Meeting Minutes SANPETE CONSERVATION DISTRICT Monday, November 20, 2023 Time: 11:00 A.M. EPHRIAM CITY HALL -Basement LOCATION: Ephraim, Utah ATTENDANCE: SURPERVISORS: Mike Larson, Scott Sunderland, Thomas Blackham, and Scott Mower CLERK: Magen Pike Utah Department of Agriculture and Food (UDAF): Tracy Balch, JP Contreras, BreeAnn Bloomfield Natural Resource Conservation Services (NRCS): Wade Ingram CD Employee: Jason Krebs SUMMERY OF DISTRICT ACTIONS A) A motion to approve minutes from October 16, 2023. Pg. 1 B) A motion to approve meeting agenda for November 20, 2023. Pg. 1 C) A motion was made to bring any outstanding bills forward and be paid. Pg. 1 D) A motion was made to ratify all debit card purchases. Pg. 1 E) A motion was made for servicing on rental equipment. Pg. 2 F) A motion was made to adjourn the Sanpete CD meeting. Pg. 2 SANPETE CD MEETING - CALL TO ORDER Mike Larson called the meeting to order at 11:00 a.m. Meeting Minutes: a) Motion to approve agenda November 20, 2023. A motion was made by Thomas Blackham to approve, second by Scott Mower. Unanimous Approval. b) Approve of meeting minutes October 16, 2023. A motion was made by Scott Mower to approve, second by Thomas Blackham. Unanimous Approval. Financial Business: a) A motion was made by Thomas Blackham and second by Scott Mower to bring any outstanding bills/invoices before the board for consideration and discussion. b) Motion to ratify all debit card purchase gas 57.73, 75.23, 73.07, Tractor Supply 22.60, NAPA 36.50, made by Thomas Blackham and second by Scott Sunderland. c) Motion to approve and pay: CD Clerk for November $250, RJ Tire and Automotive 693.36, Grant Writing 930.00, CD Shared Planner 178.97, by Scott Mower and second by Thomas Blackham. d) Deposit checks for equipment rentals. Board Business: Board Members a) Upcoming zone meeting with Ray Ledgerwood speaking. Multiple zones will be invited. Meeting will take place sometime in March. b) Grant Writing class was taken by Jason and Mike. c) Upcoming Water Bill to be discussed on the hill. UDAF Business: Tracy Balch and Jim a. Water optimization application Due Dec. 30, 2023. b. New Auditor updates i. Meeting Minutes ii. Audio Recording iii. What needs to be included into the meeting minutes iv. Public email Watershed Business: BreeAnn Bloomfield a) Willow Planting b) Water Conservation meetings ARDL Business: JP Contreras a) Currently working on a project in Manti. NRCS Business: Wade a) Obligated 4.4 million dollars under the EQIP in the four counties. The whole state gets 26 million to obligate. b) The NRCS in 2025 is going to 100% SFP Strategic Funding Plan, must be measurable goal and a detailed plan. c) There are new practices that must be climate smart to use the Inflation Reduction Act (IRA) funding. d) Trying to hire more employees because of IRA. CD Employee Business: Jason Krebs a) Grant Writing training b) Rental Equipment (27 rentals for the year so far) c) Working on more Field days d) Snow College Career Days e) Fix repair on rental equipment f) Motion to approve repair on equipment. A motion was made to adjourn the meeting made by Scott Sunderland and second by Thomas Blackham meeting at 1:00 p.m. The next Sanpete CD meeting will be December 18, 2023, at 11:00 am.
