1. CALL MEETING TO ORDER.
Mayor Dennis Sweat called meeting to order at 6:29p.m.

3. PLEDGE OF ALLEGIANCE

4. APPROVE OR AMEND CDBG HEARING MINUTES OF NOVEMBER 16, 2023, DECISION
Motion made by Councilmember Christian Pantelakis, seconded by Councilmember Adam Palafox to approve CDBG hearing minutes of November 16, 2023. All in favor, Motion passed.
5. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OF NOVEMBER 01, 2023 DECISION.
Motion made by Councilmember Christian Pantelakis, seconded by Councilmember Adam Palafox to approve City Council meeting minutes of November 01, 2023. All in favor, Motion passed.
6. DEPARTMENT UPDATES:
A) POLICE DEPARTMENT - MICHAEL CONNIN
Police Administer Michael Connin went over stats.
1) New Police Car- Discussion/Decision
Connin gave update to council regarding status on new dodge vehicle. As of now vehicle is still at dealership with all equipment done inside. Vehicle should be done in January or February to then make its way in for Artwork to be done. Connin has heard word that West Wendover Police Department is having issues with their new dodge vehicles so Connin will be staying updated on that as far as what issues are arising. Connin also gave update on where he is with trying to find where Public Safety Director Ken Quirk left off on dispatch services with West Wendover but it having a hard time with tracing where and what had been done. Connin also brought up the quote that is needing for approval in the amount of $33,880 for new radios Apex 6000's he has 4 radios handheld and needs 8 or 9 mobile units for vehicles and at least 6 on handheld money to come out of the statement account. Mayor Dennis Sweat asked City Treasurer Sasha Palafox if money could be taken out of statement Sasha confirmed money was available. Motion made by Councilmember Manuel Carrillo, seconded by Councilmember Christian Pantelakis to approve quote of $33,880.00 for Apex 6000's radios for Police Department. All in favor, Motion passed

2) Used cars to be advertised for sell
Connin informed Council that he ready to move forward in the sale of the two vehicles Crown Victorian and the Suburban for sale for the Amount of $2000.00 minimum bid for the Crown Victorian. A minimum Bid for the Suburban of $9000.00
B) FIRE DEPARTMENT - TONY GONZALEZ
Fire Administer Tony Gonzalez gave update on stats.
1) RADIOS
Tony updated the Council on the status of Tooele County check received from for the amount of $20,000.00 for the year 2023 and is waiting on the check from 2022.Tony informed council of radio needing to be ordered to be able to meet requirements in time of changing of radio services. New estimate is $13,520.75 with it being only 2 handheld radios and 3 mobile radios. Tony made council aware estimate delivery of radios would be out 1-2 months. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve quote for radios to be purchased in the amount of $13,520.75. All in favor, Motion passed.

C) UTILITY - BILLY FREEMAN
Public Works Supervisor Billy Freeman gave update to council on what's been going on in their department. Billy informed council they have been getting Moriah Roads cleaned up and has been working with Jaden Cook to get him started in training for water treatment plant.
7. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES.
Ralph Vix made comment to council regarding first street roads needing updating on the road. A student from Wendover High School who is working with Wells Rural Electric as a project to better service the environment by replacing step lights with Amber lights. Mayor Sweat informed City Administrator Glenn Wadsworth and informed Student City would take it under advisement when switching out lighting next.
8. APPROVE OR DISAPPROVE ORDINANCE 2023-03; AN ORDINANCE ESTABLISHING A TIME AND PLACE FOR HOLDING REGULAR CITY COUNCIL MEETINGS FOR THE MONTHS OF JANUARY 2024 THROUGH DECEMBER 2024. DECISION.
Motion made by Councilmember Christian Pantelakis, seconded by Councilmember Manuel Carrillo to Approve Ordinance 2023-03; AN ORDINANCE ESTABLISHING A TIME AND PLACE FOR HOLDING REGULAR CITY COUNCIL MEETINGS FOR THE MONTHS OF JANUARY 2024 THROUGH DECEMBER 2024. All in favor, Motion passed.

9. UPDATE OF 'ALCOHOL FREE' BANNER TO BE LOCATED AT COMMUNITY CENTER.CHRISTIAN PANTELAKIS. DECISION.
Councilmember Christian Pantelakis gave update to council regarding Alcohol Free banners that will be hanging up down at the Wendover Community Building. Christian and Tooele County Health Rep Deeanna Croasmun showed artistic examples of banner to council. Christian informed council they will be holding a New Year's Eve party on December 31, 2023 down at the Community Building with the presentation of the banners that she would like to invite Mayor and all Councilmember to attend.
10. APPROVE OR DISSAPROVE DONATION OF $1,200.00 WOMEN CENTER.CHRISTINAN PANTALAKIS. DECISION.
Line item #9 died.
11. APPROVE OR DISSAPROVE MULTICULTURAL COUNCELING CENTER. GINA TOLEDO AND MARCELA FLORES. DECISION.
Gina Toledo and Marcela Flores presented to council a program for Multicultural Counseling. Gina spoke to council about the different situations they have helped with during difficult times people phase. Gina stated she noticed these therapeutic services are not available in Wendover area and they would like to allow Council to let them come into area every month or so and station here at City building to provide services for people in need of them. Gina informed council they help people who struggle with Behavioral health, Mental health, Depression, Anxiety and much more with the acceptance of Medicaid and they are starting the process of working with casino insurances to be able to provide services to all insurances here in Wendover. Mayor Sweat informed them also of Sacred Circle coming into town and the chance of possibly them working together to provide these services in Clinic location.
12. APPROVE OR DISSAPROVE AGREEMENT FOR THE CITY OF WENDOVER FOR POLICE CERTIFICATION AND SERVICE, IN THE AMOUNT OF: FOURTEEN THOUSAND, FOUR HUNDRED SIXTY ONE AND 60 CENTS ($14,461.60) AND MAYOR TO EXECUTE SAME. DECISION.
Motion made by Councilmember Christian Pantelakis, seconded by Councilmember Adam Palafox to Approve Agreement for The City of Wendover for Police Certification and Services, in the amount of: Fourteen thousand, Four hundred Sixty One and 60 Cents ($14,461.60) and Mayor to Execute. All in favor, Motion passed.

13. APPROVE OR DISSAPROVE SCHEDULING OF SENIOR AGING DINNER LAST WEDNESDAY OF EVERY MONTH 2024 EXCEPT NOVEMBER AND DECEMBER. DEEANNA CROASMUN. DECISION.
Motion made by Councilmember Christian Pantelakis, seconded by Councilmember Adam Palafox to approve scheduling of Senior Aging Dinner last Wednesday of every month 2024 expect November and December. All in favor, Motion passed.
14. APPROVE OR DISAPPROVE SCHEDULING OF WENDOVER PREVENTION GROUP THE THIRD TUESDAY OF EVERY MONTH 2024. DEEANNA CROASMUN. DECISION.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve scheduling of Wendover Prevention Group the third Tuesday of every month 2024. All in favor, Motion passed.
15. APPROVE OR DISAPPROVE DONATION OF $600.00 FOR THE SOBBER NEW YEARS EVE PARTY DECEMBER 31st, 2023 DEEANNA CROASMUN. DECISION.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Manny Carrillo to Approve donation of $600.00 for the sober new year's eve party December 31st, 2023. All in favor, Motion passed.

17. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION.
City Clerk Liliana Soriano went through all community building rental requests. Motion made by Councilmember Christian Pantelakis, seconded by Councilmember Brandon Grossman to Approve Pre-Scheduled Community Center Rental Dates. All in favor, Motion passed.
18. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
Mayor Dennis Sweat let council know he was reached out by Karen Shepherd who received a grant fund from next dollar foundation. Karen was asking Mayor Sweat if he had anything small updates in mind at the community building that they can use funding for. Mayor Sweat informed council he told Karen a new front door would be great to start on as well as picnic area after it has been damaged. Mayor Sweat stated to council if they had any other ideas to please reach out to Karen.
19. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERE TO.
City Administrator Glenn Wadsworth informed Council that the minutes from Public Hearing of November 1st, 2023 was not added to agenda but he would like to see if council can review to approve minutes. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to Approve Public Hearing minutes of November 1st, 2023. All in favor, Motion passed.
Glenn also updated council on Wendover City Reservoir location stating there has been someone moved near location. Glenn has received a quote in the amount of $8,000.00 more or less to have parcel be surveyed to block off what belongs to Wendover City and what will belong to personal that has now moved up to location. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Christian Pantelakis to Approve quote in the amount of $8,000.00 more or less to get Wendover City Reservoir parcel surveyed. 20. CITY ATTORNEY, DALLIN LITTLEFIELD UPDATES AND PENDING MATTERS. DISCUSSION/DECISION.
A) AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS.
City Attorney Dallin Littlefield notified council that he is still working with on contract with Sacred Circle.
21. UNFINISHED BUSINESS:
Mayor Dennis Sweat informed council that when Councilmember Christian Pantelakis took over City Treasurer Devan Clawson's position as Tooele County Boardmember it was never stated in public meeting and appointed in meeting. Mayor Sweat asks council if he can get approval from council to appoint Councilmember Christian Pantelakis as a Tooele County Board member. Motion made by Councilmember Adam Palafox, seconded by Councilmember Brandon Grossman to Approve Councilmember Pantelakis as newest Tooele County Boardmember to represent the City of Wendover.
22. NEW BUSINESS:
Councilmember Adam Palafox asks council if something can be done down at the City shop. The shop does not have any heating at the moment making the shop as cold as it is outside for out Utility crew to be working at. Adam is asking if the council to move to look into Silverzone placing heating into the shop in the meantime till the new shop is ready to go. Council asks Adam to work on quote with Silverzone to possibly get heating going.
