TOWN COUNCIL MEETING
MINUTES
DECEMBER 7, 2023
PRESENT: Sue Gestring, Troy Campbell, Mayor Jared Campbell, Doug Nowell, Marty Anderson, Steve Healey, Nikole Campbell
ABSENT: Mike Jorgensen
PRAYER: Doug Nowell
PLEDGE OF ALLEGIANCE:
MINUTES READ:
-Troy motioned to accept minutes as read, Marty 2nd the motion. All were in favor. Minutes from the Council meeting held Oct 5, 2023 were also read. There were not enough councilmembers at the meeting to make a motion on Oct.5th so they were reread at the Dec. 7th meeting. Doug Nowell motioned to accept Oct. 5th minutes as read. Marty 2nd it. All were in favor.
MAYOR UPDATES:
-Members of PC were wondering if they should get paid at the end of each year for meetings they attend throughout the year because their job is voluntary. The mayor suggested looking back at the minutes from Oct/Nov of 2022 because he thought payment for the pc was talked about then. He said to proceed forward with whatever was put into place then.
-The town received a list of state approved consultants to help the town update their current Subdivision Ordinance. Troy motioned that the town contact Mike Hansen for help. Doug 2nd it. All were in favor.
-Steve reported that the water pump in the back hoe is broken. Steve contacted WJAG and they agreed to fix it.
-Nikole talked to Cameron Gay about the TAP funding opportunity. Cameron said this funding opportunity is focused on trails/paths being added to a town. He suggested possibly a path leading from the bike path to a point of interest somewhere in Joseph. A place visitors would like to go to. The council decided to not proceed with this funding opportunity but maybe look for another funding opportunity that would help with sidewalks instead.
-The Town is still waiting to hear back about the water infrastructure grant to see if it will be approved. Mayor Campbell attended a meeting in Salt Lake CIty earlier today about CIB Funding for water as well. The town's application for CIB funds totaling $90,000 was approved and pushed through to the priority list for funding consideration at the February 1, 2024 CIB board meeting. The town has received some equipment from Hydro Specialties to start updating water meters, but Mayor Campbell told Steve to hold off on proceeding forward with updating water meters until we hear from either grant. He suggested we contact Hydro Specialties and explain the situation.
WATER:
-Needle Springs was given the ok to operate. Steve tried to get up to the spring to get everything in order the first of December and was not able to reach the spring because of the snowpack. Everything will have to be put on hold until the snow melts.
-Chad and Leah Cook had a water leak back in Sept. Leah contacted the town and was concerned about her Oct. bill balance of $181.85. And her water usage of 84,600 gallons. She felt that the Town needed to pay for all or at least part of her Oct bill because the water leak occurred on the Cook's side but involved the setter that was on the town's meter. Haley and Nikole read the meters on Sept 27th. The Cook's meter read 18,590. Steve was able to fix the water meter leak Sept 28th. The Cooks were invited to attend the Town council meeting to give their input but did not come. Marty did not feel the Cook's Oct water bill was justified in having the Town pay all or even half. He thought after reviewing the past usage of the Cooks their oct water bill usage was not abnormal for them. Marty motioned to not adjust the Cook's Oct water bill. Troy 2nd the motion. All were in favor
PLANNING COMMISION:
-The Planning Commision came across a Disposal of City-Owned Real Property Ordinance dated August 2022 that was not signed by the mayor or city clerk. They wanted the council to look over the ordinance and sign it if they felt it was ready for signing. The council decided to table signing the ordinance for now because they are looking at working on a Surplus Property ordinance in the near future and felt the 2 ordinances combined would be best.
Doug motioned to adjourn the meeting. Marty second it. All were in favor
