Cleveland Town Council Meeting Pending Minutes for November 9, 2023
The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, November 09, 2023 at 7:06 pm. In attendance were: Kristen Vose, Chance Thompson, Mayor Preston Wilson, and Danae' Jensen on phone. Absent: Breann Cowley. Public: Melissa Allred, Trinie Payne.
Minutes: Kristen Vose made a motion to approve the minutes from October 12th and November 1 Emergency meeting with a second by Chance Thompson. All were in favor, motion passed.
Public comments/Questions:
Melissa Allred presented information about Christmas trees that she would like the council to buy for the town to be put at the Old Town Hall lawn. She is recommending the town buy either 1, 2, or 3 trees sizes are 7.5, 12, and 25 feet for Christmas. Youth Council would like to donate their funds towards the purchase of a tree or trees. She would also like to offer her services in helping out with the town Christmas Celebration.
Trinie Payne introduced herself and stated that she has been diagnosed with breast cancer stage 3. She had to quit her job. She will be starting chemotherapy. Chance Thompson stated that the town wanted to do a dinner fundraiser to help Trinie Payne with cancer costs.
Item #1 Approve/Deny the change in the Residential Ordinance for flag lots.
Motion made by Kristen Vose to approve the change in the residential ordinance for flag lots. Second by Chance Thompson. All were in favor, motion passed.
Item #2 Discuss/Set date for Town Christmas Party and/or tree lighting ceremony in December.
December 22 for Christmas Party @ 6 pm, December 1 for tree lighting ceremony @ 5:30 pm, and Dec. 16 for cancer fundraiser. Melissa Allred will make flyers for tree lighting, fundraiser for Trinie Payne, and town party.
Item #3 Approve/Deny expense for office staff to take grant writing and management courses, $495 per class.
Motion by Danae' Jensen to approve office staff to take grant writing and management courses at a cost of $495 per class. Second by Chance Thompson. Roll Call vote: Chance Thompson-yes, Mayor Wilson-yes, Kristen Vose-yes, Danae' Jensen-yes. All were affirmative, motion passed.
Item #4 Approve/Deny spending money to fix Old Town Hall boiler while pursuing grant money for new heating /cooling system.
Two bids have been turned in. A Johnson Option 1: $28,765.56 for a one-unit heater in gym with mini splitters, Option 2: $88,512.67 for one rooftop unit for heating and cooling, Snow Heating and Cooling: $27,000 for a roof top unit for heating and cooling. Anderson's cost to fix 2 radiators at $6100. Kristen Vose feels that it would be wise to call ULCT to receive advise. Kristen Vose made a motion to table spending money on boiler. Danae' Jensen seconded the motion. All were in favor, motion passed and item was tabled.
Item #5 Discuss/Approve yearend bonuses for employees.
Yearend bonuses for last year were: office staff $300 each, fulltime maintenance $500, cross guard/cleaner/flowers $200, fire chief $360. 2023 yearend bonuses will be maintenance reduced to part time so bonus reduced to $250 for Benny Allred. Clerk bonus will be $300 for Nancy Livingston. Treasurer bonus will be $25 per month worked, so Brydi Sharp will receive $225 for 9 months and Heather Holt $100 for 4 months. Minah Rodriguez, O'Ville caretaker, will receive $200. Mayor asked for fire chief bonus to be split between Chief Preston Wilson and Assistant Chief Nancy Livingston which is $180 each. Chance Thompson made a motion to approve the yearend bonuses as listed in the discussion. Seconded by Kristen Vose. Roll Call vote: Chance Thompson-yes, Mayor Wilson-yes, Kristen Vose-yes, Danae' Jensen-yes. All in the affirmative, motion passed.
Item #6 Review Bills for payment.
Motion by Mayor Preston Wilson to approve bills for payment. Seconded by Kristen Vose. Roll Call Vote: Kristen Vose-yes, Mayor Wilson-yes, Chance Thompson-yes, Danae' Jensen-yes. All were in the affirmative, motion passed.
Item #8 Council Reports.
Preston Wilson: JD Peay was hired to help Benny Allred with graves. Benny put posts in for signs at dumpsters. Received email about solar speed limit signs replacement battery about $200 a piece. If we pay $600 we will get 2 signs since UDOT pays half. EMS still working to get set up before Jan 1, 2024.
Breann Cowley (Rec): not in attendance
Kristen Vose (Planning and Zoning): P/Z cancelled.
Danae' Jensen: Fundraiser went well.
Chance Thompson: No meeting.

The Public Hearing of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, November 09, 2023 at 7:00 pm. The meeting was called to order and opened with the pledge of allegiance led by Mayor Wilson.
Item #1: Receive comment/questions about proposed change to Flag Lot of Residential Ordinance 2-5-2.5.3.
The lot is land locked and has no dedicated public street that can access the property except by a private drive or easement granted by necessary property owners. Said private drive or easement shall not service more than 1 or 2 separate parcels and shall not extend more than 200 feet, after which the width of the lot will meet or exceed the minimum width requirements of the zone at a distance of sixty (60) feet from the front setback line as measured along the side lot line.
