Planning and Land Use- Ted Bennet *Brian & Kaye Stephenson requested a one time building permit for a covered patio addition to their home. *Ben Hunter home re-build after being destroyed by fire. According to Holden Towns current building ordinance, there is an existing code that allows a home to be rebuilt on the lot it currently occupies if said home has been destroyed under a non-conforming act of God. The new home must meet the current set backs, owners have one year to obtain the building permit and 2 years to complete the build. 6. Report of Officers a. Jim Blodgett- Roads & Landfill *Scrap metal was hauled off and the town should be receiving a check for aprox. $275.00. This money will be put into the landfill PTIF. * The landfill will be closed November 10-16 for burning and clean up. *The state inspector inspected the town landfill. The town was found to be in compliance and we may continue to have our landfill open to town residents. b. Josalyn Stevens- Parks, Recreation and CERT *The price for, all day use at the town hall was approved to be raised from $75.00 to $100.00. This increase is due to the extended use of the heat and air conditioning during an entire day of use. * AED's- Two different aed's were presented for consideration to the town board. One is $800.00 but can only be used on adults and the pads would need to be replaced yearly. The second is $2000.00 intended for use by non-professionals, can be used on children, auto shock feedback, visual display, record patient data, portable, pads would need to be replaced every other year. The aed at the fire station is old and in need of replacement. It was proposed to place one at the post office as well. Concerns were brought up as to the cost and the usability if it were at the post office locked up and unavailable at night, as well as the potential for theft if it is placed in the lobby area of the post office. Would it be used if those in need had to go to the post office to get it and would that thought process of obtaining it be in place or would 911 be what you would call first. The decision was made to purchase one for the fire station and educate the town residents that it is there and how to gain access to the AED. The company will provide the town with training materials. c. David Wood - Electric *UAMPS executive session held today, November 8,2023. UAMPS made the decision to end their association with Nu-scale and the CFPP nuclear power project. The parties decided to terminate the project rather than continue to incur costs on a project unlikely to move forward. It was determined that an 80% subscription to the project was needed to keep the project moving and that percentage was not being met. The stop work decision was made before the build began. UAMPS will continue to look for other power sources, such as geo-thermal and natural gas generation. The money that UAMPS has invested will all be returned. Due to the increase of snowpack in 2022 and the rain Utah has received this year the Colorado river project has enough water for power generation. The San Juan coal plant has shut down and Hunter could soon follow. The coal is there but the suppliers are not meeting their state contracts and sending it out of the country. d. Phil Whatcott -Fire Department *Rod Dastrup resigned as fire chief effective immediately. It is proposed that Jason Christensen moves from assistant fire chief to the interim fire chief through the end of the year. Phil Whatcott motioned for Jason Christensen to become the interim fire chief though the end of 2023, Josalyn Stevens seconded. Roll was called; Jim Blodgett-yes, Josalyn Stevens-yes, Phil Whatcott-yes, David Wood-yes, Mayor Fox-yes. *The state fire report on the Hunter house fire has not yet been completed or released to the town. Phil Whatcott mentioned that some of those fighting the fire are dealing with emotional issues, due to the fire caused fatality. Fillmore Fire department has counselors that are available it needed. Water *We are still awaiting an answer from the property owner where the new well would be located. The well location is not progressing but Sunrise Engineering is continuing to work on the other aspects of the water project, such as the tank and water lines needing updating. This portion of the project is 60% completed. e. Mayor Darren Fox 7. New Business *Wednesday November 29, 2023 at 6:00 pm Town council will meet to certify the election results. *Thane Hillestad inquired about the towns progress on the net metering for solar. UMI is working on a plan for the town but it is not completed as of yet. This is taking time due to the fact that we don't have full time council members without other full time jobs. The town is making sure we have all the information we need and looking at other small towns net metering policies so that mistakes aren't made in the future. A fee schedule would also need to be put into place to re-place lost revenue. *Report of Town Hall parking lot expansion; Brought in 5 dump truck of dirt, raised the area to the North of the building and built up around the water meters to the South, brought in 3 dump truck of gravel for the North side and a little on the South side. Have a few more little things to do. Lighting on the North side of the building needs to be fixed. There are lights but they are not working. David Wood will look into getting this fixed or updated. *Lucus Stevens trailer park update at North end of town. They have cleaned up the area, updated the power by putting it underground, using the same septic tank, and will be putting up fencing on the North and South sides. There will be four full hook ups which is less than there was originally, due to damage to many of the hook up areas. These are short term rentals not for full time living. Customers will sign up to stay at the RV park through the Camp Host program online. Owners have obtained the proper licensing and permit. 8. Outstanding Business The surveys for the towns general plan need to be completed and turned in by Monday, November 13. These surveys will help shape the direction the town will go in the future. *Lead survey project- The lead service line inventory plan contract. The federal government mandated this line inventory and have given the state money to be given to towns to help fund this project. The state has given the town of Holden 73 thousand. The state has picked a contractor for those areas with under 10 thousand users. The state put out an RFP, Request for proposals, looking for qualified firms to do and submit the plans for any community under 10 thousand users. Through their selection process they selected Sunrise Engineering. Sunrise has reached out to Holden Town with their proposal and contract, which is the same for the other towns they have contracts with. Project needs to be completed by October 16, 2024 Note** The contract with Sunrise has nothing to do with town choice, Sunrise engineering was chosen by the state to do the work. The report can be accessed on the state website. Josalyn Stevens motioned to approve the contract from Sunrise Engineering, Phil Whatcott seconded. Roll was called; Jim Blodgett-yes, Josalyn Stevens-yes, Phil Whatcott-yes, David Wood- abstain, Mayor Fox-abstain -Two different ways the money is divvied up. Town could apply for a grant or state would decide. Our grant lets us make choices and do the investigation with the money provided the town. Grand provides us with 30 thousand for the investigation. They will first look at the lines if questions arise they would need to dig up the lines to look at them closer. ? Who is responsible if trouble areas are found from the meter to the house? Investigations need to be completed first, depending on findings the state will move to the second step. *Cemetery GIS program update- Haven't gotten quotes back on updated programs. 9. Adjournment: Phi Whatcott motioned to adjourn the meeting at 8:00p.m Caralee Wood Holden Town Treasurer November 8, 2023 Holden Town
