Town of Mantua Council Meeting Minutes

Council Members present: Mayor Terry Nelson, Karen Nelson, Justin Brown, Jared Jeppsen, Matt Jeppsen, Jan Palmer - Recorder
Audience present: Pam Eaves, Janis Johnson, Harper Johnson, Tim Miles , Margo Miles, Sherita Schaefer, Jenifer Gardner, John Hurd, Conner Enos, Patty Enos, Kevin Nelson, Larence Matthews, Corey and Caralee West, Alexcia and Chet Furniss, Jill Scharrenberg, Don Ruhl
Mayor Nelson commenced the gathering, paying heartfelt tribute to the commemoration of Pearl Harbor's anniversary and the courageous individuals who selflessly safeguarded our beloved nation. Notably, a significant number of these brave souls hailed from the historic Town of Mantua, cherishing our shared ancestral heritage.
Pledge of Allegiance- led by Mayor Nelson followed by all in attendance.
The council approved the minutes for the meeting held on November 2nd, 2023, and November 16th, 2023, as printed.
Matt Jeppsen made a motion to approve paying the bills, and Karen Nelson seconded.

Public Comment: Expressing gratitude, John Hurd extended his heartfelt appreciation to both the past and future members of the Mantua town council, acknowledging their dedicated service to the community.
Box Elder Family Support Center: Jill Scharrenberg, representing the Box Elder Family Support Center, earnestly appealed for financial assistance to sustain their invaluable services for families in need. Highlighting the center's commitment to providing free support, Scharrenberg humbly requested the community's generous contributions to further their noble mission. The council duly noted this request and promised to review it before responding.

Dates for 2024 council meeting: Per the council, it was decided to move the meeting from twice per month to once per month. The Mayor stated that other towns are meeting once per month and it may be in our favor to move to holding one meeting per month rather than two. After further discussion, the council decided to hold the meeting on the 3rd Thursday of each month, and the dates for the 2024 council were decided.
Parking lot Update: The Mayor stated that no one from Mantua was able to attend the meeting between Box Elder County and DWR. The contribution that Mantua would be willing to assist with police patrol when available.

Council meeting policy changes: There was a discussion that the meeting would be changed to once per month, to which the council agreed upon. After some discussion, it was decided to go with the 3rd Thursday of each month.

Planning and Zoning: Pam Eaves reported that at the last meeting, the master plan changes were discussed.
Fire Department: Justin reported that the fire department did a fantastic job on the power pole fire. Brown also reported that the bay door is now operational.
Public Works: Public Works director, Harper Johnson, addressed the forthcoming installation of the Box Elder parking lot scheduled for the following year. Johnson asserted, 'For the past 15 years, the Town of Mantua has plowed and taken care of the parking within the town limits. So, we as a town have paid our dues.'
Grants: Karen stated that the recreation grant was approved for safety equipment and bicycle helmets for the children. Karen also reported that Keith Johnson received the four-wheeler and tracks for under $21,000.
Karen would also like to thank Billy Jeppesen for his contribution to leveling the soil for the parking lot at the end of 100 est.
Council and Mayor Comments: Mayor Nelson gave his thanks to everyone for being at the meeting. He would like to invite everyone to bag candy for this Christmas party. In addition, the Mayor thanks Rocky Mountain Power for their contribution of $1,000.00.
Jan Palmer: reminded the council of the importance of participation in bagging candy after the meeting.
