We strive to respect each other's roles and work together to achieve mutually beneficial outcomes. Our mayors, council members, and city leaders are on the front line to ensure the quality of life of today's and tomorrow's residents. Treating each other with dignity and respect is critical so that we can collectively tackle the challenging issues facing our communities. As Utahns, our strength is based on our ability to work together, even when we have differing perspectives. As local leaders, we strive to set an example of not just civility, but dignity in all our interactions.
These cards will be located with the City brochures.
5. Public Hearing: Community Development Block Grant (CDBG) - First Public Hearing.
Pres. Illum opened a Public Hearing by consensus for the Community Development Block Grant (CDBG) - First Public Hearing. Staff stated that the purpose of the public hearing is to provide citizens with pertinent information about the Community Development Block Grant program and to allow for discussion of possible applications for the upcoming (2024) funding cycle. It was explained that the grant money must be spent on projects benefitting primarily low and moderate-income persons. Wasatch Regional Council, in which Marriott-Slaterville City is a member, is expecting to receive approximately $1,000,000 in this new program year. All eligible activities that can be accomplished under the program are identified in the CDBG Application Policies and Procedures Manual and interested persons can review it at any time at the City.
Staff read several of the eligible activities listed including examples, such as Construction of public works and facilities, water and sewer lines, fire stations, acquisition of real property, provision of public services such as food banks or homeless shelters. Staff indicated that in the past Marriott-Slaterville City has received a number of CDBG projects for the Senior Center, Marriott Park, Heritage Park, 1200 West/700 South curb, gutter, sidewalk, and 1700 South slum/blight. The City handed out its Capital Investment Plan as part of the regional 'Consolidated Plan'. This list shows which projects the City has identified as being needed in the community. It was asked that anyone with questions, comments, or suggestions during the hearing please identify themselves by name, before they speak. The City Recorder will include your names in the minutes and we would like to specifically respond to your questions and suggestions during the hearing.

Mr. Morris explained to the Council that the City participates in the National Flood Insurance Program (NFIP). FEMA requests that the City adopt the floodplain management measures that satisfy 44 Code of Federal Regulations (CFR) Section 60.3 (d) of the National Flood Insurance Program (NFIP). This Ordinance brings the City into compliance with the CFR and related to the NFIP.
Mr. Smout commented that it is wise to follow this plan so everyone is protected.

8. Discussion/action on allotment from Motor Pool Fund for a trailer.
Mr. Meyerhoffer explained that the City purchased a compact loader about a year ago including an attachment to mow and do work around the City. The City has been using the dump trailer to transport the equipment around the City. When the mower is attached to the skid loader they do not fit in the trailer without extending the mower above the walls of the trailer. It makes it very difficult to transport. This proposed trailer is large enough to fit the equipment.
Staff researched a number of different trailer options, one being the tilt deck style and the other with loading ramps attached to the back of the trailer. Young Truck and Trailer was the lowest bid with the loading ramp option. Mr. Meyerhoffer is asking that you approve the allotment from the Motor Pool fund to purchase a new trailer in the amount of $14,426.00.
Mr. Smout was concerned about trailer thefts and inquired about a GPS system. He said it is better to prevent a theft. Mr. Meyerhoffer answered that they are inquiring about installing an additional camera behind the public works building, as well as putting up a fence in front of the property.
Motion by Mr. Slater to approve the allotment from the Motor Pool fund to purchase
a new trailer in the amount of $14,426.00. Seconded by Mr. Smout.

Mr. Slater - Aye
Mr. Christoffersen - Aye

9. Joint Work Session with Planning Commission on November 21, 2023, at 7:00 PM.
Mr. Morris informed the City Council of the upcoming joint work session with the Planning Commission will be held on Tuesday, November 7, 2023 at 7:00 PM. He instructed staff how he would like the council room set up for the meeting.
10. Officer reports and legislative oversight.
Mayor Van Leeuwen acknowledged the great job everyone is doing and that it is a pleasure to work with the Council. He mentioned when he started as a Planning Commissioner in 1999 the Capital Investment Plan lists were long and over the years he has seen many items getting completed.
Mr. Morris discussed with the City Council the need to hold a special meeting for the 2023 Canvass. It was decided that the meeting would be held the first week in December. It may be combined with other items that need to be addressed like the Verizon Lease, and Interlocal Agreements for 1700 South funding and the solid waste transfer station.
Vice-pres. Holley thanked everyone that helped make the Veteran's Dinner possible especially Mayor Van Leeuwen. She also thanked Jaimee, Dee, and JaDee Christoffersen for all their help with the Veteran's Dinner. The Youth Council did a great job. The event is getting bigger each year and they may need to find another venue for next year. The video was amazing and they are working on getting it posted to our website.
Pres. Illum commented that winter is coming. We have contracted with another company to handle the city's snow removal. It will take a little bit of time to work out the issues. He asked the City Council to call the office and report any issues.

Being no further business the meeting was adjourned at 7:08 PM.
