JANUARY 9, 2024

Those present at the City Council meeting were Mayor Kim Soper, City Manager Lori Talbot, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and Council Members Mike Sarles, and Tracy Wright. Council Member Paul Dastrup was in attendance via Zoom. Council Member David Dodds was absent.
Others present were Harshad Desai, Ed Ryan, and Beth Ryan.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Barry Huntington conducted the opening ceremony.
ADOPTION OF THE AGENDA
Mike Sarles moved, seconded by Tracy Wright to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Tracy Wright moved, seconded by Mike Sarles to approve the minutes. The motion passed with all in favor.
2024 CITY COUNCIL MEETING SCHEDULE
Mike Sarles moved, seconded by Tracy Wright to approve the 2024 City Council meeting schedule. The motion passed with all in favor.
2024 HOLIDAY SCHEDULE
Tracy Wright moved, seconded by Paul Dastrup to approve the 2024 Holiday Schedule. The motion passed with all in favor.
ORDINANCE 2024-1 MULTIFAMILY DWELLINGS
Tracy Wright moved, seconded by Paul Dastrup to approve
Ordinance 2024-1 Multifamily Dwellings. The motion passed with all in favor.
LANDFILL CONTRACT
The City Council reviewed the landfill contract and made the following changes: The winter schedule will go to the end of March, and the summer schedule runs to the end of September. The roll-offs are now at the landfill and not the dumpster site. Take out the section where it mentions charging $1000 for out-of-area dumping and the $800 rent.
Paul Dastrup moved, seconded by Mike Sarles to approve the landfill contract with the changes made. The motion passed with all in favor.
EXECUTIVE SESSION
Tracy Wright moved, seconded by Mike Sarles to enter into an executive session for personnel with Barry Huntington, Tyrissa Howell, Kim Soper, Mat Houston, Mike Sarles, Tracy Wright, and Lori Talbot. Paul Dastrup attended via Zoom. The motion passed with all in favor.
Paul Dastrup moved, seconded by Tracy Wright to exit the executive session. The motion passed with all in favor.
VACANT CITY COUNCIL MEMBER SEAT
Paul Dastrup moved, seconded by Tracy Wright to advertise the vacant city council seat. The motion passed with all in favor.
DEPARTMENT REPORTS/CALENDAR
Library - Lucy Sarles has started working in the library.
City Office Heating - The City Office building has had heating system issues for over five years, with expensive repairs. City Manager Mat Houston will send out requests for bids to replace the system.
New Year's Eve Party - This year's New Year's Eve party was held on December 30th, with a great turnout. The City Council discussed whether moving the party to the Saturday before or the day before would be beneficial for the future.
Waterline Project - The contractors working on the water line project need to chlorinate and clean the lines and complete some residential connections. They anticipate finishing the project by the end of January. However, they will have to return in spring to pave the cemetery and address some issues at the ball field.
Retirement - City Manager Lori Talbot is retiring; her last day will be January 15th. The City Council and Mayor all expressed their gratitude for her years of service.
