Town Council Meeting MINUTES January 4, 2024 25 E 100 N JOSEPH UT, 84739 PRESENT: Susan Gestring, Eugene Gestring, Tyler Timmons, Lisa White, Chet White, Michael Naiser, Troy Campbell, Steve Healey, John Spendlove, Terry Balch, Jared Capbell, Doug Nowell, marty Anderson, Nikole Campbell, Haley Obray ABSENT: PRAYER: PLEDGE OF ALLEGIANCE Nikole swore in Terry Balch and Troy Campbell as new Town Council members. Minutes: Minutes were read. Marty motioned to accept the minutes, Doug 2nd the motion. All were in favor. Mayor Updates: -The Water Infrastructure grant that the town applied for was denied. -There is funding for towns to get their subdivision ordinances in place. We have moved forward with Mike Hansen thru Jones and Demille to help us with that. He suggested we wait until the spring to make sure the legislature doesn't change it again. We have until Dec 2024 to finish it. Tyler Timmons said he would be happy to look at the ordinances to make sure they are good and tight. Then it will be ready for when Mike H. gets it. The mayor asked if there would be any reason to do a moratorium for the subdivision. Tyler said the only reason for one is if the town didn't have a subdivision ordinance, or if there was a water issue. -The ROCG grant that the town applied for to extend the roof on the JCC was denied. The mayor and Zac had a conference call with them this morning. They gave them some ideas and guidelines on how to proceed for next year's application. Walmart has a grant that towns can apply for every month for $250, or one that they can apply for once yearly for $5,000. This can be used towards anything. It just needs to be outlined in the application. Jared asked Haley and Nikole to go ahead and apply for them as needed to help with different activities for the town. There is also a Lowe's grant and a National Recreation Equipment grant that he is looking at. -The mayor was curious what the price difference would be between mechanical and magnetic meters. Our current bit was $90,000. If the town went with magnetic meters it would raise the bid to $103,000.00. The benefits of the magnet was the longevity of the meter. There also would not be anything that could get into the meter because it is sealed. The downfall for both is freezing. The funds that were going to be used to buy the starter kit would be used to cover the extra cost. Marty made a motion to upgrade to the magnetic brass meters and ust the ARPA money to cover the extra cost. Troy seconded the motion. -Jared contacted Scott Parsons and got the name of a man who he contracts through to buy his weed spray. This man had a yearly spray that Monroe City uses and it does very well. It is usually sprayed in the fall, but can still be sprayed in the spring before the weeds start. Jared said he would like to price it and see what it would cost. Last year the town spent around $400.00 on spray from Larsen's. WATER: -Chett White with Whites Sanitation came to discuss any questions or concerns. Steve asked them to stay off the shoulder of the road. The drivers will ask customers to bring them closer to the road if needed. This year July 24th and Christmas day will be on a Wednesday so it will bump everyone back a day. Town Clean-up will be April 26th-May 6th. They hauled 2 loads last year from Joseph. There are still no tires allowed. -There will be a 2% increase in the water again this year as per the ordinance. The mayor said when he talked to the CIB board, they asked when the town last raised their water rates. It was beneficial to us to be able to say every year. -Doug let the council know that the town owns 2 shares of water that they pay for each year but never use. It is 12 acre ft of water which is 3,960,200 gallons of water not being used. He would like to apply for some kind of grant to help us be able to use this water. The town paid $500.00 for water used through the culinary line. The mayor suggested until there's a plan, would it be beneficial to put the water up for rent by bid. Mike said before anything is decided, it needs to be decided exactly what the town wants to do so they know what kind of grant they can apply for. It was decided to have a separate meeting to come up with a game plan. -The approval was given to turn the needle springs back into the well, but there has been too much snow to get up to the spring. Mike would like to get together with A&D Jensen and the Christensen's to make a plan on the update of Cold Springs so everyone is involved. Mike said there was a good response from Joseph Town for the Lead & Copper survey. MISCELLANEOUS: -Nikole would like to do a Spaghetti & BINGO dinner Fundraiser on Feb 9th @ 6:30 so that the town can purchase lighter plastic tables for the JCC. The town will ask for bake sale items that can be used for BINGO prizes. Zac said the town could put in monthly, for $250.00 of grant money from Walmart. It would help cover the cost of activities like this to help the town. The old ones will be used to replace the older ones out in the park shed for customers to rent. -The Town Council will meet @ 6:30 before the next town council meeting to review the Open & Public Meetings Act with Tyler. Marty Motioned to adjourn the meeting, Doug seconded the motion. All were in favor.
