The public hearing came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the public hearing and city council meeting had been given. Jim Harrison gave an opening expression of choice, and the Council recited the Pledge of Allegiance.

City Council Meeting-
1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the November 20, 2023 Council meeting.
City Council Member Hal Jensen moved to accept the minutes of the November 20, 2023 meeting as corrected. City Council Member Nancy Kennedy seconded the motion. The motion was approved by members: Mason, Harrison, Kennedy, Rasmussen and Jensen.

2- OPEN SESSION-
No citizens came forward to speak in the open session.
3- CHRISTMAS AT WILLOWBEND COMMITTEE-
The Christmas at Willowbend Committee came to City Council Meeting to thank Aurora City for their support of their event at the beginning of the Christmas season. Committee Chairman Tambrea Vercimak stated that they felt the event was very successful and had great feedback from the vendors and members of the community. The Committee would like to continue the event next year and received support from the City Council to continue.
4- CIB ROAD PROJECT-
Parker Vercimak discussed the CIB road project that was approved at the CIB meeting last November. He mentioned that culvert repairs could be a part of the project. The funding meeting will be held in February where hopefully at that time the project will be fully funded.
5- SUNRISE ENGINEERING - LEAD AND COPPER COMPLIANCE PROGRAM-
Jordon Bosh stated that he has met with representatives from Sunrise Engineering to discuss their help in getting Aurora City compliant with the new lead and copper pipe regulations. Sunrise Engineering with take the data collected and prepare a report that can be submitted to the State. This report is due in October of 2024. Mr. Bosh stated that most of the data needed for the report can come from the GIS system that the City is already using. Gathering information from individual home owners will be the difficult part of the report to complete.
6- SUBDIVISION ORDINANCE CHANGES-
Mr. Johnson stated that he has been in contact with the Mike Hansen Planning Group to help Aurora City with the state requirements for their subdivision ordinance. Mr. Johnson informed the Council that Mr. Hansen informed him that there may be some changes during this year's legislative session so he would like to delay work until

April 1, 2024 so that any changes can be implemented.
7- CODE ENFORCEMENT-
Mr. Johnson stated that Mr. Billingsly had his crew clean-up the two properties that were issued letters. The clean-up of the Wasescha Property and the Knott property had been given time to clean up their properties and had not done so, so Mr. Billingsly moved his crew onto the properties and cleaned them up. The charges for cleaning will be added to the property tax is the individuals do not pay for the clean up.
8- AURORA CITY PARK IRRIGATION SYSTEM-
Mr. Bosh stated that he has been in contact with Mountainland to provide a quote to improve the irrigation system at the Aurora City Park. Mr. Bosh stated that it would cost roughly $75,000.00 to overhaul the system so that it works better. There are other cheaper options that could be considered but the effectiveness of those systems was not known. Mr. Bosh stated that he would continue to research the best approach for the irrigation system.
9- CHANGE OF CITY COUNCIL DATE IN JANUARY-
Mayor Quarnberg informed the Council that a change in the date of City Council meeting in January will be needed in order to accommodate the appointments of the new City Council members. The date will change from January 15th to Tuesday January 23rd.
10- DEPARTMENT REVIEWS-
Jim Harrison- Mr. Harrison informed the Council that he was also involved in the audit for Aurora City and that he will help Mr. Johnson follow the suggestions of the auditors.
Kelly Mason - Mr. Mason informed the Council that a new Recreation Director has been working hard to get the programs up and running. He mentioned that soccer will be moving to Spring in order to play teams from Gunnison, Manti and Mt. Pleasant.
Nancy Kennedy- Ms. Kennedy stated that the Planning Commission did not hold a meeting in December. Many of the members had conflicts with the scheduled date.

Hal Jensen- Mr. Jensen stated that the animal control officer had picked up a dog from Salina over the weekend and that the owners we happy to have him back. He also mentioned the upcoming dog licensing clinic which will be held on Saturday February 3, 2024 from 9:00 - 11:00 am. Mr. Jensen also discussed the procurement policy and the obtaining of bids from those who do work for Aurora City. He was informed that the Planning Commission is currently working on a new procurement policy for the city.
Jordon Bosh- Mr. Bosh discussed the lead pipe project that was above the city will be starting soon.
11- REVIEW OF WATER USE REPORTS, BUDGET, FINANCIAL STATEMENTS, REVIEW OF THE CHECK REGISTER AND SAVINGS ACCOUNTS
The City Council reviewed all of the reports.
12- ITEMS FROM THE RECORDER-
Mr. Johnson informed the Council that Western Clay is disputing their property tax bill again which will probably have ramifications on the property tax rate that will need to be set in June. Mr. Johnson stated that officials from Western Clay have met with Sevier County and Sevier School District but as of yet, have not contacted Aurora City. Mr. Johnson also noted the Tresha is working on getting the Aurora City Justice Court up and running and will officially begin work on January 2, 2024. The Court has one case that day and it will be a good learning experience for her to see how Court works.
13- ITEM FROM THE MAYOR-
Mayor Quarnberg informed the Council that garbage pickup would be on Tuesday for the next two weeks because of the holidays. He asked Mr. Johnson to post something on Facebook to remind the citizens. Mayor Quarnberg also stated that he had visited with Steve Wall, the Sevier County clerk/auditor about the election bill that was sent to Aurora City. The bill from Sevier County totaled $1710.40 and was for an election that Aurora City did not have. Mayor Quarnberg stated that not paying the bill is not worth causing issues with Sevier County. He said that we deal with law enforcement, building department, recorder etc. and that Aurora City should just move forward, learn the lesson and not have the issue again. Quarnberg also noted that this will be the final Council meeting with Andy Rasmussen. He thanked Andy for his many years of service. He also presented him with a gift certificate for he and his wife to enjoy a nice dinner. The Mayor then wished everyone a Merry Christmas.
14- ADJOURNMENT-
The Council completed their business, and the meeting was adjourned at 9:15 pm with Clint Johnson offering a closing expression of choice.
