Jim Blodgett- Roads & Landfill *The town has not yet received the state letter regarding the inspection of the landfill. We passed the inspection, and now need to work on finalizing our agreement with the state for the next 10 years. The permit was last done in 2014 and our new application will be due in 2024. The state would like the town to record what is taken to the landfill in yardage not just by load. *Jim was concerned about trash that had been dumped on the way to the dumpsters. He went through the garbage bags looking for a name but was unable to locate one. The bags may have fallen off the vehicle transporting it and not picked up. b. Josalyn Stevens- Parks, Recreation and CERT *Josalyn would like to delay the purchase of the Defibrillator, and let the new councilman over parks & Recreation take care of acquiring them. c. David Wood - Electric UAMPS is looking into new resources to help keep power costs low. They are looking at natural gas projects like in Payson, Utah and AMI metering. Coal supplies from the Deseret mines are double the cost and considered a dirty coal. The trend in power cost seems to be around the same cost as Holden is charging per KW, .11. David Wood was just appointed to be on the APPA, American public power association, with UAMPS. He will be traveling to Washington DC for meetings. This is at no cost to the town of Holden and will be paid for under UAMPS. d. Phil Whatcott -Fire Department The fire department is coming up on the end of their budget year and close to exceeding their budget. The fire department has asked the town to move the town vehicles and equipment from around the fire station so that they may utilize the area. Mayor had concerns about the snow plow being accessible. Water - Water project update- Nothing new to report *Water budget, supplies & Maintenance is over budget. - Suggested to wait until closer to the end of the Fiscal Year and then look into it. Funds may not have been allocated correctly. New Business - Mayor Darren Fox *Cemetery GIS Proposal- Looking into a cloud based program. This program would be accessible anywhere, easier to use and the public would also be able to access the information. The current program is out of date and currently we are unable to access it. Many hours were spent to update the cemetery information and we would hate to loose that information. Proposal made by Sunrise (GIS currently with them) Convert the towns current data base, update missing data, web applications and training. The cost would be; $3500.00 for setup, conversion and mapping, $650.00 for licensing, $1500.00 for web application and training, $650.00 annual fee and maintenance. Phil Whatcott motioned to purchase the new program for the cemetery. Josalyn Stevens seconded. Roll cal;l Jim Blodgett- yes; Josalyn Stevens - yes; Phil Whatcott - yes; David Wood -abstain ; Mayor Fox- abstain. *Subdivision Code Update- The state has mandated an ordinance for Subdivision codes. Legislation states how these ordinances should be. The State of Utah has chosen Sunrise Engineering to update the towns subdivision code.
