A. HVAC Controls at the Deseret Peak Complex Convention Center (Sole Source), Corey Bullock
The HVAC controls at the Convention Center at Deseret Peak Complex are so antiquated, we can't not properly control temperature. The controls are stored on a old computer because they require a windows 98 platform to operate and even then they don't do so adequately.
We are requesting the sole source from Carrier as they are the supplier of our current controls and by using them we will save money on new infrastructure and upgrades. The money for the project has been budgeted in capital projects for 2024 and is at of the impact fee fund.

B. Geotechnical Study at Energy Solutions Aquatics Center(Sole Source), Corey Bullock
Parks and Recreation is requesting IGES come back out to the pool and provide more in depth geotechnical analysis of the soil where the new pool is going to be built. During their initial analysis, to determine the reason for the pool sinking, they could not bring in heavy equipment to dig deep enough to perform the standard analysis of soil. We did not want them to damage the pool, so it could be salvaged. With the pool gone, heavy equipment can be brought in, and a proper analysis can be done. We are requesting the sole source from IGES because they did the initial survey of the soils, and it will cost the county less money to have them come back and finish the sampling as opposed to starting with a new company.

C. Parks and Recreation Water Truck Purchase, Corey Bullock
Parks and Recreation is requesting approval to purchase a water truck from Wheeler Machinery. We received three bids and they were the lowest. Additionally, Wheeler is on state contract. A new water truck was approved in the 2023 capital equipment budget for Parks and Recreation.

D. Contract between Mike Zimmerman Well Service and Tooele County Solid Waste, Nathan Harris
This is a contract for the well that has been budgeted by the landfill. It was put out to bid. We received two bids, and Zimmerman Well Service was the lower of the two bids received.

E. Server Infrastructure Phase 2 - ESXi Servers, Scott Persons
The Information Technology Department formally requests authorization to advance with the Capital Improvements Project, specifically focusing on Phase 2, which involves the implementation of ESXi servers. This phase represents the culminating effort in the comprehensive overhaul of our core server infrastructure. It's important to note that this is a sole- source purchase aligned with state contract provisions. Currently, our system adeptly manages 75 virtual servers along with 20 virtual desktops. The proposed upgrade, being a crucial step, is poised to significantly enhance our operational capacity and efficiency.

The Information Technology Department respectfully requests approval to proceed with the Capital Improvements project, specifically the Cisco Equipment Refresh phase. This request represents a Sole Source purchase under a State Contract maintained by the vendor. This phase marks the culmination of a multi-year initiative focused on replacing and upgrading our core connectivity infrastructure. This crucial upgrade is designed to replace and enhance the core equipment, ensuring robust and seamless connectivity across our wired and wireless networks, server infrastructure, and all remote sites. This strategic enhancement is vital for maintaining and improving our network's efficiency and reliability.

G. Erda Contract Extension, Andy Welch
Erda City is requesting to extend their current contracts as presently constituted with Tooele County till June 30, 2027. With the exception of including the Roads contract quarterly report of service provided and protected projects.

H. Contract between MJ Mechanical and Tooele County for Jail Rooftop Units, Jason Sparks
The HVAC units on top of the jail have had issues and one of the units recently caught on fire and became irreparable. The units are old, and this contract is between MJ Mechanical and the County to replace the units. The new units may require structural modifications to the jail and
those costs are currently unknown, if needed at all. This contract is to allow MJ Mechanical to start work and order products while the County finishes the necessary engineering if needed because the new units are months out for delivery.

Ordinance 2024-01
Gary and Wendy Riddle have requested a rezone of 34.35 acres located at 6512 N. Burmester Road, north of Grantsville City, from A-20 (Agriculture, 20-Acre Minimum Lot Size) to A-10 (Agriculture, 10-Acre Minimum Lot Size). The Tooele County Planning Commission is unanimously in favor of the rezone.

B. Rezoning 21.49 Acres East of Rush Valley from MU-40 to M-D, Trish DuClos
Ordinance 2024-02
Jerome (Jay) Anderson has requested a rezone of 21.49 acres located east of Rush Valley from MU-40 (Multiple-Use, 40-Acre Minimum Lot Size) to M-D (Manufacturing Distribution). The Tooele County Planning Commission is unanimously requesting a denial of the rezone.

B. Appointment of Temporary Manager in Assessor's Office, Nathan Harris
UCA 20A-1-508 outlines the steps and procedures for the appointing of an interim county official when an elected official vacates his/her position. This is the first step that is required in the process. Cassandra Macklin is the most senior employee in the Assessor's office and should be appointed as Temporary Manager under UCA 20A-1-1508(2)(a).
