Meeting held November 21, 2023
at Wellington City Hall

Present: Councilmember Barney Zauss, Councilmember Caleb Nelson, Councilmember Glen Wells, Councilmember Bethany Perea, Mayor Brad Timothy
Absent: Councilmember Jack Clark

Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes
At 6:01 pm, Mayor Timothy opened the meeting by stating that everyone was present except for Councilmember Clark, he was absent.
Motion: Councilmember Perea made a motion to approve the past meeting minutes. Councilmember Zauss seconded the motion; followed by Councilmember Wells and Councilmember Nelson.
Agenda Item #2 Public Comment Period
Michael McEvan expressed some concerns for the secondary meters. Councilmember Perea explained that this is going to be a new process for the city and that we would like to get an idea of what usage looks like rather than set mystery rates and then see what the usage looks like. Councilmember Zauss stated that the base rate will always be there. Mr, McEvan is upset about having secondary water in general and expressed that he wants to move out of Wellington City.
Joe Cha also attended tonight's meeting to express similar concerns about the secondary meters. Councilmember Nelson explained that all the councilmembers pay the same as all Wellington residents and that they also didn't want to pay more than they currently are paying and that we just need to wait to see what usage looks like across the board.
Bill Juber has worked the last four years with Joan Powell on the ATV trail and expressed frustration that it hasn't been completed. Mayor Timothy explained that there are issues with a land dispute and that this matter is likely going to go to court and that the city is waiting on the attorneys.
Agenda Item #3 Wesley Quinlog - Consideration of Utility Bill Adjustment due to leak
Mr. Quinlog was not present for tonight's meeting.

Agenda Item #4 Potential Council Candidate - Josh Patterson
Mr. Patterson currently sits on the Planning and Zoning Committee. When Mr. Patterson was asked why he wants to join the city council - he explained that he wants to see the city move forward. He is frustrated at the dragging of feet and wants to help expand the city.

Agenda Item #5 Additional Potential Council Candidates
Bill Juber was asked why he wants to be a part of the city council and he said that he has been standing back and watching and that if he is able to be able to help - he will. His objective would be to see the city grow with tourism. His previous work was military and other tech work. He is retired so he has the time to put into the city and he would like to learn how to help the community grow.

Agenda Item #6 Transportation Alternative Program Funding Opportunity
This would be a 50/50 match if eligible. This would be a good option for the city to look into the options for sidewalks
on Hillcrest.

Agenda Item #7 Main Street America Grant
Nicole is still working on this grant with Rep. Christine Watkins. Councilmember Zauss stated that the equipment is still in great shape so there isn't a need to replace that. Mulch is as much as $1 a foot. He would like to see the equipment moved to a different area and install some benches. Material for a dog park would be $3,000 plus labor.

Agenda Item #9 Consideration of Adjusting Wellington PD Pay
Motion: Councilmember Perea made a motion to increase both Sargent Saccomano and Chief Kosmack $4.00 per hour. Councilmember Nelson seconded the motion; followed by Councilmember Wells and Councilmember Zauss.
Agenda Item #10 Consideration of Adjusting Overtime Requirements for Salaried FLSA Exempt and Non-Exempt Employees
Motion: Councilmember Perea made a motion to approve time and a half for salaried FLSA Exempt and Non-Exempt Employees starting at 50 hours worked then reevaluate in a month. Councilmember Nelson seconded the motion; followed by Councilmember Wells and Councilmember Zauss.
Agenda Item #11 Unfinished Business
Councilmember Perea let the rest of the council know that Wellington City Fire Department would be doing a truck parade through town on December 11th.
Agenda Item #12 Possible Executive Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual.

Motion: Councilmember Wells made a motion to adjourn. Councilmember Nelson seconded the motion, followed by councilmember Perea.
Meeting adjourned at 7:54pm
Next meeting will be December 13 at 6:00 P.M. at the Wellington City Hall.
