NOTICE OF PUBLIC HEARING
Spanish Fork City and Water Quality Board
Notice is hereby given that a public hearing will be held before the Spanish Fork City Council on Tuesday, February 20, 2024 starting at 6:00 p.m. in the Spanish Fork City Council Chambers located at 80 South Main Street, Spanish Fork, Utah. Time will be allowed for public comment both for and against the following item:
Application to the State of Utah Water Quality Board (the 'Board') for the purchase of approximately $4,500,000 Spanish Fork, non-voted sewer revenue bonds. The bonds would be paid back with an interest rate of 1.12% over a period of approximately 20 years. Spanish Fork City (the 'City') does not anticipate raising sewer rates in connection with the issuance of the bonds, however, moderate rate increases are anticipated in connection with the construction of the overall wastewater treatment facility that will be financed in part with proceeds of the bonds. The funding is contemplated for the construction of improvements to the City's sewer system and all related improvements.
It is the policy of the Board to provide a 15-day period for public comment prior to the purchase of any non-voted revenue bonds. In this regard, the Board wishes to solicit the comments of the sewer users (either for or against the project). Interested individuals are encouraged to respond before February 20, 2024. Verbal comments may also be made during the hearing. Written comments should be addressed either to the Spanish Fork City City Recorder at tsilver@spanishfork.org or the Water Quality Board:
