of example, and then they list a long list of examples, but there is no way a list can include every type of business that would be permitted. Len said that he understands why a veterinarian business could be a problem if it was a certain kind of business in the wrong area. Bret talked about addressing certain adult businesses and having them restricted to a certain area of a commercial area. He said that the wording in the ordinance would have to be specific in what an adult business is and what specific requirements it should have. He said that Blanding currently doesn't address any type of adult business. Bret advised that we can involve the consultants to see what they say about the subject. But he also advised that most of the money is used up and if we give them too many assignments, they won't have the time and money to address all the assignments. They discussed meat rendering and meat processing. They agreed that the description needs to be specific. Bret said that the planning commission can make a recommendation to the city council to make our commercial uses more specific to what we want it to be concerning certain businesses. Bret went over a list of different types of land use applications and the steps and bodies it has to go through for approval. Bret advised that we need to take a good look at our maps and see where the best option for an industrial zone will be. Pual made a motion to recommend to the city council to adopt the title 10 and 11 zoning updates. Seconded by Sheri. The motion passed. Len suggested that the wording be more simple than trying to be super specific about the requirements of each zone. Bret also thinks that the city doesn't need such a complicated list, the simpler the better. They agreed that it's easier to come up with a list of restrictions rather than a list of allowances. They talked about the different formats that the ordinances are written in. They agreed that the older version is easier to read and to understand. Paul made a motion to recommend to the city council to revise the commercial and industrial zoning and include language that fits the needs of adding some of the adult businesses and meat processes etc. Sheri seconded it and the motion passed. Bret advised that the state requires city ordinances to be reviewed every 10 years.
The commission discussed the possibility of having a meeting in December. Sheri moved to adjourn the meeting, seconded by Paul. Meeting adjourned at 8:20pm.
